Plan

During the XIth plan, Energy scenario analysis was carried out in 35 MSME clusters and potential clusters were identified for the programme. Energy efficiency and technology, capacity building and innovative financing mechanisms facilitation were identified in the cluster and implementation support was provided for implementing Energy efficiency and technology in MSMEs.

However, MSMEs still face the following barriers in EE:

Financial Barrier: Lack of awareness about EETs and its implementation

Technical barrier: Lack of financial technology of MSMEs

Policy Barrier: Lack of data of energy consumption of MSMEs

Manpower Barrier: Limited technical experts in the SMEs

Energy saving

potential of 0.66 MTOE in 25 SMEs clusters which is 15% of the total energy consumption in these clusters, comprehensive energy audit and assessment of technology gap completed in 1250 SME Units belonging to 25 SMEs clusters. 5 Awareness workshops were organized and Cluster specific manuals on energy conservation was prepared for 25 clusters for further interventions 25 SMEs clusters (18 Sector Type) were undertaken. Implementation of Small Group Activities which focused on improving energy efficiency in 9 units of 3 clusters with the help of ECCJ, Japan. Savings reported from 650 EE projects implementation was 14300 TOE out of which saving of 8309 toe in 13 clusters was verified till 31st December, 2011.Completion of Situation analysis in selected 35 SME clusters. 375 DPRs on energy efficient technologies prepared and was peer-reviewed also. Capacity building of Local Service Providers/Technology Providers in 25 SMEs clusters.

Plan:

1. Sector specific approach for energy efficiency and technology up-gradation through facilitation of implementation of DPRs:

2. To identify the best and most implementable EE technologies in 5 energy intensive SME sectors. These identified EE technologies had to be done across 100 industry units in form of demonstration projects with support of 50% subsidy through reimbursements on investment done by the industry units. The series of sub- activities performed by BEE in this regard include the following:

 Awareness workshops

 Walk through Audits (WTAs) in selected SME units

 Project Steering Committees

 Agreements

 Detailed Energy Audits

 Monitoring and verification activity

Technical Assistance and Capacity Building: Lack of Knowledge

Energy mapping of the SMEs on Pan India Basis: BEE to collaborate with EESL to develop Energy Mapping of SME sectors for identification of energy intensive units, implementation of EE measures in these units and replication of EE measures to similar units.

Project Management through knowledge sharing and coordination mechanism:

BEE planned to establish a Project Management framework aiming to developing a Monitoring and Verification (M&V) protocol thus facilitating collection of actualized data from various energy efficiency measures driven across sectors throughout the country and sharing the same through common platform with other stakeholders. A knowledge sharing platform “SAMEEKSHA” has been developed for sharing the information on EE and RE in SMEs.

Savings Achieved:

Annual Energy Savings of about 305 TOE and Monetary Savings of around Rs.1.5 Crore / year with CO2 Emission reduction of around 750 tonnes annually has been estimated.
