ICAR shall examine existing mandate of the Directorate of Marketing and Inspection (DMI) and propose new mandate in the changed marketing ecosystem along with restructuring of the Directorate to fulfill the new proposed mandate. Proposals can be submitted online at http://eprocure.gov.in after perusing the detailed instructions to bidders.

Proposal Validity

If a consultant could gain a competitive advantage from providing a consulting assignment/job that is related to the assignment/job in question and is not defined as a conflict of interest as in paragraph above, the employer will make available all consultants together with the RFP of any information that would give such an advisor any competitive advantage in that respect over competing advisors. If an advisor submits or participates in more than one proposal, all such proposals will be disqualified.

Preparation of Proposal

Negotiations

Letters of submission of technical and financial proposals must be in the form -1 to 13 of Section 6 and Form - 14 of Section 6 respectively. Award of Contract

Information relating to the evaluation of proposals and recommendations relating to tenders shall not be disclosed to the consultants who submitted the tenders or to other persons not officially involved in the process until the contract award is announced. Bidders who qualify for the opening of financial bids on the basis of the evaluation of the technical bid can, if they wish, participate in the opening of the financial bids of the evaluation committee.

Payment Terms

An advisor's unlawful use of any information relating to the process may result in the rejection of his proposal and may be subject to the provisions of the employer's anti-fraud and corruption policy.

Arbitration Policy

The arbitrator's award is binding on the parties to the dispute; provided, however, that any party aggrieved by such award may make a further motion to set aside or revise the award to the law clerk or any other officer, if so authorized by the law clerk, whose decision shall be final and conclusively binding on the party. The Directorate of Marketing and Inspection (DMI) is an attached office of the Department of Agriculture, Cooperation and Farmers' Welfare, Ministry of Agriculture and. Farmers Welfare is entrusted with the implementation of the policy and schemes related to the Agricultural Marketing sector. Details of the organization are available at http://dmi.gov.in and http://agmarknet.gov.in.

According to the requirements of importing countries, AGMARK certification is mandatory for the export of grapes and okra to the European Union and that of onions to the Gulf countries. DMI conducts training courses of 2-week to 6-month duration for agricultural market functionaries at its offices in Nagpur, Hyderabad and Lucknow.

Objective

To study the existing mandate of DMI and suggest new mandate on changing marketing ecosystem/challenges in agricultural marketing with focus on better return to farmers including market intelligence, price and demand forecasting, import duties/trade external in agriculture. ii). To assess the existing workforce and suggest the demand including. new workforce to meet the new mandate in positions, qualifications and numbers. iii). To examine and suggest ways of retraining and reorienting existing resources to meet the new mandate. iv).

To study the adequacy of existing office infrastructure including office buildings, vehicles and other supporting infrastructure and suggest a blueprint for its improvement to handle the workload arising from the new mandate. f). To recommend measures for the overall efficiency and effectiveness of the organization in terms of structure and functions of the Directorate.

However, the discussion will not materially change the original TOR and the final TOR will become part of the contract. The total turnover of the bidder should not be less than one rupee in the last three financial years. In the first phase of evaluation, a proposal is rejected if it is found inadequate according to the requirements indicated for the responsiveness of the proposal. The evaluation of the technical proposal will begin first and at this stage the financial bid (proposal) will remain unopened.

Consultant qualification and evaluation criteria for the technical proposal will be defined below. The name of the consultants, their technical result (if required) and their Financial Proposal will be read aloud.

Bid Evaluation Criteria

If negotiations are held during the validity period of the Proposal, we undertake to negotiate on the basis of the proposed personnel. Here, give a brief description of the background and organization of your company/unit and each individual employee for this task/job. The short description must contain information about ownership, date and place of the company's foundation, the company's purpose, etc.

Using the format below, provide information on each task/work for which your company and each partner in the case of a consortium or joint venture has legally entered into a contract either individually as a legal entity or as one of the main partners in an association, to carry out the consultancy task/work , similar to those required by this task/work.

The proposed work plan should be consistent with the technical approach and methodology, and demonstrate an understanding of the TOR and the ability to translate it into a feasible work plan. This should include a list of the final documents, including reports, drawings and tables to be provided as final output. You must indicate the key disciplines of the assignment/function, the key expert responsible and the proposed technical and support staff.

List all major task/job activities, including delivery of reports (eg initial, draft and final reports) and other criteria such as employer approvals. The consultant can also indicate here any changes he wants to the provisions of the draft contract. We also confirm that in case of misrepresentation of information, the employer will reject/cancel our proposal/contract, which will be binding on us.

The partners bear that share and responsibility, and all the expenses of the partners are borne by them themselves.

The Agency would adjust the PIR in accordance with the Client's suggestions before commencing work. The total amount of the deposit paid to the Agency but not used at the time of termination will be refunded by the Agency to the Customer. The Agency will provide workers' compensation and labor liability insurance for personnel assigned to the assignment.

The Agency is responsible for the payment of taxes, duties, fees, charges and other charges levied in accordance with applicable law for the conduct of the study or for the performance of the assignment. All final plans, drawings, specifications, plans, reports and other documents or software submitted by the Agency in the performance of the Services shall become and remain the property of the Client.
