PROMOTION OF AGRICULTURAL MECHANIZATION FOR IN-SITU MANAGEMENT OF CROP RESIDUES IN THE STATES OF PUNJAB. Promotion of Agricultural Mechanization for In-Situ Management of Crop Residues in the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi' for the period from 2018-19 to 2019-20 has been implemented.

Role of Panchayati Raj Institutions (PRIs)

Procedure for Approval & Fund Flow Mechanism
DLEC will form a block level committee to spread awareness about villagers not burning crop residue. xiii) Study the impact after implementation of the programs and submit reports to the State Nodal Department. In other words, no separate release system or utilization certificate would be required for flexi funds. i) Funds would be released to states/contractors. Agencies in one installment, since the burning of residues is a seasonal problem and involves the purchase of equipment and machinery of a capital nature. ii) The release of funds will take place after the approval of the AAP by the European Commission. 6.3 (a) DAC&FW will only transfer funds to the State electronically.
The department will prepare a digitized list of all implementing agencies for the same and for this purpose PFMS of CGA will be used. The list will be provided to the DAC&FW after transfer of benefit directly to the beneficiaries' accounts. In case of full payment by the buyer (farmer) to the Manufacturer, the amount of applicable subsidy will be paid directly to the buyer in his account within one month.
If the buyer (farmer) pays cost of machine/equipment after deducting the amount of applicable subsidy, the amount of subsidy will be paid to the Manufacturer in his account within one month after supply, installation and commissioning of the machine /equipment.

The following parameters can be selected for village/city selection for setting up custom rental centers:. The project cost of CHC of crop residue handling machines should not be more than Rs. i) The machines/implements suitable for the handling of crop residues will be selected from the list in Annex II (b) (ii) The machines/implements may be selected for the entire operation of. iii). The capacity of the machines will be selected on the basis of the area to be covered in a growing season.
The beneficiary will be free to acquire any brand of machine/equipment as per his choice from the embroidered list. i) Financial assistance for setting up custom rental centers will be available to Cooperative Societies of farmers, FPOs and Panchayats as per pattern of assistance as indicated in Annexure II(a). ii) The financial assistance for establishing a Custom Hiring Center will be limited to the maximum project cost of Rs 5.00 lakhs. iii) 80% subsidy component under SMAM for establishment of village level Farm Machinery Banks (FMBs) can be used in combination with the 80% subsidy available for CHCs under CRM scheme provided the ceiling limit of 10 lakhs project cost of SMAM is followed and the total project cost of the combined CHCs will be Rs. The sample sheets of project cost calculations and admissible financial assistance are given in Annexure - VII. iv) The Beneficiary may not be allowed to transfer/sell/mortgage the CHC to any one before the completion of 5 years, except in genuine cases where the number of hours/land managed condition is satisfied even before 5 years. i) The State Nodal Department through SLEC will fix the rental rate/cost of the implements/machinery of the Custom Rental Centres. The custom rental centers established under the scheme will be supervised by the district agriculture officer for their operation so that custom rental centers do not overpay the farmers. ii) The State Nodal Department will execute agreements with the Custom Rental Centers (CLCs) that will be established under the Scheme to ensure availability of the farm implements to the farmers of the group and provide information on managed crop residue area.
The specimen agreement form is given in Annexure-VI. iii) The State Nodal Department will enter into a service contract with the manufacturers/suppliers involved to provide after sales services for the machinery and equipment in the State. iv) Established CHCs will receive technical assistance from KVK/listed manufacturers/approved test centers, FMTTI and ICAR centers for maintenance and training of CHC entrepreneurs. v) The State Nodal Department shall ensure that all beneficiary farmers and custom recruitment centers are registered on the ÇHC-Agricultural Machinery mobile application.

It will be ensured by the DLEC that the duplicate benefits under various other schemes in DAC&FW are not extended to the same beneficiary. i) The machines/implements suitable for the management of crop residues will be selected from the list in Annex II(b) (ii) The capacity of the machines will be selected on the basis of the area to be. The recipient will be free to acquire any brand of machine/equipment of their choice from the empaneled list. i) Financial assistance to the farmers for purchase of crop residue handling machinery will be as per the pattern of assistance as given in Annex II(b). ii) The consignee shall not be permitted to transfer/sell/mortgage the machinery/equipment to anyone before a period of 5 years, except in genuine cases where the number of hours/land controlled condition is fulfilled even before 5 years.

Additional Commissioner (Machinery), DAC&FW Member Secretary. The mandate (ToR) of the committee is as follows:. The committee will meet biweekly for the first three months and then monthly to implement and evaluate the activities. a) Annual action plans for the 'Training' and 'Demonstration' components. will be prepared by FMTTIs, ICAR and other implementing agencies as per Annex III and submitted to the M&T Division of DAC&FW for EC approval. Manufacturers can also be engaged as demonstration partners. Demonstration equipment is provided on a rental basis by the Custom Hiring Centers/manufacturers. f) Subject to requirements, State Government Institutions, Chambers of Commerce, ICAR Institutions, Central Government Institutions and PSUs will be allowed to purchase machines and equipment for demonstration.
Proposals for the purchase of demonstration machines will be submitted by implementing agencies along with their annual action plan. Proposals will be considered by the Executive Committee of the Funding Scheme. g). All demonstrations will be conducted under the strict supervision of the implementing agency, who will record and document the observations.
The success story of demonstrations will be documented and disseminated for the benefit of other farmers in the state and also for farmers in other states.
Promoting the Use of Bio-decomposer Technology
All implementing agencies will monitor the results of training and demonstrations in terms of skill enhancement, adoption of technologies, etc.

Formation of social media groups to raise awareness, benefits of crop management, exchange of relevant information and advice among farmers and other stakeholders. I certify that I have confirmed that the conditions under which the grant was granted were/are duly fulfilled and that I have carried out the following checks to see that the money has actually been used for the purpose for which it was sanctioned. We understand that the Custom Hiring Center (CHC) must be established within 3 months of the issuance of the work order and that the subsidy will be released to the bank only when the work progress report is satisfactory and in accordance with the subsidy release schedule.
We will maintain transparency and provide all information about the progress of work that we are requested from time to time. We will also provide government officials with easy access to our facility, crop residue site documentation, and other records if requested. We will consider the rental rate set by the Ministry of Agriculture, Govt for leasing agricultural implements to farmers in the country.
We will display all information about the center for the benefit of the farmers and will also cooperate non-financially in the training programs for the benefit of the farmers. We fully understand and agree that we will abide by all the terms and conditions of this Agreement and any violation thereof will result in termination of the Center's operation and forfeiture of the grant amount by the Government.
