ADHAR, wherever the infrastructure works in the district. ix) Motivate Farmers, Farmers Cooperatives, FPOs, Self Help Groups, Registered Farmer Societies / Farmers Groups, Private Entrepreneurs, Women Farmers Groups or Self Help Groups to register along with the machines in the mobile app. DLEC will form a block level committee to spread awareness about villagers not burning crop residue. xiii) Study the impact after implementation of the programs and submit reports to the State Nodal Department. Technical staff will be sourced from these organizations to impart training to farmers and extension staff.

Procedure for Approval & Fund Flow Mechanism
In case of full payment by the buyer (farmer) to the Manufacturer, the amount of applicable subsidy will be paid directly to the buyer in his account within one month. If the buyer (farmer) pays cost of machine/equipment after deducting the amount of applicable subsidy, the amount of subsidy will be paid to the Manufacturer in his account within one month after supply, installation and commissioning of the machine /equipment. The buyer will provide a certificate of complete installation and successful commissioning. e) It will be ensured by the State Government that no eligible beneficiary suffers for lack of Aadhar and it will be the responsibility of the State Governments to ensure that Aadhar enrollment of such beneficiaries is carried out on priority at the permanent enrollment centers set up for the purpose . .
However, the benefits will not be denied for not having the Aadhar number of the eligible beneficiary.
Monitoring

To provide rental services for in-situ crop residue management machinery/implements applied for different operations. ii) To partner with the implementing agencies in conducting demonstrations and capacity building programmes. The project cost of the CHC of in-situ crop residue management machinery should not be less than Rs. Private Entrepreneur who already owns other implements, provided the project cost includes more than 2 crop residue management equipment. ix).
Financial assistance for setting up a custom recruitment center will be limited to a maximum project cost of Rs 75.00 lakh, of which the cost of in situ crop residue management components should be at least 35% of the project cost. The beneficiary is free to purchase any brand of his choice from the attached list. i) Financial assistance for setting up custom employment centers will be available to farmers, farmer cooperatives, FPOs, self-help groups, registered farmers' societies / farmers' groups, private entrepreneurs, women farmers' groups or self-help groups. in accordance with the aid model as set out in Annex II(a). ii) Financial assistance for setting up a custom employment center will be limited to a maximum project cost of Rs.75.00 lakh, of which the on-site residue management component cost would be at least 35% of the project cost. The Beneficiary is not allowed to transfer/sell/mortgage the CHC to anyone before the expiry of the 5 year period except in genuine cases where the hours/land management conditions are fulfilled even before the 5 years. i) The State Nodal Department through SLEC will fix the rental rate/cost of the tools/machines of the Custom Hiring Centers. The custom hiring centers to be established under the scheme will be supervised by the District Agriculture Officer for its functioning so that the custom hiring centers do not overcharge the farmers. ii) The State Nodal Department will enter into an agreement with the Custom Hiring Centers (CHCs) to be established under the scheme to ensure availability of the agricultural implements to the farmers of the cluster and to provide information on the managed area of crop residues. Providing financial support to farmers for the purchase of machines/tools for in-situ management of crop residues. ii) Increasing the availability of machinery and equipment in the target areas for in-situ management of crop residues.
DLEC will ensure that duplicate benefits under various other DAC&FW schemes are not extended to the same beneficiary. i) Machinery/devices suitable for in situ crop residue management will be selected from the list in Annexure-II(b). The beneficiary is free to purchase any brand of his choice from the attached list. i) Financial assistance to farmers for the purchase of in situ crop residue management machinery will be in accordance with the pattern of assistance as indicated in Annexure II(b). Demonstration machines and equipment will be provided by Custom Rental Centers/Manufacturers on a rental basis. f) Depending on the requirements, State Government Institutions, KVK, ICAR Institutions, Central Government Institutions, PSUs will be allowed to purchase machinery and equipment for demonstration. Proposals for the purchase of demonstration machines will be submitted by implementing agencies along with their annual action plan.
The proposals will be considered by the Scheme's Executive Committee for allocation of resources. G). All demonstrations will be conducted under the close supervision of the executive agency, which will record and document the observations. The success story of demonstrations will be documented and disseminated for the benefit of other farmers in the state and also for farmers in other states.

If required, the training institutions will also invite applications for specific courses from the target district under the State AAP. All implementing agencies will monitor the outcome of the training and demonstration in terms of improving skills and adoption of technologies etc.

Special mass sensitization and awareness programs and panel discussions of farmers who have switched to insitu management on Doordarshan/DD-Kisan and other private channels, live telecast. Formation of social media groups for awareness, benefits of insitu straw management, exchange of relevant information and advice among farmers and other stakeholders. As per current proposals duly approved by District SLEC/ICAR level once in two. month at the state level Quarterly December.
1 Establish farm machinery banks or customized rental centers of in-situ crop residue management machinery. We understand that Custom Hiring Center (CHC) should be established within 3 months of issue of work order and that the subsidy to the bank will be released only after work progress report is satisfactory and as per schedule of subsidy release. We will adhere to the rental rate as fixed by the Department of Agriculture, Government or for renting out the agricultural implements to the farmers of the State.
We fully understand and agree that we will abide by all the terms and conditions of this agreement and any violation thereof will result in termination of the operation of the Center and forfeiture of the subsidy amount by the Government.
