Subject: DGS, Order No. 19 of 2020 Reg Extension of the validity of Recruitment & Placement of Seafarers License (RPSL) and Inspection of RPSL in view of COVID-19 outbreak

1. In consideration of the prevailing extraordinary circumstances due to the outbreak of Novel Coronavirus (COVID-19), the Directorate General of Shipping, GOI vide DGS Order No. 19 of 2020 has extended the date of validity of the Recruitment & Placement of Seafarers License (RPSL) expiring between 23 March 2020 to 31August 2020 up- till 30September 2020 for the purpose of undertaking Annual, Renewal Inspection of RPSL.

2. The above is for your information.

3. This Technical Circular supersedes and revokes earlier Technical Circular No.

088/2020, dated 11 June 2020

1. The Directorate vide DGS Order No. 15

of

2020 dated 09.06.2020 had extended the date of validity

of

RPSL expiring between 23.03.2020

to

30.06.2020 up-till 3L.07.2020 for the purpose of undeftaking annual

/

renewal audit of RPSL.

2.

Representations have been received from industry requesting

to

fufther extend the date of validity of RPSL expiring beyond 30.06.2020 for the purpose of undeftaking annual

/

renewal audit of RPSL as they are finding it difficult to carry out

/

conduct the audits, in

view of the continuation of COVID-19 pandemic.

3. In view of the difficulties expressed by industry and

to

facilitate the RPSL agencies to continue their operations, the Directorate hereby extends the date of validity of the RPSL expiring between 23.03.2020

to

31.08.2020

up-till

30.09.2020

for the

purpose of undeftaking annual

/

renewal audit of RPSL.

4. The aforesaid extensions is in the view of the prevailing extraordinary circumstances of the worldwide spread of COVID-19 and the country wide lockdown.
