작성방법론 및 주요내용을 5개국 (러시아, 몽골, 북한, 중국, 한국)의 실무 자들과 논의
- (영문) Following the work plan for the Working Group on Energy Planning and Policy (WG-EPP) for the year 2006 approved at the first session of the Senior Officials’Committee on Energy Cooperation in North-East Asia (hereinafter called the Committee) held in Ulaanbaatar, Mongolia on 17 November 2005 , the Korea Energy Economics Institute (KEEI) of the Republic of Korea, a nodal institution for the WG-EPP, should prepare the initial format and methodology in preparation of the country reports in close consultation with partner researchinstitutions by first meeting of the WG-EPP.
- (영문) The ultimate aim of the WG-EPP country reports is to develop a common understanding on the current status of the energy situation in order for participating member countries to identify concrete areas for future energy cooperation in North-east Asia.

○ 회의주요결과
- KEEI가 제시한 국가보고서 작성 계획안 (방법론 및 주요내용)이 원칙적으
로 합의됨.
- 원칙적으로 합의된 국가보고서 작성계획안은 회의참가자들의 의견반영과 재회람 (re-circulation)으로 통해 5월 15-16일로 예정된 제 1차 WG-EPP 회
의에서 공식적으로 채택하도록 함.
- 보완된 국가보고서 작성계획안을 기반으로 각국은 자료/데이터 존재 유무 를 파악하고, 2006년 5월 15 ～ 16일로 예정된 제 1차 WG-EPP 회의에 현 존하는 자료를 제출하여 국가별 자료유무 상황을 비교하고자 함.
○ 향후 추진계획
- 1차 WG-EPP 회의에 채택할 국가보고서 작성안 수정작업 - 1차 WG-EPP 회의 개최를 위한 초청장 발부 및 행정작업
2) 구체적 논의사항
○ 국가보고서 작성목적 및 실행계획
- 에너지경제연구원의 류지철 박사는 본회의에 제출된 국가보고서 작성계획 안을 통해 국가보고서의 작성목적이 제 1차 동북아에너지협력정부간협의체
(이하 에너지정부간협의체) 고위당국자위원회 (SOC)의결에 따른 것임을 확
인하고 action plan을 개괄적으로 설명함.
- 국가보고서의 주요내용으로 에너지 정책조사, 통계자료조사, 그리고 수요 및 공급전망을 포함할 것을 설명하고, 각국의 정책 및 통계자료조사를 위 해 설문조사방식을 제시하고 합의를 얻음. 단 수요 및 공급전망은 방법론
개발을 2006년도에 실시하고 전망보고서는 2007년 사업으로 합의함.
- 1차 WG-EPP 회의까지 답변가능한 정책설문과 현존하는 통계자료를 파악
하기로 합의하였으며, 수요 및 공급전망을 위한 전문가의 역량강화가 필요 할 경우 workshop도 개최할 수 있음을 논의함.
- 2006년 10월, 2차 WG-EPP 회의까지 국가보고서의 초안마련을 논의하였으
며, 보고서 작성의 기본포맷은 주관기관인 에너지경제연구원이 협력기관과 의 충분한 논의를 거친 후 제시하는 것에 참석자들은 동의함.
- 2차 WG-EPP 회의에서 협의된 국가보고서는 2006년 11월 SOC 회의에 보
고된 후 공식적인 출판과정을 통해 단행본으로 출간될 예정임.
- 에너지경제연구원이 제출한 국가보고서 작성계획안은 약간의 수정사항을 보완한 후, 1차 WG-EPP 회의에서 합의하도록 논의함.

- 참석자들은 일반적으로 에너지경제연구원이 제시한 국가보고서계획안에 대 하여 동의를 함.
- 참가국들은 현존하는 에너지 데이터를 파악한 후, 현존자료를 보고서의 Reference에 수록할 것을 합의
- 러시아의 Focal Point를 대신하여 참석한 Ms. Marina는 본회의에서 논의된 모든 사항을 일단 Focal point에게 전하고 향후 Focal point가 코멘트를 할 수 있음을 표명함.
- 중국의 Prof. Song은 보고서 내용에 환경 및 지속발전성과 관련한 이슈를 보강하자는 의견을 제시하였으며, 이에 따라 보고서에 발전 및 신재생에너 지 부문을 보완하자는 합의를 도출
○ 영문 요약 (Summary Discussion)
- The Consultation Meeting for the First Meeting of the Working Group on Energy Planning and Policy was held at the United Nations Conference Centre, Bangkok on 30 March 2006 to review the draft Country Report Plan prepared by the Korea Energy Economics Institute, the nodal institution of the Working Group.
- The Draft Country Report Plan contains the outline and methodologies to be used to prepare the Country Report as agreed at the first session of the Senior Officials Committee held in Ulaanbaatar in November 2005.
- The Consultation Meeting was attended by experts and representatives from five countries, i.e., China, Democratic People’s Republic of Korea,
Mongolia, Republic of Korea and the Russian Federation.
- The Country Reports would form the basis to develop future cooperation and collaboration on energy in North-East Asia. The proposed Country Reports will consistof three parts, i.e., 1. Energy profile and policy, 2. Energy statistics and 3. Energy demand/supply outlook. The first two parts are proposed to be completed within 2006 while the third part initiated in 2006 and completed in 2007.
- In principle the draft Country Report Plan was accepted with some amendments and modifications proposed. KEEI will revise the Country Report Plan for further review and adoption at the First Meeting of the Working Group on Energy Planning and Policy (WG-EPP), scheduled for 15 and 16 May 2006.
- The WG-EPP Meeting will review the revised Country Report Plan with a view to adopt the document. Focal points expected to participate in the WG-EPP will be requested to bring in available information/data required for in the preparation of the Country Report with them to identify additional information/data and strategies required in the preparing the Country Report to avoid duplication and ensure synergies with other initiatives.
- For successful information gathering, collaboration from participating member countries of the Committee is essential and therefore required to:
․ provide research support to the working group by designating partner research institution from each country to develop and refine the format and methodologies in collaborationwith KEEI,
․ identify information and data that need to be shared among each other, and
․ make them available to further promote energy cooperation in North-East Asia (by the end of 2006 with continuous updating by working group members on the web-site).

- The representative from the Russian Federation informed the meeting that the focal point would submit the comments on the draft Country Report Plan in due course.
- Most countries are already sending energy data and information to selected international organizations and agencies. As the proposed format is following the IEA format, data and information already available should be identified so that the WG could focus on collecting information and data, which are not readily available.One of the activities ought to focus on gap analysis to identify non-available information/data. Focal points preparing the Country Reports are requested to identify available information under the "References" of Part I.
- Depending on the country, energy data and statistics are centralized with the Statistical Bureau, while in other countries they may be available at different ministries.
- The WG may wish to note that collecting energy data and information is sensitive pertaining to national security and other politically sensitive issues. Hence, in preparing the Country Report these data and information need to be agreed upon by the relevant authorities, which may affect the preparation of the Country Reports.
- Recognizing different levels of economic development and capacity, there is a need to provide appropriate support and capacity building activities preparingCountry Reports.
- More emphasis is required on environmental as well as sustainable development issues (data/policy) in relation to the energy sector.
나. KEEI-UNESCAP 동북아에너지협력 실무회의

- 동북아에너지협력 정부간협의체 WG-EPP의 국가보고서 사업추진, SOC 향 후 운영 및 에너지교육사업 등을 수행하는데 있어서 KEEI와 UNESCAP 과의 효율적 협력방안 논의

2) 구체적 논의사항
가) WG-EPP 운영협력 방안
○ WG-EPP 구체적 활동방안 및 역할 분담
- KEEI는 WG-EPP 운영과 국가보고서 작성을 위해 다음과 같은 활동이 필요 한 것으로 제시
I) 국가보고서 작성을 위한 작성과정의 수시점검과 필요한 자문활동의 수행 ii) Working Group회의와 관련 Workshop 등의 개최준비
iii) 국가보고서의 편집 및 출판작업
- 상기 활동에 대해 ESCAP은 그 필요성을 인정하면서 역할분담을 논의하면
서 KEEI가 국가보고서 작성에 필요한 일련의 활동 i), iii)을 담당하고
ESCAP이 회의개최관련 활동인 ii)를 담당하는 것으로 역할 분담에 상호 동
의함
○ ESCAP은 KEEI에게 WG-EPP 활동 전담인력 고용을 위한 재정지원 요청
- ESCAP은 향후 WG과 SOC 회의 등 정부간협의체 활동을 전담할 추가인력
의 필요성을 설명하고 연 $50,000 정도의 재정지원을 요청하였음
- 이에 대해 KEEI측은 추가 인력 고용에 필요한 재정지원 방법과 규모를 내 부적으로 논의한 후 입장을 결정한 후, 차기 5월 회의에서 다시 논의하기 로 함.
○ WG-EPP 활동을 위한 추가인력 활용문제 및 재정지원
- ESCAP은 활동i)을 위해 외부전문가를 고용하여 각국을 순방하며 국가보고 서 추진상황을 점검하고 필요한 자문활동을 의뢰하는 것을 제안하였고 이 에 대해 KEEI 측은 긍정적인 검토가 필요하다고 답변
- ESCAP측은 향후 WG 및 SOC 활동의 사무국 역할은 추가적인 예산지원
없이는 수행될 수 없음을 분명히 하면서 관련 활동에 필요한 인력충원을 위한 KEEI의 재정적 지원을 요청하면서, Trust Fund 조성과 Project 추진 의 방식을 제시하였음.
- 또한 ESCAP 측은 Trust Fund가 가장 공식적인 재정지원방법이긴 하지만,
Fund 조성의 행정적 절차가 장기간의 시간을 요구하며, 또한 각국의 참여
를 요구하게 되면서 한국정부의 주도적 입장이 약화될 수 있다는 단점이 있으며, 또한 공동 Project를 추진하는 경우 보다 신속하고 필요한 활동에 활용될 수 있으나 13%의 간접비 지출이 요구되는 측면이 있음을 설명 - 이러한 재정지원 요청에 대해 KEEI 측은 Trust Fund, Project 추진, 정부간협의
체인력 임시고용 등의 대안들의 검토를 통해 지원방식을 결정하겠다고 답변 나) SOC 운영협력 방안
