1) Selecting Company

Requirement of Company

A company which intends to participate apprenticeship system should have over 50 employees at the time of their application (over 20 employees in case of applying for training center-led type). Participating company should have enough capacity to develop apprenticeship programs, designate trainers and HRD administration staff, and provide 6 month-training3).

The company should not only fulfil the technical skills requirements and be equipped with needed resources, in-company trainers, and facilities for training; but it should also have management ability for stable training based on CEO's strong will to educate professional manpower.

The necessary conditions for participating company of apprenticeship

2) The certification is going to be changed to apprenticeship qualification when Act of support for work-based learning in industrial field is enacted.

3) Companies such as world class 300, master's company, Best HRD enterprise, small hidden champions, innovational enterprise certified by RC, MOEL having over 5 employees can exceptionally join the apprenticeship system.

consist of 3 categories based on 12 criteria; a) suitability of objectives for training skilled workforce(job training, training period, and proportion of training), b) CEO's will(wage of apprentice, working hours, will to training, and educating in-company trainers), c) business conditions(credit rating, check up for overdue wage, industrial accident, constraint of participation, and numbers of workers).

However, among these 12 required conditions, if applicants are unable to satisfy the requirement for overdue wage, industrial accidents, participation constraint and numbers of workers, they are unable to join the apprenticeship system. Additionally, for applicants who are unable to satisfy at least a single condition(except for credit rating), out of the remaining 7 conditions, they will be required to change or improve that condition.

Selection Criteria for Participating Company

The selection criteria for participating company is composed of 20 subsections, in terms of 4 categories which are a) suitability of objectives for training skilled workforce(job training, training period, proportion of training), b) CEO's will(CEO's philosophy, training experience, wage of apprentice, working hours and treatment after training), c) business conditions(credit rating, check up for overdue wage, industrial accident, constraint of participation, numbers of workers, average wage, first salary of new employee, welfare for workers, technical skills and experts of fields), d) preparation for training(in-company trainer, facility and equipment for training).

Procedure of Selecting Company

The procedure for selecting company is as follows; a) submitting company's application for apprenticeship, b) document examination and field evaluation, c) selecting company and finalizing the agreement.

Companies intending to join the apprenticeship programs are able to apply to HRD-Net(www.hrd.go.kr) on a regular basis.

Once the company submits an application, the related organizations (regional center for work-learning dual system in HRD Korea) will examine the documents and perform a field evaluation. The application is throughly checked, based on the mentioned criteria especially the CEO's understanding about apprenticeship and philosophy about training.

Korea, a HRD expert, an expert of relevant field, will decide the final lists of companies appropriate for apprenticeship and input the lists and score cards into the web site(www.hrd.go.kr).

Twenty four regional centers for work-learning dual system of HRD Korea notifies the lists to HRD Korea head office, company and dual training center. The relevant regional center inform selected company about the finalization of agreement of the apprenticeship system, while guiding companies that had failed to be selected, to improve their weak points.
