6.4 RE Deployment Support Policies

6.4.4 Summary of RE deployment programs

Entities entitled to the abovementioned RE deployment programs can be classified broadly into four groups; the RE power producers for sale, household and communities (or decentralized energy supply system) for own use, public institutions for own use, and RE equipment manufacturers and importers.

<Table 6-22> below matches applicable supports programs to each group. As a rule, no more than two support programs may be granted to one entity.

6.5 Establishment of Infrastructure for RE Deployment 6.5.1 Fostering Manpower and Specialized Companies

6.5.1.1 Fostering Manpower 6.5.1.1.1 Background

In the initial stage of RE deployment, it is necessary to secure credibility, stability and safety for RE facilities through fostering manpower for RE installation and maintenance. In addition, expanding relevant professional manpower in the country can contribute to job creation and income generation. Overall, manpower in the research and development area must also be cultivated for the localization of RE technology.

6.5.1.1.2 Objectives

This project is divided into three stages. The goal of the first stage is to train professional manpower for the management and maintenance of RE facilities. Such trained people obtain jobs in RE specialized companies (mentioned later), and conduct RE repairs and maintenance.

The goal of the second stage is to cultivate professional manpower for facility installation. Such trained people find jobs in RE power producers and carry out tasks related to RE installation, construction, and operation.

A 'Cameroon Institute of Energy' (proposed, 'CIE') should be set up under the existing IRGM LRE under MINRESI. 6.5.1.1.3 Approach

Program Content

Phase 1 (Short term): Training professionals for maintenance and management, and establishing a career training school for this purpose

Phase 1 of this program relates to the home rental business model and O&M business model of the RESCO businesses. The students of the career training school will participate in the RESCO pilot projects.

Graduates of the career training schools will be recruited by RESCO when the actual projects are undertaken.

Phase 2 (medium term): Training professionals for installation/construction of equipment, and establishing career colleges/career training schools for this purpose

Phase 2 of the program relates to the technology transfer of the energy supply business model among the RESCO business models. The students of the career training school will participate in the RESCO pilot projects. Graduates of the career training schools will be recruited by RESCO when the actual projects are undertaken.

Phase 3 (long term): Establishing universities and research institutions for the nurturing and training of policy and technology research professionals

Roadmap

The career training school for facility maintenance and management should be set up by 2019, with the training school focused on installation set up by 2025. After 2025, research institutes should be set up for long-term technology development, with a university designated for RE education and research.

Stage 1) The MINEE designates an institution for training professional manpower through a bilateral contract and funds its operation. It fosters demand-tailored manpower by encouraging RE firms to participate in education programs.

Stage 2) The MINEE expands the project in the first stage and secures a training institution for installation/construction. Subsequently, it pursues the establishment of a renewable energy department in the existing universities and renewable energy college through negotiations with the Ministry of Education.

Stage 3) The MINEE establishes an affiliated renewable energy research institute (policy development, technology development). This institute is established and operated with government funding. Establishing a department of RE technological development within a university should be promoted through a RE technical-manpower training program.

6.5.1.2 Fostering Specialized Companies 6.5.1.2.1 Background

To expand deployment of RE facilities, public acceptance and credibility for RE facilities are important factor in the market. However, many countries experienced proliferation of sub-quality RE facilities in the market caused by participation of under-qualified RE companies, and it caused discontent from consumers and hindered deployment of RE facilities.

Project Content

MINEE sets the qualifications for companies intending to participate in the RE deployment programs, such as RESCO, subsidy/loan, and the mandatory program and, depending on the qualifications, grant permission for business. The elements of the qualification should include terms related to gross capital and manpower of RE companies.

In the short term, a permit system is operated to ensure the reliability of the system and to avoid companies having to scramble and, in the long term, a switch to a registering system will take place if the participation of companies is expanding and the market is stable enough.

Roadmap

The current state of domestic firms should be investigated, and permit criteria should be set based on the results of this research by 2020. Simultaneously, designating institutions and the designation process should be determined. A designation system should be operated from 2020 and switching to a reporting system should be considered.

Cases on the specialized company program

Korea has introduced the Renewable Energy Specialized Company Program. The goal of the program is to strengthen the efficiency of deployment and the specialties of renewable energy companies by fostering qualified equipment installation companies and operational enterprises. The qualification standards for the Specialized Companies are given in <Table 6-25> below.
