Direction and Strategy of Human Resource Development Policy in the Future
The changes in the population structure due to low fertility and aging are due to the decline of the young, the number of elderly people and the decline in the productive population. On the other hand, value-added exports from the service sector, which constitute 11.0% of total exports, represent 33.2%. Based on high social trust as a typical highly educated society, Germany cultivates high-level human resources through apprenticeship system combined with on-site training and vocational training, and maintains high production competitiveness based on this.
The formation of human resources in Korea promoted human resources with high education level due to high education heat, collapse of class structure due to the Korean War, test-oriented fair entrance examination and bureaucratic selection system, and short-term explosive school expansion. The uncertainty and inequality of the future require a more complex social policy than that of the welfare state or the social investment state. Currently, the Prime Minister and the Deputy Prime Minister for Social Policy implement the direction and cooperation of social policy. However, the Social Policy Coordination Office under the Prime Minister does not have enough specialization in the details of social policy.
We recommend three kinds of areas to rebuild the implementation system for the future social policy. The first recommendation is to set up the Social Policy Commission, which is able to make a decision on social policy. The social policy commission will play an important role in synthesizing and coordinating social policy.
Therefore, the commission for social policy must consist of members such as the president, ministers and other experts. Third, a social policy center should be established and a network of social policy experts should be established. Also, the Social Policy Expert Network would centralize professional and expert knowledge on social policy.

Regarding the innovation of human resource utilization, we reviewed case studies on the key technologies of the Fourth Industrial Revolution and looked for ways to improve the utilization of human resources to cope with new technological environments. In particular, we looked for ways to innovate in human resource utilization in the future through a case study of companies to find practical alternatives suitable for our country, rather than a somewhat exaggerated view of the effects of the key technologies of the Fourth Industrial Revolution. This requires a wealth of information about the changing socio-economic environment and skills demand on the one hand, and on the other hand it should be able to flow properly to those who need it.
Second, it is essential to find a way to overcome financial constraints in the process of preparing the life path. Therefore, it was proposed to create a 'Human Resource Development Fund' by integrating the Employment Assurance Vocational Skill Development Fund with the general government budget. First, regarding changes in universities, students should be encouraged to engage in an internal change based on the consent of all members of university education and be able to match the needs of students and social needs.
Next, with regard to changes in the job development program, institutional blindness should be removed and, on the other hand, ensure that high-quality vocational training is provided. To be able to do this, it is necessary to change business management and human resource strategies. In this case, an overall political coordination system is necessary, in which the state and the private sector jointly participate, based on the review of the overall innovation growth policy.
Work Values and Work Ethics of Koreans(2018)
Depending on the level of education, more university (or higher) than high school (or lower) graduates answered that their job is a calling. In terms of age, respondents in their fifties (3.23 out of 5) rated their job as a calling higher than teenagers (2.85). The work ethic among employers was lower than among the general public.
The results of this study, based on a survey every four years, showed that the value of productive work tends to weaken continuously. This trend is understood to reflect the economic development in Korean society and the social trend that places importance on work-life balance. The reasons for having a job for modern day people were in the order of family, preparation for retirement, economic independence, meaning of life.
Over the past two decades, retirement preparation, social status, and recognition have risen in rank. On the other hand, self-actualization, job satisfaction itself fell in rank, indicating that modern people pursue extrinsic values rather than the intrinsic value of a job.
