Why need ERP?
To deal with specific response to:
• Fire
• Explosion
• Toxic release
• Release/spill of hazardous substances
• Natural events; flood, cyclones
• Acts of sabotage or terrorism
To provide a clear identification of the site, its location, location of hazardous materials stored and quantities on site.
To co-ordinate the responses of off-site emergency services.
To provide guidance on actions to be taken to organize personnel and resources in the event of an emergency.
To ensure that all emergency equipment is maintained properly, ready for use and that personnel are trained in the use of the equipment and the emergency procedure

Examples:

stretchers, jaws of life, hammers, axes, etc.)

EMERGENCY RESPONSE TEAM
( ERT )
In our University, the ERT has been established at the Campus which consists of, Kulliyyahs and Mahallahs levels. These ERT was established and trained to meet our internal needs of the university such as:
– Natural Disasters such as Earthquakes, Floods / Mudslides or Fires – Violence such as Terrorism and Riots at workplace.
– Industrial Emergencies such as Chemical Spillages or Power Outages.
– Workplace Accident such as Fires, on job injuries or Health and Medical.
The University carry out training from time to time in our premises on emergency drills internally either taking place on our own or with cooperation of government agencies such as Fire and Rescue Department, Police, Hospital and Civil Defense Department .
Although these ERT will be trained to meet the internal needs of University, however in a major disaster such as chemical spillage, chemical plant release of hazardous gas, fire at the workplace, these ERT has to work closely with other relevant government agencies such as the Fire and
Rescue Department.
Though the employment of ERT has limitation but their contribution in emergency situations is immense as will be illustrate beneath.

ERT shall be established at Campus Level such as in
Each KCDIO, has its own dedicated buildings, shall be established the ERT such as Kulliyyah, Centre, Division, Institute, Office and Mahallah.
Except, any KCDIO that shares a building with another KCDIO, it should appoint as representative in the ERT such as Floor / Office Marshall and First Aider
Incident Commander
Campus Level : Appointed by the Rector and shall be Director of OSeM or Head of OSeM for respective campus
KCDIO Level : Appointed by the Dean / Director / HOD (whichever is higher)
ERT’s members shall be appointed by respective Incident Commander as prescribed.
Post in ERT’s member such as Incident Commander, Historian, Deputy Incident Commander, Secretary, Evacuation Team Leader, Floor / Office / Block / Other Marshall, Assembly Area Marshall, Technical Team Leader, Traffic Control Marshall, Medical Team Leader, Media Team Leader and First Aider

ROLES AND RESPONSIBILITES FOR ERT
1. Form Emergency Response Team (ERT).
2. Establish emergency preparedness programmes such as emergency related training to ERT i.e.
firefighting, first aid, drill,etc. and inspect emergency related facilities.
3. Implement emergency preparedness programmes.
Programmes conducted must follow the COVID-19 Standard Operation Procedure (SOP).
4. Review and / or revise emergency response plans and procedures, when necessary, especially after drills / exercises / emergency events.
5. Review/ revise the plan and procedure according to COVID-19 Standard Operating Procedure (SOP). (e.g floor tape or marking area prepared to help maintain physical distancing, markings to ensure one-way flow at entry/exit)
6. Execute emergency response plans and procedures.

7. Communicate emergency response plans to all relevant personnel through training / briefing / internal memo / notice board, etc.
8. To coordinate and conduct discussion with ERT’s member from time to time.
9. To lead the drill / emergency operation for overall building.
10. To ensure drill/ emergency operation always take place according to the COVID-19 Standard Operating Procedure (SOP).
11. To standby at emergency operation room, receive report and communicate with
Evacuation Team Leader.

I. Occupants must wear facemask at all times.
II. Occupants must maintain physical distancing during evacuation and assembly. During assembly, minimum distance of 1 meter must be maintained.
III. List of names, phone numbers, body temperature and necessary medical information must be recorded.
IV. Each occupants must be screened by ERT member equipped with PPE. Any occupant with a body
temperature of 37.5°C or above is not allowed to join the assembly. The occupant must take further screening test.
V. If symptoms occur after screening, occupants must be isolated at a designated setting away from the main assembly and safe from the emergency situation.
VI. If any COVID-19 case is confirmed during assembly, immediate cleanup and disinfection process must be done at the assembly area.
