Unless otherwise stated, the rates in accordance with subsection 3 pieces. 1, is expressed as a percentage of the value of the goods. A claim that goods are eligible for preferential treatment under this Agreement shall be supported by a Certificate of Origin in the form described in Annex A (Form of Certificate of Origin), issued by the Competent Authority of the exporting Party. The functions of the Commission on Rules of Origin and Customs Administration are—will be—. a) to review the implementation and operation of the Order and the Customs Administration; The parties will also recognize the validity of the digital signature. a) The Certificate of Origin must be on ISO A4 size paper and in accordance with the form as shown in Appendix "A".

The exporter must indicate the applicable rule of origin of this Agreement in box 9 of the Certificate of Origin. Such changes shall be approved by an official authorized to sign the Certificate of Origin and certified by the Competent Authority.

In order to determine whether goods imported from the exporting Party under preferential tariff treatment qualify as goods originating in the exporting Party, the customs authority of the importing Party may request information on the origin of the goods from the competent authority of the exporting Party. on the basis of a certificate of origin where there is reasonable doubt as to the authenticity of the certificate of origin or the correctness of the information contained in the certificate of origin. For the purposes of subparagraph (a), the competent authority of the exporting Party shall provide the requested information within a period of three months from the date of receipt of the request. If the customs authority of the importing party deems it necessary, it may require additional information regarding

The customs authority of the importing party may refuse preferential customs treatment upon receipt of the notification. one).
