1.3 President Concepcion clarified that the additional 675 plantilla items for UP Los Baños requested by Regents Dupo and Belegal are already existing, filled- up positions but without items.

1.4 Regent Pagdanganan commended the team of Vice President Bersales for the comprehensive presentation and overview of the 2023 UP Budget Proposal.

He also commended the administration of President Concepcion for its efforts in bridging the funding gap whenever the DBM does not grant the total budget requested. He then moved for the approval of the 2023 UP Budget Proposal as presented.

1.5 Regent Dupo brought up the concerns raised by the All UP Academic Employees Union (AUPAEU) regarding budget preparations. They are asking about the prioritization in the implementation of programs when the proposed budget is not approved by DBM in full. She also asked the category of employee benefits in the proposed budget.

1.6 In response, President Concepcion explained that programs and projects are specifically stated in the budget proposal submitted to DBM. Only the specific proposed items approved by DBM will be funded. Regarding the budget process, he briefly explained that the determination of the proposed specific projects starts with the respective Deans or heads of the units, who submits the same to the Chancellors, then to the President’s Advisory Council and the System Executive Committee, and then to the Office of the President for endorsement to the BOR for approval. As for employee benefits, he said that the funding for existing regular employee benefits is already incorporated in the baseline budget and any additional benefits are sourced from either savings or internal income of the University.

1.7 Regent Dupo inquired about the prioritization in the distribution of the 124 additional faculty items to the CUs. President Concepcion explained that existing faculty members who are already teaching for a long time without items will be prioritized. Regent Dupo also inquired whether the 400 faculty items that will be granted by DBM within 3 years is on top of the 700 faculty items requested by the CUs, which President Concepcion affirmed.

1.8 Regent Belegal thanked the team of Vice President Bersales for conducting the briefing with the representatives of the All UP Workers Union. She shared her observation regarding the differences in the budget preparation process among CUs. Some CUs start at the unit level while some start at the CU level.

As a result of the briefing, they were able to see that UP Los Baños has no request for plantilla items in the proposed budget, hence the additional request of 675 items. President Concepcion said that he will take up the matter of CU budget process with the PAC.

1.9 Regent Co raised that one major concern on the part of students is the Inter- Agency Task Force (IATF) policy of mandatory health insurance coverage before students may be allowed to participate in limited face-to-face activities.

She then brought up the proposal of the Office of the Student Regent (OSR) to include the provision of health insurance coverage under PhilHealth for students in the 2023 UP Budget Proposal. For full coverage, the cost of providing PhilHealth premiums per semester for all UP students is PHP 80,379,000. An alternative would be to provide coverage for 35% of students who indicated in the student survey that they have no PhilHealth coverage yet.

The cost of providing PhilHealth premiums per semester for 35% of UP students is PHP 28,134,000. She added that another alternative is to provide a 50% subsidy to the cost of either the 100% full coverage or the 35% health insurance coverage.

1.10 President Concepcion requested Regent Co to submit the OSR proposal to the Office of the President so he could study it and discuss with the relevant agencies such as the UniFAST and PhilHealth. Regent Co expressed hope that the same will be considered and included in the 2023 UP Budget Proposal to be submitted to DBM on 15 May 2022.

1.11 Regent Pagdanganan said that while he recognized the fact that there is improvement in terms of the budget exercise becoming more consultative, he manifested his concern from a sustainability standpoint regarding the deficiency in the budget being approved by the DBM. President Concepcion explained that the budget proposal is broken down into specific projects and specific items of expenditures, and DBM approves or disapproves per item.

1.12 Regent Co asked whether the Board would be notified of the status of the OSR request, to which President Concepcion replied in the affirmative.

1.13 Regent Dupo inquired whether the proposals of the All UP Academic Employees Union were already considered in the proposed budget. President Concepcion responded that the matters requested by the Academic Union have no bearing in the preparation of the budget.

1.14 There being no objections to the earlier motion to approve made by Regent Pagdanganan and duly seconded by Regent Laurel, the UP Budget Proposal for FY 2023 in the amount of P44,068,861,000.00 was approved. In addition, the Board authorized the President, should he find the same legally feasible, to include in the 2023 UP Budget Proposal the cost of health insurance for students, as requested by Regent Renee Louise M. Co.
