Contract Agreement between AVECS Corporation and UP for the construction of the UP Mindanao Center for the Advancement of Research in the construction of the UP Mindanao Center for the Advancement of Research in Mindanao – Phase 3 of the CARIM Building. The President presented the recommendations of the Office of the Vice President for Legal Affairs. President Concepcion confirmed that due to the two failed bids, the procurement was done through negotiated procurement with Trends and Technologies, Inc.
There being no objection to the motion duly made and seconded, the same was carried. Batara, and the University of the Philippines regarding an additional parcel of land for the purpose of building a UP Visayas Extension campus in Antique. In the second donation, they are giving the University an addition of 386 square meters that will widen the front of the expansion campus.
Chancellor Camposano replied that UP Visayas plans to offer fisheries and education courses at the extension campus in Antique. Since there were no objections to the properly submitted and supported proposal, it was adopted.

Regarding the budget process, he briefly explained that the determination of the proposed specific projects starts with the respective deans or heads of the units, who submit the same to the Chancellors, then to the President's Advisory Council and the System Executive Committee, and then to the Office of the President for endorsement to the BOR for approval.
As for employee benefits, he said funding for existing regular employee benefits is already incorporated into the base budget and any additional benefits come from savings or internal University revenue. President Concepcion explained that existing faculty members who are already teaching for a long time without articles will be given priority. Regent Dupo also asked if the 400 faculty articles to be given by DBM within 3 years is on top of the 700 faculty articles requested by CU, which President Concepcion affirmed.
