I n December 1982, a N a t io n a l C o n s u lta tiv e Workshop on th e e s ta b lis h m e n t o f a N a t io n a l F is h e r ie s and M a rin e S cie n ce s

B. O b je ctive s

The lo n g term o b je c tiv e is the development o f an aquatic sciences and f is h e r ie s in fo rm a tio n system f o r the Republic o f the P h ilip p in e s .

The o v e r - a ll o b je c tiv e s o f the PASFIS program are:

1. To develop an in fo rm a tio n system (PASFIS) based i n i t i a l l y on e x is tin g in f r a s t r u c t u r e in the 13 re g io n s , which w i l l coordinate the va rio us in fo rm a tio n systems and s e rv ic e s ; develop the areas o f s tre n g th , id e n t if y and c o rre c t

d e fic ie n c ie s w ith in the system and s e rv ic e s ; and in t e r a c t p ro d u c tiv e ly w ith in te r n a tio n a l and. re g io n a l in fo rm a tio n systems and programs.

2 . To p ro vid e development p la n n e rs, p o lic y makers, e n tre p re n eu rs, in d u s t r i a l i s t s , extension workers, r e s e a r c h e rs /s c ie n tis ts , f is h farm ers, m unicipal fisherm en and KKK p a r tic ip a n ts w ith r e lia b le and tim e ly in fo rm a tio n and data a t reasonable c o s t.

3 . To ensure th a t the s p e c ia liz e d and p ro fe s s io n a l knowledge and e x p e rtis e on a q u a tic sciences and

fis h e r ie s a v a ila b le w ith in the co u n try and

elsewhere in the w orld w i l l be e f f e c t iv e ly and

e f f i c i e n t l y u t i l i z e d in g u id in g the development

o f a q u a tic -r e la te d sectors in the n a tio n a l economy.

The o p e r a tio n o f th e PASFIS s h a l l be p e rfo rm e d by a n e tw o rk o f c o o r d in a t in g and c o o p e r a tin g i n s t i t u t i o n s headed by th e n a t io n a l o r le a d c e n te r w i t h i n th e U n i v e r s i t y o f the P h ilip p in e s i n th e V is a y a s . I t s lo c a le s h a l l e n a b le th e n a t io n a l c e n te r t o u t i l i z e th e UPV’ s e x i s t i n g l i b r a r y and com puter f a c i l i t i e s . On th e o th e r hand, th e e x is te n c e o f th e n a t io n a l r e n t e r s h a l l g r e a t l y b o l s t e r

th e p re s e n t c o l l e c t i o n c a p a b i l i t y o f UPV.

As an in d e p e n d e n t e n t i t y w i t h i n th e UPV, i t s h a l l m a in ta in a s e p a ra te bu dget and c o u ld be endowed from e x t e r n a l so u rc e s d i r e c t l y . A t the i n i t i a l sta g e s o f i t s de ve lo p m e n t, much o f i t s ho useke epin g

f u n c t io n s , i . e . , r e c r u it m e n t , s t a f f i n g , a c c o u n tin g , a u d i t i n g , p ro c u re m e n t, e t c . , s h a l l be in t e g r a t e d w ith th e e x is t in g o f f i c e s w i t h i n th e UPV. I t i s e n v is io n e d , however, t h a t a t th e l a t e r s ta g e s o f the p la n n e d p e r io d , some o f th e fu n c tio n s p e rfo rm e d f o r i t by th e h o s t i n s t i t u t i o n w i l l be d e v o lv e d to th e le a d c e n t e r . S u b -C e n te rs

Twelve s u b -c e n te rs have been t e n t a t i v e l y i d e n t i f i e d . These w i l l com prise th e s u p p o rt n e tw o rk to th e le a d c e n te r , s e r v in g as an in te r m e d ia te c o n d u it f o r PASFIS o p e r a tio n s and management.

These s u b -c e n te rs w i l l ensure t h a t in f o r m a t io n re q u ire m e n ts o f u s e rs and member a g e n cie s a re s e rv e d th ro u g h a smooth flo w o f in f o r m a t io n to and from v a r io u s s o u rc e s .
