The Finance and Administrative Division (FAD) of the Philippine Council for Industry, Energy, Emerging Technology Research, and Development (PCIEERD) is looking for a result driven, analytical, detail oriented and resourceful individual to fill the vacancy for:
ADMINISTRATIVE OFFICER V (HRMO) Permanent
SG 18 – Php40,637.00/mo.
Qualifications:
• Civil Service Eligible- Professional or PRC Registered;
• Must be a graduate of bachelor's degree in Human Resource Management, Psychology or related fields; Master’s degree is an advantage;
• At least 8 hours of relevant training;
• At least 2 years of relevant experience;
• Experience in government human resource administration is an advantage;
• Knowledgeable with COA, DBM, and CSC rules and regulations;
• Must have an experience in leading or supervising a group;
• Result-oriented, analytical and can work under pressure with minimum supervision;
• Possesses good interpersonal, communication and writing skills;
• Must be team-player, good working attitude, commitment and dedication; and
• Knowledgeable in computer office applications (presentation preparation, spreadsheets, MS word).
Job Description:
• Supervises the following HR functions: staff transfers, advertises vacancies, interviews and tests applicants, selects most suitable candidates and settles terms of employment or submits proposals to management;
• Oversees the administration of employee's benefits and other privileges such as salary adjustments, allowances including leave benefits.
• Reviews personnel compensation, salary deductions, allowances and monitors attendance report of personnel;
• Ascertains manpower requirements, carrying out job analysis as necessary;
• Plans and organizes training programs of employees;
• Serves as advisor on personnel matters;
• Organizes employee grievance procedures and negotiates settlement of complaints and disputes;
• Assists in planning and organization of services such as first aides, pension scheme and other welfare and recreation programs for employees;
• Maintains confidential personnel records; and
• Performs other duties of a regular or special nature as assigned.
