I. MATTERS APPROVED BY THE BOARD A. GENERAL GOVERNANCE

1. Appointment of University Officials

a. Chair De Vera said that as a matter of practice, the meeting is converted into an executive session when the Board is taking up the appointments of University officials in the agenda. President Concepcion moved that the meeting be converted into an executive session. Regent Go seconded the motion. There being no objections, the Board went into an executive session.

b. The Board appointed the following University Officials:

Assoc. Prof. FRANCIS CARLOS B. DIAZ as Dean of the College of Human Kinetics, UP Diliman, effective 24 February 2022 until 23 February 2025

Prof. FERNANDO D.C. PARAGAS as Dean of the College of Mass Communication (CMC), UP Diliman, effective 24 February 2022 until 23 February 2025

Prof. PIA D. BAGAMASBAD as Director of the National Institute of Molecular Biology and Biotechnology (NIMBB), UP Diliman, effective 24 February 2022 until 23 February 2025

b. Before submitting the item to a vote, President Concepcion asked the members of the Board for any additional questions on the IRR of the Philippine Energy Research and Policy Institute (PERPI) Act, which was discussed during the BOR Briefing held on 21 February 2022.

c. There being no further questions and objections to the motion duly made and seconded, the IRR of the PERPI Act was approved.

Board Action: APPROVED

3. Reorganization of the Office of Student Financial Assistance (OSFA) to the Office of Student Development Services (OSDS)

a. President Concepcion asked the members of the Board for any further questions/discussion on the proposal of Assistant Vice President Richard Philip Gonzalo to reorganize the Office of Student Financial Assistance to the Office of Student Development Services, which was also presented to and discussed by the BOR during the BOR Briefing conducted on 21 February 2022.

b. There being no objections, the reorganization of the Office of Student Financial Assistance to Office of Student Development Services was approved.

Board Action: APPROVED

4. Request of UP Cebu for the creation of fifteen (15) critically needed positions/items for the Administrative Staff and Research, Extension, and Professional Staff (REPS)

a. President Concepcion informed the Board that the additional positions will be temporarily funded by UP from the Personal Services (PS) and Maintenance and Other Operating Expenses (MOOE) lumpsums, while the request for the creation of items is pending with the Department of Budget and Management (DBM).

b. Regent Co manifested her support for the approval of the additional items for UP Cebu and asked President Concepcion to request more plantilla items from the DBM for the entire UP system. President Concepcion noted Regent Co’s comments and request.

B. ACADEMIC MATTERS

1.1 The President explained that this item has been a subject of the BOR Briefing held on 21 February 2022. He then asked the members of the Board for any additional discussion before submitting the same to a vote.

1.2 There being no objections to the motion duly made and seconded, the proposal was approved.

Board Action: APPROVED

2. Request for extension until 31 December 2022 and authority to use unexpended funds for the CHED-IDIG project titled “Cultural Heritage Resilience & Sustainability to Multiple Hazards”, led by Dr. Rhodella Ibabao, UP Visayas

2.1 President Concepcion informed the Board that this matter had been taken up and discussed during the BOR briefing held on 21 February 2022. He asked the members of the Board for any additional comments or questions on the request for extension of the project until 31 December 2022 and for authority to use unexpended funds of the project.

2.2 There being no further comments or questions, a motion to approve the request was made and seconded. There being no objection to the same, the proposal was approved.

President Concepcion moved for the omnibus approval of Items 1-5 under Fiscal Matters. These items have been favorably endorsed for BOR approval by the BOR Finance Committee during its meeting held on 22 February 2022. There being no objections to the motion duly made and seconded the following items were approved in omnibus:

1. Reprogramming of UP System Administration’s unexpended balances from prior years’ obligations in the amount of Two Hundred Fifty Million Pesos (P250,000,000.00)

6. Loans for regular staff affected by Typhoon Odette in UP Visayas and UP Cebu

6.1 President Concepcion explained that the UP System made some funds available for loans by the regular staff of UP Visayas and UP Cebu whose homes were affected by Typhoon Odette. He stated that this initiative was likewise favorably endorsed by the BOR Finance Committee during its meeting held on 22 February 2022.

6.2 Regent Belegal inquired about when the staff may start to avail of the said loan once approved by the Board. President Concepcion responded that the loans may be availed of upon approval by the BOR.

6.3 There being no objections, the proposal for loans for regular staff affected by Typhoon Odette in UP Visayas and UP Cebu was approved.

D. ADMINISTRATIVE MATTERS

1. Inclusion of Prof. JOEL M. ADDAWE of the Department of Mathematics and Computer Science, College of Science, UP Baguio, as Scientist I under the UP Scientific Productivity System (Batch 2020- 2022)

1.1 President Concepcion moved for inclusion of Prof. JOEL M. ADDAWE of the Department of Mathematics and Computer Science, College of Science, UP Baguio, as Scientist I under the UP Scientific Productivity System (Batch 2020-2022). He then asked if there are any objections to the proposed addition. There being none, the same was approved.

2. Automatic promotion of faculty members for obtaining Ph.D. based on the

2.1 President Concepcion moved for the approval of automatic promotions of Assistant Professors Jowima Reyes and Diocel Harold Aquino. There being no objections to the motion to approve duly made and seconded, the same was approved.

The following agreements are compliant with standard and applicable University processes involving the Constituent Universities (CUs) concerned and the University System. They fall under the delegated approving authority of the President, subject to information of the Board on matters not exceeding P150 Million Pesos (1312th BOR Meeting, 29 October 2015).

III. OTHER MATTER

1. Request of President Concepcion for authority to travel to London and Paris from 27 March 2022 to 15 April 2022

1.1 President Concepcion explained that he will be travelling with the technical experts from UP Los Baños to attend the Sustainable Food London Summit, the only dedicated sustainable food event in the United Kingdom (UK), which can help the food technology courses of the University in UP Diliman, UP Los Baños, and UP Mindanao.

1.2 President Concepcion also shared that he will visit the UP scholars who are currently taking their PhDs in three universities in the UK to know more about the system of education and restrictions brought by the Covid-19 pandemic.

After the summit, he will travel to Paris to observe and learn about the current trends on education, especially during the pandemic.

1.3 Regent Co asked confirmation from President Concepcion if his trip is related to his plans on the terms of the semesters, which the President affirmed.

1.4 Regent Dupo requested that President Concepcion consider benchmarking activities for graduate and undergraduate programs on his visits to London and Paris, which the President agreed to include in the agenda of the team that will be travelling with him. There being objection to the motion duly made, the request was approved.
