But this was changed in 2012, with the composition of the committee including all members of the CU Professor Emeritus Committee plus an additional member from the UP Diliman and three (3) members at large who do not have to be professors emeriti. He said the proposed name reflects the true nature and scope of the functions and services provided by that office in UP Diliman. There being no objections to the motion duly made and circulated, the Board approved the proposed transfer of the foregoing offices from OC to OVCRD. Regent Jimenez seconded the motion with a clarification to incorporate the Board's input into the final proposal that will be brought back to the Board.

Chairman De Vera proposed that approval of the upgrade of the TTBDO be done by referendum, with the appropriate documents presented to the members of the Council. He recalled that it was agreed that if the proponent could submit the required document to the satisfaction of the Council, the Council would approve the upgrade of the TTBDO. He asked for the approval of the upgrade as provided in the earlier briefing by UP Diliman.

Since there were no objections to the submitted and seconded proposal, the board approved the upgrading of the TTBDO to an office. Barrios, former dean of the School of Statistics, presented to the board the proposed Professional Master in Data Science (Analytics) program at the School of Statistics.

Barrios informed the Council that the original intention was to host it exclusively in BGC, but based on the recommendation of the President's Advisory Council (PAC), they added a provision. Barrios said that one of the core subjects in the program is knowledge discovery, which will include journalism, data privacy and ethics. He hoped that there would be a way for tuition revenue to be used for the benefit of the administrative staff.

However, since HRDO UP Diliman considered his inability to return to the Philippines immediately as a breach of contract and classified him as a Reneging Fellow, he was asked to settle his financial obligation and his salary was not paid for several months. MYRAFE SEBASTIAN-YLAGAN, Assistant Professor 1, College of Humanities and Social Sciences, effective August 1, 2018 to July 31, 2019. Board Action: APPROVED, with the request that the Vice President for Academic Affairs and the Vice Chancellor of UP Diliman submit to the BOR as soon as possible from time to time submits stricter rules for the tenure of some faculties, as well as new rules on tenure for approval by the Board of Directors. The Board of Trustees directed UP Diliman not to submit any further request to the BOR for the waiver of faculty tenure rules after AY2018-2019 until the Board approves the new tenure rules.

If the reason is due to the stricter rules, then the problem is that the board never approved those stricter rules. He said colleges with stricter tenure rules must first get board approval before deciding on their waiver requests. In fact, her office is requesting all tenure rules from the CUs so that they can be submitted to the board for approval within a few months.

In less than a year, the new rules must be submitted to the board, because requests for exemptions will soon be coming again. One of these is that stricter rules that have not been submitted to the board for approval must be submitted to the board. The other is the new tenure rules, which will first go through consultation before they can be submitted to the board for approval.
