Board Action: APPROVED, with the amendment to maintain the original provision regarding eligibility of faculty and REPS for said award. Sicat Construction Professor of Engineering at the College of Engineering, UP Diliman Engineering at the College of Engineering, UP Diliman. He said that there is no standard term followed for professorships yet.
However, he said that for his part, he requires a period of six years to have a professorial chair named after a donor. He wanted to ensure that the University does not create a situation where persons who were clearly unworthy or who deviated from the University's path, have a professorial chair named after them.

The problem is that more than half of those who received scholarships to graduate schools cannot finish their studies on time and cannot write good papers. Chairman De Vera responded that this may be due to the disparity in admissions policies of graduate schools at institutions of higher education - some are lax, some are strict, some are just based on credentials, while some require proof of submitted information. He added that the problem is that CHED has spent so much money on graduate and PhD scholarships, but the completion rate is less than 50%.
This project is one of the intervention programs being proposed to address this. Chairman De Vera responded that CHED had already reduced the number of universities approved to accept CHED fellows from 152 to 40 for easy monitoring. 1In all decisions involving the disbursement of funds, it is understood that the same shall be subject to all existing state accounting and auditing laws, rules and regulations.
He then recommended that new projects requiring CHED financing should seek prior approval from CHED's finance department that previous projects of their CUs have been completed and that the funds have been appropriately liquidated. Only after they have complied with the foregoing can they submit any new project proposals to the Board for approval. Reprogramming of the unspent balances of previous years' obligations of UP System Administration in the amount of seventy million pesos. On a related matter, Chairman De Vera informed the Board of Directors that a certain member of Congress had personally spoken to him to file a complaint against a certain faculty member for allegedly refusing to defend the dissertation of the congressman to approve. He said he was told too late to change his methodology when he was already working on his defense. This is not allowed because the methodological issue is resolved during the defense of the proposal, and once the proposal is adopted by the committee, the only thing you include in the defense of the thesis is looking at the data, the analysis of the data, the conclusion, and the recommendation. He was informed by the same Congressman of his plan to submit a resolution to the House of Representatives to investigate the University of the Philippines' handling of its graduate programs.
His advice was to put it in writing and submit it to the board so that it could be considered in due course. On the other hand, if the Board directs the award of the CNA incentive to employees despite the COA's notice of suspension, it may find itself subject to administrative issues brought by the COA. Additionally, the Board may be held liable for the failure of employees to return any unauthorized benefits. On the economic benefits that will no longer be covered by the CNA, President Concepcion said the Board of Regents has the power to provide benefits to employees, depending on the availability of funds.
He will discuss the matter with the Union Management Monitoring Committee (UMMC) and the Union Management Consultative Body (UMCB) in his meetings. Vice President Yunque replied that he has already instructed the respective HRDOs to finalize the list of lecturers, which must be approved by the Vice Chancellor for Academic Affairs.
