Student Regent Pangalangan appealed to the board that for the rest of the buildings in Acacia Dormitory, the management should be left to the UP administration and not to the private sector. Initially, there was confusion because some students were not aware of the 3.5 or 4.5 calculation in the General Weighted Average (GWA).

In summary, Chairman Licuanan asked the Board to approve each of the three (3) proposals from PGH: 1) the Health Incentive Program itself, 2) the P20 million funds for the Health Incentive Program, and 3) the rescheduling of more than P285 million in liabilities unspent from the PGH revolving fund for the purposes listed, including the P20 million allocation for the Health Stimulus Program.

Student Regent Pangalangan informed the Board that he directly sought the assistance of the UP Cebu Dean for Ms. Regent Maronilla hoped that students would appreciate the positive actions taken by the administration. She is fully supportive of the Student Regent and encouraged her to continue putting all of these concerns into writing.

Tejeno because he wanted the board to realize that these types of problems could have been prevented if education had been accessible to everyone. The board does its best to address all problems and supports the student regent in all his actions to make the university a better and progressive location for all students. Regent Senator Cayetano said the student regent has so many good points in his report that she would have liked to provide input on some of them, but time ran out because he kept coming back to the dormitory issue.

In addition to the Faculty's Research Award, Compensatory salary for professorships and stipend for Resident Fellows and Scholars, which are already covered by the fund, scholarships/graduate studies, training, upgrading, continuing education and sabbaticals for the welfare and development of the faculty are requested to be included in the use of the fund and change the fund's name to "UP Juridiske Fakultets Forsknings- og Legatfond". As a matter of fairness, it is recommended that the Board of Regents also approves that the employees who are not members of AUPWU and AUPAEU, and who are not covered by CNA, be included in the annual incentive grant and rice grant. The guidelines for the release of both the annual incentive grant and the rice grant in the 3rd and 4th quarters shall be prepared by the Office of the Vice President for Administration.

Medina on behalf of the Board of Regents on July 29, 2015, signaling the continuation of the search process for the next CPC director. The resolution was approved by the alumni membership during the UP General Alumni Homecoming portion at the Salazar Ang Bahay ng Alumni Hall on June 20, 2015. The resolution was passed by the UPAA Alumni Council from a presentation by Vice President Concepcion during the UP General Alumni Homecoming portion on June 20, 2015 to supported the call for UP to take a leading role in development.

Sciences Learning Resource (BSLR) premises and raising private funds to finance their construction. It is located in a single-story building in the University of the Philippines School of Medicine campus behind Calderon Hall. Revisions to the medical curriculum emphasizing organ-integrated approaches and frequent small-group discussions instead of large-group lectures, the expansion of graduate degree programs, and the need for clinical simulation capabilities to enhance learning and promote patient safety prompted UPCM to decided to renovate the current structure of BSLR into a modern academic center providing state-of-the-art auditoriums, classrooms of various sizes, a dedicated floor for clinical simulation rooms and an open roof space for social functions. Needless to say, this ambitious project will involve a lot of preparation and financial support to make it happen.
Delegated Authority to the President subject to INFORMATION of the Board
On the motion of all UP workers union for reconsideration of the "appointment of dr. Vice President for Legal Affairs, Hector Danny Uy, explained that the motion of the All UP Workers Union-Manila is for the Council to reverse its decision on the appointment of Dr. Jose Gonzales as Director IV of PGH, which was apparently made by the Board in the last meeting (1309th BOR meeting, July 22, 2015).
Vice President Uy emphasized that the decision of the Board of Directors at the said meeting was only intended to protect Dr. To grant Gonzales the authority to draw his salary from the plantilla position of the PGH director. However, he was unsure of the Council's procedural protocol for handling third-party requests.
He added that MR can be considered controversial and academic because if the Board allowed the salary to be withdrawn from the plantilla position, it recognized the validity and genuineness of the plantilla position and that Dr. Following the suggestion of Regent Gonzalez-Montinola, President Pascual asked the Secretary of the Board to inform the Union of All Workers of UP-Manila of the facts received by the Board. He reiterated that the Union was not a party to any action taken by the Board regarding Principal Gonzales.
Action by the Board: The Board requested the Secretary of the Board to inform the All UP Workers Union-Manila of the facts taken up by the Board.
Concerns of Regent Senator Cayetano
Vice President Uy added that the All UP Workers Union is not a party to the issue, which was an administrative request by an employee to receive his salary from PGH. Regent Maronilla agreed that the problem was that the person requesting reconsideration was not a party to the original petition.

On the Football Field and Track Oval Project
The DENR only allowed her team to cut 19 trees out of the 33 trees that are in the development site, the rest must be baled out. Vice President Zamora added that the civil works will be done by the contractors of the donor and the time frame is two (2) to three (3) months. Apart from the turf and the running track, the specifications for the fencing of the entire area and for the installation of the collapsible bleachers are already in the works.
Regent Senator Cayetano appreciated the team's hard work, but she was told there was a problem with human resources. Another concern Regent Senator Cayetano expressed was the information she received that there was no more money for the showers and lockers, which conflicts with her own calculations of the data. Regent Senator Cayetano requested to see the stadium design in hopes that she could secure more funds for an iconic, beautifully designed, state-of-the-art stadium as planned.
President Pascual asked Vice President Zamora to send the design of the UP Mindanao Sports Complex to the Office of Senator Cayetano and the Office of the UP Alumni Association. As mentioned earlier by Regent Senator Cayetano, Student Regent Pangalangan noted that students currently do not have a place to train due to ongoing construction on the football field. He hoped that the Senator and Congressman of the Regents and the Alumni Regent would provide additional support for the student training site.
He expressed the hope that the students will redirect their energy to those who will contribute to the better functioning of the university.
