On the procurement issue and unused funds of the UP project on Engineering Faculty Training and Certification Program on Engineering Faculty Training and Certification Program on Technopreneurship funded by the Commission on Higher Education (CHED). Sometime in August 2018, they were informed that the project was delayed because the end user was waiting for the renewal of the MOA with CHED which expired on December 31, 2017. Due to UP's failure to implement the project on time, the CHED had to return the balance to the national treasury, as its utilization depends on the successful implementation of the first part of the project, for which the initial funding was given.
If UP had expected delays due to procurement issues, it could have informed CHED of the situation and facilitated an extension of the MOA in advance. However, as a result of their failure to renew the MOA, CHED lost the balance, losing most of the project and even negatively affecting its budget spending record.

Having a separate RPFC in each CU will enable greater involvement of REPS in matters relating to their employment and welfare. Considering the proof of concept mentioned by Regent Arinto, Regent Farolan supported the approval of the three (3) proposals. However, she hopes that these policies can be refined following the recommendation of the REPS Welfare Council.
The remaining CUs are not asking for additional resources, but for a separation of the existing teacher development fund and REPS. Vice President Florendo positively recommended the division of the existing development fund into a Faculty Development Fund and a REPS Development Fund. Proposal to change the criteria for use of the One UP Chair and Faculty Fellowships Professorships and Faculty Fellowships.
Board Action: The Board reaffirmed its decision to delegate to the President the authority to change the criteria of the One UP Professorial Chair and Faculty Grant Awards (1334th BOR Meeting, April 6, 2018). President Concepcion said that since it is only a small competition, the authority to determine the rules of the Gémino H. Abad Awards is transferred to the Department of English and Comparative Literature; authority to comply with the competition regulations of the Gémino H.
Valentin explained that before the MOA, the University and the Davao City Government first executed a Memorandum of Understanding (MOU) pertaining to the construction of a sports complex in UP Mindanao with the funds obtained through the initiative of the Davao City government. Meneses said that any earnings from the sports complex will be earmarked for the maintenance of the complex. President Concepcion said that the problem in this case is that there is no study yet on the projected maintenance and operating costs of the sports complex.
President Concepcion replied that some of the details would have to be agreed upon later. The proposal before the Council seeks approval for the award of the same award to lecturers for the financial year 2018.

Effect of Blacklisting Order against PRONET on its ongoing projects at University College. In one of its projects in UP Diliman, PRONET failed to fulfill its obligation on time and thus the Diliman Chancellor's Office issued a blacklist order against PRONET from participating in the tender process and disqualified it from his ongoing projects with the University. However, before the blacklisting, PRONET was awarded a contract in UP Manila, which is now ongoing.
The question now is whether the blacklisting order in UP Diliman precludes the contractor from proceeding with the awarded contract in UP Manila. Uy said the existing rule is that if a government entity blacklists a contractor, the blacklisting order shall be submitted to the Government's Public Procurement Policy Board (GPPB), which will then be circulated to all government agencies to blacklist them sheet. Board Action: APPROVED: PRONET can proceed with the UP Manila contract that was entered into before it was blacklisted.

President Concepcion promised to include the matter in the investigation being conducted and asked Regent Fulvadora to discuss it with Vice Presidents Florendo and Yunque. Board Action: The Board APPROVED the appropriation of PhP 3,900 as an increase in the rice subsidy, annual incentive subsidy and grocery allowance for FY2018;. On the PhP25,000 CNA Incentive: Vice Presidents Florendo, Yunque and Uy must complete the necessary documents for submission to the DBM; and.
On the regulation of non-UP contractuals: The President will continue his initiative to regulate qualified non-UP contractuals.
