She clarified that both the SPS and APS awards take into account the faculty's past performance. However, upon renewal of the award, new performance and productivity within the prescribed settlement period will be taken into account. However, during the said committee meeting, the BOR Finance Committee recommended that it be increased to PGH50,000 with the instruction that the UP System and PGH look into the possibility of a further increase to PGH75,000 to be commensurate with the salary of the 220 permanent PGH fellows holding plantilla subjects . Therefore, he recommended maintaining the proposal to increase the stipend to P50,000 per month per scholarship holder. 1 All decisions involving the disbursement of funds are understood to be subject to all existing state accounting and auditing laws, rules and regulations.

When the Laurel-Langley Agreement expired, Citibank donated the property to the University of the Philippines on the condition that UP lease the property to Citibank. On December 28, 1976, the University and Citibank entered into a lease over the property for a period of twenty-five (25) years commencing on December 24, 1976, which has since been continuously renewed upon expiration.

The current lease expires on December 24, 2021 and Citibank is seeking to renew it for another five (5) years. She said that while Citibank's lease payment is only about 32% of the appraised value of the property, the University continues to renew the lease as a concession since Citibank was the original owner of the property. There being no objections to the motion duly made and seconded, the renewal of the lease was approved.
