INVITATION TO BID FORTHE PROCUREMENT OFVARIOUS SOFTWARE LICENSE FOR 2023

The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), through the General Appropriation Act intends to apply the sum of One Million Six Hundred Thirteen Thousand Pesos(Php 1,613,000.00)beingtheApproved BudgetfortheContract (ABC) to payments under the contracts for the Procurement of Various Software License for2023. Bids received in excess of the ABC shall be automatically rejectedat Bid opening.

The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) now invites sealed bids from eligible Bidders forthe ProcurementofVariousSoftware Licensefor2023. Deliveryof the SERVICES/GOODS are required by January 21, 2023, or earlier upon receipt ofNoticeto Proceed/Purchase Order.Thedescription ofaneligible Bidderis contained inSection II ofthe Bidding Documents, ITB.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixtypercent (60%) interest oroutstandingcapitalstock belonging tocitizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidderswho pass theeligibilitycheck will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB.ThebidderwiththeLowestCalculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post- qualification procedure.

Interested Bidders mayobtain furtherinformation from PhilippineCouncil for Industry, Energy and Emerging Technology Research and Development (PCIEERD) and inspect the Bidding Documents at the address given below from 9:00a.m. to4:00 p.m, Mondaysto Fridays.

A complete set of Bidding Documents may be purchased by interested BiddersonDecember6,2022toJanuary9,2023fromtheaddressbelowand upon payment of a nonrefundable fee in the amount of Php 5,000.00. The methodofpaymentwill beincash.TheBidding Documentsshallbereceived personallybythe prospective Bidderorhis authorizedrepresentative.

The Philippine Council for Industry, Energy and Emerging Technology Research and Development will hold a Pre-Bid Conferences on December 14, 2022, 1:00 P.M. via web conferencing and/or at PCIEERD OED Meeting Room, 5th Floor, Science Heritage Building, which shall be open to all interested parties.

Bids and eligibility requirements must be delivered to the address belowon orbeforeJanuary9, 2023, 9:00 A.M. All Bidsmust beaccompanied bya Bid securityinthe form andin theamountas specified inthe IRR-A of R.A. 9184.

Late Bidsshall notbe accepted.

Bid opening shall be on January 9, 2023, 9:05 A.M. via web conferencing and/orat PCIEERD OED Meeting Room, 5th Floor, Science Heritage Building, DOSTCompound,Gen.SantosAve. Bicutan,TaguigCity. Bidswillbeopened inthepresence ofthe Bidders’ representativeswhochoose to attend at the addressbelow.

The Philippine Council for Industry, Energy and Emerging Technology Research and Development reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidderor Bidders.
