SEAFDEC programs and activities implemented in 2009 were designed and implemented in accordance with policy guidelines and priority actions led by SEAFDEC Member States. Improving Statistics and Information for Fisheries Planning and Management in the ASEAN Region (Secretariat).

Responsible Fishing Technologies and Practices

Exploration and monitoring of fishery resources and their use 2.1 Research of fishery resources and fisheries in Southeast Asian waters.

Under the program on "Information Collection for Economically Important Species as Surimi Raw Materials", since 2006, TD has conducted surveys to collect information on the surimi industry in Southeast Asian countries, namely Indonesia, Malaysia, Myanmar, Thailand and Vietnam. As 2009 was considered the last year of the project, TD organized the end of the project meeting on information gathering of economically important species as Surimi raw materials in the Southeast Asian region on 1-2. July 2009.

Management for Sustainable Fisheries

The outcomes of the Meeting were presented to the First Annual Meeting of the AFCF (June 1-2, 2009, Hoi-an, Vietnam), and then reported to the 17th ASWGFi (June 3-5, 2009, Hoi-an, Vietnam). In 2009, TD also continued the implementation of the program on "Promoting Inland Small-Scale Fisheries Management through Rights-Based Fisheries and Co-Management towards Institution Building and Participatory Approaches" in Lao PDR and Myanmar.

Conservation and Management of Aquatic Species under International Concerns 1 Sea Turtles

In the Southeast Asian region, SEAFDEC has also supported its member countries in the conservation and management of sharks, i.e. however, the status of the sea cucumber fishery is unknown, while there is inattention in the management of the sea cucumber fishery. In order to improve the conservation and management of sea cucumbers in the region, from 2007-2008, SEAFDEC supported the national experts from member countries to conduct the survey on sea cucumber fisheries, exploitation and trade in the Southeast Asian region to obtain information on the status, resource utilization, management and trade.

Captures of both wild and hatchery bred abalones indicate that there was minimal movement of the animals in the presence of favorable habitat and sufficient food.

Post-harvest Technology and Safety of Fish and Fishery Products

Presentations were made on the GMP developed by the ASEAN Member States for their selected TPEs, and the case studies on the implementation of GMP in the PPEs or TPEs in the Member States. From 2004 to 2008, MFRD implemented the Chemical and Drug Residues in Fish and Fish Products Program in Southeast Asia to understand the levels of chemical contaminants in fish and fish products in Southeast Asia by conducting surveys, and to adopt technology contribute to the testing of chemical contaminants in the region. At the end of the project, MFRD collected the research results from the participating Member States, namely Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam, in the publication entitled “Technical Compilation of Heavy Metals, Pesticide Residues, Histamine and Drug Residues in fish and fish products in Southeast Asia”.

The program is planned to provide methodologies and technical capabilities in ASEAN member countries for the analysis of biotoxins and a better understanding of the levels of biotoxin occurrences and occurrences in fish and fishery products in the region.

Sustainable Aquaculture Development 1 Integrated Mollusk Production

Considering food security as one of ASEAN's high priority issues, the 14th ASEAN Summit in 2009 endorsed the ASEAN Integrated Food Security (AIFS) Framework and its Strategic Action Plan (SPA), which calls for the implementation of activities under. To discuss the future cooperation in the implementation of activities under the AIFS framework, the ASEAN-FAO Conference on Food Security was organized from 27 to 28 May 2009 in Bangkok, Thailand, where the representatives from SEAFDEC participated and made a statement highlighting the important roles and contributions of fisheries to food security in the region.

SEAFDEC also plans to organize the ASEAN-SEAFDEC Conference on Sustainable Fisheries for Food Security towards 2020 to follow up on the progress made by ASEAN Member States in the implementation of the Resolution and Plan of Action adopted during the ASEAN-SEAFDEC Conference about sustainability. Fisheries for Food Security in the New Millennium: "Fish for the People".

Addressing Emerging International Fisheries-related Issues 1 International Fisheries-related Issues

The conduct of this conference was supported by the SEAFDEC Council during its 41st meeting in 2009, and ASEAN from the 17th meeting of the ASWGFi, the Special SOM-30th AMAF, and the SOM-31st AMAF; and is tentatively scheduled from 13 to 17 June 2011 in Bangkok, Thailand, to be hosted by the Department of Fisheries of Thailand. Finally, as mentioned earlier, SEAFDEC has been active in the development of an ASEAN Fisheries Management Mechanism. SEAFDEC facilitated and supported the process of developing a work plan for the ASEAN Fisheries Consultative Forum (AFCF).

As endorsed by SOM-AMAF late October 2009, one of the "key cluster" activity areas of the AFCF is "Adaptation and Mitigation of the Impacts of Climate Change" with the Philippines as the lead country for this cluster.

Human Capacity Development in Fisheries

Enhancing SEAFDEC Visibility

The 10th meeting of ISEP also reviewed the information strategies and agreed on the adaptation of the information strategies to be reported to the SEADEC Council at its 42nd meeting in 2010. The Regional Advisory Committee on Fisheries Management in Southeast Asia (RAC) was established in 2008 as a subsidiary body SEAFDEC Council to assist SEAFDEC Member States in achieving sustainable use of fisheries resources and provide technical/scientific advice to the SEAFDEC Council. This should also be included in the national/regional policy framework and taken into account in the further development of activities at the national and regional level. iii) Necessary measures (immediate and long-term) to increase fishing resources should be further identified and detailed and included in the national/regional program of Member States, SEAFDEC and other relevant organizations.

The information to be recorded in the Logbook should be simple enough for fishermen to complete and suitable to support management for sustainable fisheries, particularly catch from fishing grounds. iv) SEAFDEC (as the RAC Secretariat) should continue to monitor the issue and compile information on the implementation status of SEAFDEC member countries in response to EU requirements, problems/difficulties faced by countries and appropriate solutions from a regional perspective.

Collaborative Activities between SEAFDEC and Other Organizations ASEAN Foundation

In addition, FAO also agreed to be a partner in organizing the ASEAN-SEAFDEC Conference on Sustainable Fisheries for Food Security towards 2020 and has been actively involved in the preparatory process of the Conference. Activities undertaken by SEAFDEC in 2009 which contributed to the collaborative work with the Coordinating Working Groups on Fisheries Statistics (CWP) are Harmonization of Standards/Norms, Classification and Definitions of Fisheries Statistics and Information in the Region; and Streamlined reporting of fisheries statistics by member countries to SEAFDEC and FAO under the SEAFDEC program on Improving Statistics and Information for Fisheries Planning and Management in the ASEAN Region. Under the collaboration between SEAFDEC and FIRMS established in 2004, SEAFDEC has provided information to the FIRMS Fisheries Inventory based on the annual Survey on Shark Production, Utilization and Management in the ASEAN Region.

The program also supported activities within the ASEAN Consultative Forum on Fisheries (AFCF), in particular the organization of the AFCF Preparatory Meeting on 26-27 May 2009 in Bangkok, Thailand, as well as SEAFDEC's participation in the 'Regional Plan of Action (RPOA)' to promote responsible fishing practices, including the fight against IUU fishing.

Collaborative Arrangements between SEAFDEC and Other Organizations Australian Centre for International Agricultural Research (ACIAR)

In the year 2010, SEAFDEC will continue to implement activities related to the development of fisheries and aquaculture technologies to support sustainable development of the fisheries sector with particular priority on responsible fisheries in accordance with the Code of Conduct for Responsible Fisheries; the contribution of fisheries to food security; and poverty alleviation and livelihoods. Research and Management of Sea Turtles in Foraging Habitat in Southeast Asian Waters (MFRDMD).

Production of relevant, timely, and useful information materials to meet the requirements of the target audience

In order to increase the visibility of SEAFDEC, the SEAFDEC Council adopted the "Information Strategy for Increasing the Visibility and Communication of SEAFDEC" in 2006. According to the Information Strategy, it is envisaged that "SEAFDEC will be a sustainable and unified Center of Excellence for Fisheries Information Tropical. accessible to all committed to sustainable fisheries development and food security, working for the benefit of member countries, in close cooperation with ASEAN and fisheries-related organizations at the regional and global level".
