The systemwide revision of all undergraduate curricular programs to align with the revised UP General Education Program and the newly implemented K to 12 Basic Education curriculum has resulted in the submission of an inordinate number of curricular proposals to the OVPAA for the required review prior to my approval. While the revised curricula that were submitted earlier have been reviewed and processed, a large volume of proposals have just come in or are still expected to be submitted by the CUs in the coming weeks. Since the incoming freshies will be using these new curricula in the first semester, they must be posted before the first day of advance registration of the UP System - which is 2 July 2018 for UP Diliman.

In view of the urgency of the situation and the appeal of some VCAAs, I am authorizing all CUs to use the First Year, First Semester courses listed in the new curricula as approved by their University Councils prior to the OVP-'XA endorsement to my Office. In addition, new G E courses approved by the BOR and reconfigured G E courses approved by my Office may be offered in the First Semester, A Y 2018-2019.

In the meantime, the curricular review process continues throughout the First Semester with the goal of having fully approved curricula for all our undergraduate degree programs before the Second Semester, 2018-2019 begins. ^ ^ " ^ )

In view of the issuance of MC 2018-1 on the 'Guidelines on the Grant of the Performance-Based Bonus (PBB) for Fiscal Year 201H' dated last 28 May 2018. we shall now start the PBB 2018 ^process within the Uni\ersiiv. JJence, an orienlaiiojD is 5cheduleiJ on 18 July 2018. This aims to provide an avenue for all UP stakeholders to discuss the new set of PBB Performance Targets.

The Chancellor/Vice-Chancellor for .Administration. P B B Performance Target FacuIty-ln-Charge ( P B B PT-FIC) and Planning/Budget Officer from each Constituent University/equivalent (CU) are encouraged to attend the scheduled orientation. We shall allocate three (3) participants per C U .

Furthermore, may we request all Chancellors, and the PGH Director to designate their respective PBB PT-FIC for F Y 2018. The PBB PT-FIC shall be responsible in:

(1) planning, (2) evaluating, and

{3) monitoring the PBB activities and other related matters at the CU level/equivalent.

The PGH Director may retain the assigned P B B PT-FIC counterpart in 2017. To facilitate the registration of the designated PBB PT-FIC, kindly f i l l out the attached PBB PT- FIC Endorsement Form (Annex A),

Subject: D E F I N I T I O N O F " G O V E R N M E N T SUBSIDY FOR M E D I C A L

E D U C A T I O N " FOR PURPOSES O F I M P L E M E N T I N G T H E R E T U R N S E R V I C E O B L I G A T I O N P R O G R A M (RSOP) O F T H E UP C O L L E G E OF M E D I C I N E (UPCM)

WHEREAS, the Return Service Obligation Program (RSOP) for medical graduates of the UP College of Medicine (UPCM) was intended to address the absence and/or lack of health service workers where they are needed most, particularly in government institutions, the underserved communities, and in the rural areas;

WHEREAS, during its 1234'" meeting held on 31 July 2008, the University's Board of Regents approved the temis and conditions of the RSOP;

WHEREAS, among the terms and conditions of the RSOP is the imposition of a penalty on UPCM graduates who fail to comply with the RSOP that requires them to pay the amount equivalent to double the amount of government subsidy for their medical education, where interest fees shall be applied;

WHEREAS, the amount of government subsidy is variable through the years and dependent on the period during which a student had studied in the UPCM;

WHEREAS, to establish the basis for computation of the penalty to be imposed on reneging students of the UPCM, it is necessary that the term "government subsidy" be defined;

NOW, T H E R E F O R E , 1, D A N I L O L . CONCEPCION, President of the University, by virtue of the powers vested in me by the UP Charter and by law, do hereby order:

S E C T I O N 1. The term "government subsidy for medical education", for purposes of the RSOP, shall be defined as the cost of education during the period that the student had been studying in the UPCM. The cost of education shall be evaluated for every given year that the student is under study.

S E C T I O N 2. "Government subsidy" shall consist of the sum of the following:

a) The budgeted items for Personnel Services (PS), Maintenance and Other Operating Expenses (MOOE) allotted for the UPCM under the General Fund, Revolving Fund, Trust Fund, and the Incremental Tuition Fee Fund; and.

b) The amount of depreciation expense incurred for Properly, Plant and Equipment assets of the UPCM.

S E C T I O N 3. Government subsidy shall be computed in the same manner in cases where the student does not complete his/her course under the UPCM, and the corresponding penalties shall apply.

S E C T I O N 4. The computation for the amount of government subsidy during the period that the student had been under study in the UPCM is the sum of all the budgeted items divided by the average number of students during said period, as shown in the table below':

S E C T I O N 5. Further to the Implementing Rules and Regulations of the RSOP of the UPCM, the UPCM graduate is under obligation to render a 3-year return service obligation which has to be complied with within five (5) years from his/her graduation.

S E C T I O N 6. The UPCM graduate who fails to comply with the RSOP in accordance with Section 5 above shall be required to pay a penalty equivalent to double the amount of government subsidy for their education as computed, plus twelve percent (12%) interest per annum until fully paid, to be reckoned from the expiry of the perlod/s provided under Section 5.

The UPCM student who does not finish his/her course and/or does not graduate shall conversely be liable to pay a penalty equivalent to double the amount of the government subsidy during his/her periods of enrollment, plus twelve percent (12%) interest per annum until fully paid, to be reckoned from the issuance by the UPCM of a certificate of dismissal.

S E C T I O N 7. The penalty fees that will be collected from graduates who fail to comply with the RSOP, and students who do not complete the course or graduate, will be deposited in a Trust Fund that will be established upon the approval of the University's Board of Regents.

The funds shall be utilized for the payment of the Personal Services (PS), Maintenance and Other Operating Expenses (MOOE) as well as Capital Outlay (CO) and Equipment Outlay (EO) of the UPCM in the implementation of its official activities as follows:

S E C T I O N 8. The Implementing Rules and Regulations of the Return Service Obligation . Program of UPCM^are made an integral part of this Administrative Order.

S E C T I O N 9. Any provision of this Order that is declared invalid or unconstitutional shall not affect the other provisions which shall remain valid and subsisting.

S E C T I O N 10, All orders, rules, regulations, and issuances or parts thereof which are inconsistent with the provisions of this Order are hereby repealed or modified accordingly.

S E C T I O N U . This Order shall take effect immediately starting A Y 2018-2019 and may be subject to change should interyening policies or regulations warrant its amendment.

Following the UPMASA meeting that 1 attended between July 4 and July 8 of 2018, please commence the implementation of the terms and conditions of the Memorandum of Agreement covering the Phi House dormitory, including the appointment of the third party manager for the Phi House dormitory.

Please convene the Oversight Committee in compliance with the terms of the Memorandum of Agreement that was signed between the University of the Philippines and the donor of the Phi House dormitory.

With the supervision and control of the Oversight Committee that is expressed in the Memorandum of Agreement, please include in the agenda of the committee all matters regarding the collection of dormitor\, the deposit of money in government accounts,

the utilization of the net income for projects that the Oversight Committee shall agree upon, and the appropriate compliances vath the i-ules and regulations of both the University and the government.

In particular, the Marine Science Institute Seaweed Building located at the rear portion of the property will need to be demolished to accommodate the project, requiring the M S I to make the appropriate adjustments and provisions accordingly.

Subject: Capital Outlay (CO) Proposals Approval Procedure

Please be guided by the following prescribed approval flow for Capital Outlay (CO) Proposals (i.e. Infrastructure, Renovation, Equipment/ Furniture/ Furnishing):

1. Concept Approval. The appropriate CO Forms, prepared and accomplished by the proponent in accordance with the joint Memorandum by the Office of the Vice President for Development (OVPD) and Office of the Vice President for Planning and Finance (OVPPF) dated 8 June 2018, with subject Capital Outlay ( C O ) Proposals and Forms (copy attached), shall be duly endorsed by the Chancellor and subsequently approved by the Office of the President.

2. Submission and Approval of Detailed Architectural and Engineering Design ( D A E D ) . Upon Concept Approval, the proponent shall undertake the Detailed Architectural and Engineering Design (DAED) for Infrastructure and Renovation Projects. The proponent has the option to outsource the D A E D through public bidding or to contract experts and to execute in-house design. CUs that do not have the financial capacity to fund the D A E D may request assistance from the UP System.

3. Submission and Approval of Implementation Plan and Cash Flow Schedule. Once D A E D is approved, the proponent shall prepare and submit the implementation plan and cash flow schedule, subject to the approval of the Office of the President.

Kindly disseminate to all Deans, Directors, and Unit Heads for strict compliance.

Work Suspension in UP System Admin, 18 July 2018

Upon the advice of the Office of the Vice President for Administration, work at the UP System Administration is suspended today, 18 July 2018, at 12NN for staff members living outside the campus, and at 3PM for staff members residing inside the campus - with the exemption of units providing vital functions. This work suspension is issued to enable employees to go home early in view of the heavy rains (Orange rainfall alert) brought by the southwest monsoon.

The Chancellors of affected areas may also issue a similar work suspension memo at their discretion.
