The offer documents will, among other things, clearly and adequately define: (i) the objectives, scope and expected outcomes and/or results of the proposed contract; (ii) the eligibility requirements of Bidders; (iii) the expected contract term; and (iv) the obligations, duties and/or functions of the winning entrant. Specific details, such as the "name of the contracting authority" and the "address for the submission of tenders", must be included in the instructions for tenderers, the bid datasheet and the special contractual conditions.
