I. Call to Order
Undersecretary Gil S. Beltran, BAC Chairperson, as the Presiding Officer, called the meeting to order at 10:46 AM and determined the quorum in attendance.
II. Highlights of the Meeting
Approved Budget for the Contract (ABC): PhP1,641,000.00
BAC Secretariat introduced the attendees and presented the project’s ABC, timeline, technical and financial requirements, sealing and markings of bids, some important bidder’s responsibilities, schedule of requirements and the technical specifications.
For the treadmill, a bidder asked if the motor can be adjusted into higher specifications but was informed by BAC that all specifications stated in the bidding documents are minimum requirements.
The cooling fan feature of equipment can be removed because the room has already air conditioning system. But bidders can still submit equipment that are with higher specifications that can meet the minimum requirements specified in the bidding documents.
The treadmills will not be used the whole time of the day, the gym will only be used before office hours, lunch or after work in the evening. So the treadmill that can be required will be light commercial.
The equipment with features like chest straps and iPod/MP3 input will be removed and to be issued with a Supplemental Bid Bulletin.
There is no specified color for the equipment to be delivered. It will depend on the winning bidder but if possible, it should be like the standard colors in the gym like black and silver.
A bidder informed that the weights required for the dumbbell set was for females. They suggested that the DOF can retain only one set of it and can add a dumbbell set for males with weights from 5 lbs to 50 lbs with rack. The BAC said that this will be considered and will put it in the Bid Bulletin.
The locker with keys is to be removed because the bidders do not have the item. They only have sporting goods as their merchandise and they have this fear that they will not meet the specifications required for the item.
For those who have already purchased bidding documents in the first bidding for this project, they need to buy it again because it’s the bidders fault for failing the bid.
For the tax clearance that is on going application, bidders can submit the proof of payment but will be required to submit the clearance during the post qualification evaluation. The same will be applicable to other documents required in the bidding.
The number of days for delivery of goods was retained to 60 days from the suggestion of a bidder to make it 90 days.

There being no other matter to discuss, the meeting was adjourned at 11:31 in the morning.
