REPORT OF THE THIRTY-EIGHTH MEETING OF THE SOUTHEAST ASIAN FISHERIES DEVELOPMENT CENTER PROGRAM COMMITTEE. The Thirty-Eighth Program Committee Meeting of the Southeast Asian Fisheries Development Center (SEAFDEC) was held in Manila, Philippines, from November 23 to 25, 2015, and was organized by the Aquaculture Department (AQD).

OPENING OF THE MEETING

The program committee meeting was attended by members of the SEAFDEC program committee for Brunei Darussalam, Cambodia, Indonesia, Japan, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam together with their delegations and representatives of participating SEAFDEC partners, namely: United States Agency for International Development (USAID)/Oceans and Fisheries Partnership and USAID/Regional Development Mission for Asia. The meeting was also attended by the SEAFDEC Acting Secretary General and Heads of Departments as ex-officio members of the SEAFDEC Program Committee, together with officers from the SEAFDEC Secretariat and Departments.

In addition, the program committee member for Vietnam informed the meeting that although the results of the implementation of the country's joint management activities could be shared with other countries, the reports are in the Vietnamese language. The Program Committee noted the progress and achievements in the implementation of the project on the exploration of offshore fisheries resources in Southeast Asia in 2015, as well as the proposed activities for 2016.

The Program Committee member for Vietnam shared the view that the project is beneficial to the country, but incorporating the e-CDT system as planned would be a major challenge for small-scale fisheries. The Program Committee Member for Indonesia expressed willingness to send researchers from Indonesia to be involved in research activities on feed formulation and obtain information on technology developed by AQD in this regard.

Other Programs

The Program Committee noted the results of the project in 2015 and supported the implementation of the proposed activities in 2016. In addition, the Program Committee member for Thailand assured the meeting that the country will continue to support the technical exchange of expertise between Thailand and Myanmar under this project.

The Program Committee noted the review carried out by the SEAFDEC Secretariat of the 93. The Program Committee noted the review conducted by the SEAFDEC Secretariat of the implementation of the 2011 ASEAN-SEAFDEC Resolution and Plan of Action by the AMSs (Annex 11).

CONCLUSIONS AND RECOMMENDATIONS OF THE THIRTY-EIGHTH MEETING OF THE PROGRAM COMMITTEE

Adoption of Report of the Meeting

The Program Committee took note of the draft outline and work plan for the preparation of the Southeast Asian Status of Fisheries and Aquaculture (SEASOFIA) as shown in Annex 14. The meeting was also informed that SEAFDEC publishes the annual Fishery Statistical Bulletin of Southeast Asia, which includes a. short synthesis of the status of fisheries in the region based on statistical data from the countries.

Date and Venue of the Thirty-ninth Meeting of the Program Committee

While commending SEAFDEC for its efforts in producing SEASFIA, the Program Committee Member for Indonesia felt that the frequency of publication of SEASFIA every five years may be too long and based on the timeliness of the information, SEAFDEC was requested to consider printing SEASFIA at a shorter interval like every 5 years. Therefore, the National Coordinators were asked to facilitate the provision of the necessary information to ensure that inputs to SEASOFIA reflect the true picture of fisheries and aquaculture in the region.

CLOSING OF THE MEETING

However, it was clarified that the SEAFDEC Council agreed to publish SEASOFIA every five years, taking into account that there may not be many problems in the region in some years. Regarding the papers to be included in SEASOFIA, the AQD leader informed the meeting that AQD could provide trend information based on the scientific literature, but could be limited to what is available in the literature and references.

Production of promotional material on the importance of fisheries resource management for sustainable fisheries. Developed the course curriculum, training session plan and training toolkit on fisheries expansion methodologies.

Objectives, Outcomes and Outputs of the Project

A number of activities have been carried out to promote the optimization of energy use and safety at sea for fishing vessels. Dissemination of international guidelines for energy and safety optimization at sea to key stakeholders (national language of ASEAN member states).

Achievements and Expected Outcome/Outputs of the Activity

Sub-activity 1.1 Training on the optimization of energy and safety at sea for small fishing vessels in Cambodia, 29 September to 1 October 2015. There are one hundred (100) translated optimization of energy and safety at sea for small fishing vessels guidelines copies published by SEAFDEC/ TD.

Evaluation from Participants of Member Countries for WS and Training Course Planned activity Evaluation/Views from Participants

An on-site training program on energy optimization and marine safety for small fishing vessels was organized from 29 September to 1 October 2015 in Prek Sihanoukville, Cambodia. The remaining copies can support Cambodia's national program in related training to optimize energy and safety at sea for small fishing vessels.

PROPOSED ACTIVITIES FOR YEAR 2016

Schedule of Activity for the Year 2016

Project title: Promoting measures to improve sustainable fisheries resources in critical habitats/fishing grounds in Southeast Asia. Regional training programs on the theory and methodology of fisheries resource improvement and habitat conservation measures will be conducted to build capacity in ASEAN Member States to promote the sustainable improvement of fisheries resources.

Technical assistance at pilot project sites and capacity building on the recovery of fish stocks and habitats/fishing grounds. Promote and expand the restoration of fisheries resources and habitat/fishing grounds in the ASEAN region.

The delivery vehicle will be based on the results of the previous vaccination study in shrimp. Sub-activity 2.2 Assessment and evaluation of the use of JTEDs in the Philippines and Indonesia.

Production/distribution of the Southeast Asian State of Fisheries and Aquaculture publication, which includes information on status and trends of fisheries, important fisheries-related issues, etc., which should provide a basis for sustainable fisheries management. Furthermore, the preparation of Southeast Asian State of Fisheries and Aquaculture (SEASOFIA) publication also started at the end of 2015 with the participation of SEAFDEC departments in the 16th SEAFDEC Information Staff Program (ISP) meeting to develop and agree draft structure come over required input for the publication.
