摘要
Government in order to revitalize the Hakka culture, set up two Hakka Cultural Park in Miaoli, Pingtung, and included in the policy development agenda. Beside these two parks, government also set up the first Hakka culture district in Jubei City, Hsinchu County. "New Tile Hakka cultural district" had the most special character, because it is in the one of four high-speed rail development (Taoyuan, Hsinchu, Chiayi, Tainan ) , and
designed under the urban renewal planning.
New Tile Hakka cultural district is located Jhubei Zhongxing community.
The neighborhood watch patrol team officially established in 2005, and actively promote various community development .In 2010 and 2011, it got the domestic benchmark community policing award. The main purpose of this study is to find out the reasons for the successfully partnership, with interview method. The empirical findings are as follows: active
participation in local activities and patrol team of marketing, the clan's influence, the partnership with police to maintain law and order, the
local characteristics and advantages, as well as the integration of community resources.
