Capacity Building at Saudi Customs

Capacity building has a key role in developing knowledge and skills of the employees in order to perform the assignments entrusted to them completely. Training is the most prominent activity of capacity building at Saudi Customs, particularly with the increase in the volume of work.

Consequently, Saudi Customs has adopted a trend towards technological and organizational solutions to address that, as well as the growing role of training necessitated by such trend in this field to have the employees acquire the required knowledge and skills to deal with modern technologies and new techniques to accomplish the works. Thus, Saudi Customs is keen to intensify the efforts in the field of capacity building to strengthen its staff’ knowledge and skills. It believes that the trend towards latest technologies and modern methodologies in customs work requires going along with a parallel trend that pays attention to education and training with the aim to grasp the technology and use it appropriately.

The extent of the organization’s attention to develop itself and improve the level of services it provides is measured by the magnitude of the attention it gives to the capacity building programs and activities such as training courses, symposiums, workshops, seminars, meetings, forums, etc. Saudi Customs is aware that attaining the goals of customs work such as improvement of service, facilitation of procedures and smooth flow of release formalities will be achieved by its own staff after having them receive training on the latest developments in modern science in the field of work methodologies and technologies. Accordingly, Saudi Customs has turned into a large workshop in a race with time to develop the skills and capabilities of its staff not only through having the employees attend training programs and activities that raise the level of their skills and knowledge, but also through establishing principles and infrastructures for sustainable development in the field of capacity building.

The year 2012 was full of many activities of capacity building related to strengthening staff’ knowledge and skills. In that year, the role of the Saudi Customs Training Institute was extremely prominent in the enhancement of knowledge and acquisition of skill for the staff in customs field and relevant domains. The 2012 was as well witnessed a lot of meetings and workshops which all aimed to attain the same goal. The Saudi Customs achieved in that year a new record figure in the number of participants in the capacity building programs and activities which amounted to 8432. It was a high rate that accounted for 97% of the total number of Saudi Customs staff.

training role, which is deemed a big qualitative leap in the field of capacity building, however, the sources providing capacity building are numerous, whether domestically through accredited training institutions or abroad. The institutions that Saudi Customs dealt with inside the Kingdom in the field of capacity building for its staff in 2012 amounted to 40 institutions, while training institutions that Saudi customs dealt with abroad in the same year amounted to around 35 institutions. This reflects Saudi Customs keenness to utilize all experiments and experiences at the local level inside the Kingdom as well as at the regional and international levels abroad.

In reviewing the statistical figures in this chapter, it is noticeable that the large number of capacity building activities in the field of intercepting commercial fraud and counterfeiting has its implications in light of Saudi Customs trend towards exercising its role more effectively in interdicting the commercial fraud and counterfeiting and curbing entry of counterfeit products into Saudi markets. This will be achieved by a number of tools, of which the most important is capacity building to enhance the employee’s knowledge and skills in differentiating original products from counterfeit ones, and raise the level of awareness among Saudi customs staff, specially customs inspectors, about the hazard posed by this phenomena, the methods and techniques to intercept it, and in-depth experience and knowledge of regulations, instructions, controls and relevant regulatory requirements to confront it.

The number of trainees participating in the capacity building programs and activities at Saudi Customs in 2012 was 8035 trainees as compared with the number of trainees in 2011 which was 7625 trainee. It is noticeable that the number and percentage of trainees in the recent years witnessed a big increase, which is a proof to Saudi Customs keenness about this strategic trend to invest in human resources. This illustrates the uniqueness of training statistics in 2012 in the field of capacity building to strengthen knowledge and skills.

Distribution Percentage of Participants in Capacity Building Activities Relative to Total

In 2012, the Saudi Customs provided training to 8432 employees. 8035 participants of them were Saudi Customs employees and 397 participants of them were from other agencies at both national and regional levels. It is clear from the table below that the number of participantsat the land port customs came top with 40% of the total number of participants, followed by the seaport customs with 21%, the airport customs with 20%

and the Saudi Customs Headquarters Office with 14% of the total number of participants. The following table shows the distribution percentage of the number of participants at the Saudi Customs, other government agencies, the private sector and different sectors from countries abroad:

Comparison between the Numbers of Trainees in the Last Seven Years

The table shows a rise in training and capacity building statistics in Saudi Customs year after year. A record number was struck in 2012 as the number of participants amounted to 8035 at a rate of 97% of total number of Saudi Customs staff While the total number of participants after the addition of other parties 8432 participants.
