TOM T A T : Trong bai viet nay, cac tac gia tnnh bay ket qua khao sat 575 giao vien tieu hoc tren ca nudc ve nang luc tu hoc va nghien cdu ve danh gia giao due, la mdt trong 6 nang luc thanh phan cua nang luc danh gia giao due. Ket qua khao sat cho thay, giao vien tieu hoc da budc dau tu tim hieu, cap nhat nhang kien thOc ve danh gia giao due va biet ap dung chung trong qua trinh day hoc. Tuy nhien, ddi vdi nhdng ndi dung lien quan den nang iuc nghien cuu danh gia giao due nhu cac phuong phap nghien cuu, ki thuai danh gia, xu it sd lieu, mOc do thuc hien cua giao vien tieu hoc con yeu. Ket qu^ kh^o sat thuc trang cUng tim ra mdt sd yeu td anh hudng den mdc dd the hien nang lue nay cua giao vien, gdp phan cung cap thdng tin trong viec xay dung chuong trinh bdi dudng, t&p huan va dua ra cac giai phap nang cao nang iuc tu hpc va nghien cdu ve danh gia giao due ciia giao vien tieu hoc.

1 . Dat van de

Trong qua trinh day hpc, kiem tra (KT) danh gia (DG) duac xem la khau quan trong nhat, giiip dinh hucrng va dieu chinh cho toan bp qua trinh day hpc, tao dpng lire cho nguai hpc, giiip hpc sinh (HS) tien bp khong ngimg [ I ] , [2]. De thuc hien tot nhiem vu do, nguoi giao vien (GV) can co nang lire (NL) DG giao due (GD) [3], [4], [5]. Mac dii DG GD dugc coi la kliau quan trpng nhat trong qua trinh GD nhung N L DG GD ciia GV hien nay lai yeu nhat va \X dupe quan tam nhat [6], dae biet la viec van dung eae kT nang (KN) trong DG ket qua hoc tap cua HS [7]. Nhan thuc dupe dieu do, cac cap quan li da m a nhieu lop boi duong ve NT DG GD cho GV Tuy nhien, nhieu dpt tap huan con mang tinh hinh thiic nen hieu qua thiet thuc chua cao, chua dap ung diing van de GV dang thieu va can [8],

Trong bai viet nay, chiing toi ehi tap trung trinh bay thuc trang ket qua khao sat NL tu hgc va nghien cicu v i DG GD (THNCDGGD) cua GV ti^u hpc - la mgt trong 6 NL thanh phan ciia NL DG GD. Qua do, phat hien diem manh, diem yeu ciia GV va tim ra mot so yeu to anh huong den mire dp thirc hien NL nay ciia GV tieu hgc. Bai viet nay Id mot phdn kit qua nghien ciiv cua de lai DG HS tieu hoc theo tiep c^n NL dap I'mgyeu cau doi m&i chteffng trinh GD pho tliong.

2. N p i dung nghien ciiru

2.1. Nang luc tu hoc va nghien ciiu ve danh gia giao due NL THNCDGGD la kha nang tu tim hieu, hoc hoi, cap nhat nhirng ki^n thirc ve doi mat DG GD (cac loai hinh/ kieu DG, cac phuang phap, kT thuat DG hien dai) img dung vao DG va nghien ciju DG HS phii hop voi boi canh. De DG NL THNCDGGD a GV ti^u hpc. nhom nghien cim da thao tac

hoa khai niem nay thanh cac tieu chi di co the luong gia, gom: (1) T u hpc cap nhat cac tai lieu ve DG GD; (2) Tii nghien ciru ve nhiing xu huong doi mai trong DG GD theo NL; (3) Ap dung cac hieu biet mcri (li thuyet, phuang phap, kl thuat DG m a i . . ) v4 DG GD phii hgp vol diSu kien, b5i canh hoc tap va giang day tieu hpc ciia Viet Nam. Cac yeu t6 atih huong d i n NL D G GD ciia GV: Dua tren cac nghien CUU ve cac yeu to anh huong va yeu cau, nhiem vu ciia GV tieu hpc khi thirc hien DG ket qua hgc tap va ren luyen ciia HS. Nhom tac gia xem xet cac yeu to anh huong den NL THNCDGGD ciia GV tigu hoc, g6m: Moi truong GD; khu vuc; tham nien giang day; nhiem vu, cong viec; trinh dp DT;

tap huan, boi duong.

2.2. M^u khao sat thuc trang

* Chon mau khao sat: Mau khao sat thuc trang gom 575 GV cua 17 truong tieu hpc (dugc clipn ngSu nhien) thupc 4 tinh/

thanh p h 6 : H a N a m ( l 5 8 G V ) , Lao Cai (121 GV), HaNgi(l5i GV), TP. H6 Chi Minh (145 GV), la 4 tinh/thanh ph6 dai dien cho cac khu vuc: Mien niii, dong bang, thanh ph6.

* Phdn tich mau khao sdf Ket qua phan tich mlu khao sat cho thiy co 296/575 G V (chilm 51,5%) a cac truong ti^u hoc thugc khu vuc thanh ph6, co 158/575 GV (chi^m 27,5%) o cac truong tieu hpc thupc khu vuc nong thon, co 121/575 GV (chigm 21 %) a cac truong tieu hgc thugc khu vuc mi6n nui Ti le GV la 174/575 (chiSm 30,3%), GV ehii nhiem la 341/575 (chilm 59,3%), to truong bp mon la 60/575 (chi^m 10 4%)

luong NL DG GD, trong do co thang do NL THNCDGGD danh cho GV ti6u hpc. Thang do NL THNCDGGD ciia GV tieu hgc theo 2 nhom ngi dung: Tu hgc cap nhat cac tai lieu ve DG GD va ap dung cac hieu biet mai ve DG GD phu hpp vcri di&u kien, boi canh hgc tap va giang day tieu hgc cua Viet Nam; Tu nghien cicu ve doi moi trong DG GD theo NL.

Thang do NL THNCDGGD dugc thia ka cho GV tiSu hpc, su dung trong nghien cicu nay, gom 21 items. Moi item dupe DG theo thang diem 5 muc do (I = Chua thuc hien, chua lam; 2 = It thuc hien, it lam; 3 = Da thuc hien, da lam mgt ^6 Ian; 4 = Thuc hien kha thirong xuyen, lam kha tot; 5 = Thue hien rat thuong xuyen, lam rat tot/thanh thao).

* Cach DG. Tinh diem ciia thang do bang tong diem ciia cac items. Nhung GV co diem so < diera trung binh ciia mau khao sat, tir 1 dp lech chuan (SD) tro len dupe xem la nhijng GV co sir thieu hut NL THNCDGGD. Nhung GV CO diSm so > diem trung binh eiia mau khao sat, tir 1 dp lech chuan (SD) tra len dugc xem la nhung GV c6 nang lire THNCDGGD cao. Quy uac nay dua tren su khac biet diem tmng binh (X) 1 do lech chuan (± ISD) giiia cac nhom, co y nghia ve mat thong ke [9].

* DG do tin cay- De DG dp tm cay cua thang do NL THNCDGGD, chiing toi sic dung mo hinh tuong quan Alpha cua Cronbach (Cronbach's Coefficient alpha). Ket qua phan tich cho thay, do tm cay tinh theo he so Cronbach Alpha tren mlu 575 GV ciia thang do NL THNCDGGD a miic rat cao (.95).

Ket qua khao sat tai Bang 1 cho thay, mijc dp thuc hien kha thuong xuyen, lam kha tot chiem ti le cao nhat; dung thii 2 la miic da thuc hien, da lam mgt s6 l4n; thu 3 la muc it thuc hien, it lam; thii 4 la miic chua thuc hien, chua lam; cuoi ciing la muc thuc hien rat thudng xuyen, lam rat toiythanh thao. den trung binh kha. Ti le GV tieu hpc chua thuc hien, chua lam hoac it thuc hien, it lam con chi^m ti le cao (17,7%).

2.4.2. Thuc trang nang luc tu hoc va nghi&n ciJu ve danh gia giao due cua giao vien tieu hoc theo tUng noi dung a. NL tu hoc cua GV tieu hoc theo timg noi dung (xem Bang 2)

Ket qua khao sat tai Bang 2 cho th^y, ti le GV thirc hien a miic kha thudng xuyen, lam kha tot chigm eao nhat, nhimg CO bien dp dao dpng lan, tir 24,2% - 61,2%; miic it thicc hien, it lam chiem ti le tuong doi eao, dao dong tii' 3,3%i - 21,2%;

miic thuc hien rat thuong xuyen, lam rkt t6t/ thanh thao co ti le dao dpng tir 1,7 % den 17,6%); miic chua thuc hien, chua lam chilm ti le thdp, dao dgng tir 0,2% - 9,0% Cu thg, GV tieu hoc tuDG coNLtuhpckhatotdeacngi dung: Ap dung nhiing hieu biet mai ve DG vao thuc tiln DG HS tiiu hpc (61,2%); Dgc va nghien ciru quy dinh vS DG HS tiku hoc theo Thong tu 22 (61%); Tung buoc ap dung cac ki thuat DG moi (theo NL) vao DG HS d trudng (50%); T6t d npi dung Dgc va nghien euu quy dmh ve DG HS tieu hoc theo Thong tu 22 (17,6%o), Ben canh do, nhirng npi dung GV tieu hgc thuc hien d miic dp yeu (chua thuc hien, it thuc hien) nhu: Tim hieu va cap nhat nhiing xu hudng doi mdi ve DG GD tren the gidi (30,2%)); Rtit ra nhirng uu va nhugc diem cua cac xu hudng doi mdi ve DG GD (20,0%o); Tim hieu va cap nhat nhiing xu hudng ddi mdi ve DG GD d Viet Nam (16,7%o); Co eac y kien de xuat doi moi ve KT DG HS tieu hgc trong to bo mdn (19,3%o).

b. NL tu nghien cihi cua GV tieu hoc theo timg noi dung (xem Bang 3)

Ket qua tai Bang 3 eho thay, ti le GV tu DG ban than thuc hien cac ngi dung tu nghien ciiu ve DG GD cao nhat d miic da thuc hien, da lam mot sd lan (miic trung binh) nhu:

2.5. Cac yeu to anh hudng den nang luc tu hpc va nghien cUu danh gia giao due cua giao vien tieu hpc

2.5.1. Yeu te'mOi trudng giao due

Vdi muc tieu dm hieu lieu co sir khac biet ve miic do thuc hien NL THNCDGGD ciia GV giua eac trudng ti6u hpc trong timg khu virc, chiing toi sir dung phan tich ANOVA de so sanh diem trung binh tren thang do NL THNCDGGD cua GV cac trudng tieu hgc (xem Bang 5).

K6t qua tai Bang 5 cho thay, d khu vuc Ha Nam, Ha Npi, TP. H6 Chi Minh deu co sir khac biet diem so tmng binh ciia GV (P < .05) giira cac trudng tieu hpc, rieng khu vuc Lao Cai khong cd sir khac biet (P = .952). Cac trudng tieu hpc ciia Lao Cai la khu vuc mien nui nhung kha nang dpng, lai duoc

thu hudng nhieu chuong trinh tap huan doi mdi day hgc va DG theo mo hinh trudng hgc mdi (VNEN) cua Bd GD&DT Dieu nay cho thiy moi trudng GD eo tinh khac biet giiia cac trudng tieu hpc co the anh hudng dang ke din kha nang the hien NL THNCDGGD cua GV tiiu hgc.

2.5.2. Yg'u tO'vj tri, nhiem vg cua giao vign

De tim hieu lieu co sir khac biet \i mire dp thuc hien NL THNCDGGD giua cac nhom GV theo vi tri, nhiem vu (to trudng chuyen mdn, GV chii nhiem idp, GV), chiing toi sir dung phan tieh ANOVA d^ so sanh diim trung binh tren thang do NL THNCDGGD cua 3 nhdm GV tiiu hpc nay (xem Bang 6). Kit qua phan tich ANOVA tai Bang 6 cho thay, nhdm GV la to tnrdng chuyen mon va nhom GV la chu nhiem Idp cd dilm trung binh d thang do NL THNCDGGD cao hon dang ke so vdi nhdm GV. Ket qua nay cho thky, ySu to vi tri, nhiem vu ed anh hudng dang ke den kha nang thS hien NL THCDGGD ciia GV ti§u hpc (P = .001).

2.5.3. Yeu to khu VUC

Nhu vay, yeu td trinh do DT chua cd anh hudng dang ke den kha nang the hien NL THNCDGGD ciia GV tieu hoc. Cac nghien cuu tiep theo can kiem dinh lai ket qua nay.

ABSTRACT: In this article, the authors present their survey results conducted among 575 primary school teachers throughout the country on their self-study capacity - one of the six components of the educational assessment capacity. The sun/ey results show that most primary school teachers have known how to study by themselves, update their knowledge about educational assessment, then apply in teaching process. However, regarding to the educational evaluation capacity such as research methods, evaluation techniques, data processing, these teachers still express at low level The results also find out some factors affecting to the teachers' performance in educational assessment competence, which contribute information in the development of training programs and propose solutions to improve the capacity of self-study and research on educational assessment for primary school teachers.
