NON-INCOME INDICATORS OF POVERTY
C1 INTRODUCTION
In this section we discuss cerWffn non-income indicators of inequality, poverty and development at regional level; certain demographic indicators, nutrition status, mortality, morbidity, literacy and education, housing and land, and also briefly migration and agriculture4• Some of these issues are discussed at a site-specific level in the following section.
All social services and infrastructure are under pressure from the strong population expansion, e.g. almost all health indicators have fallen over the past five years, indicating a general deterioration in health conditions. A decrease in public expenditure on health due to financial constraints affected all non-income indicators of poverty.
C2 DEMOGRAPHIC INDICATORS
C2. 1 Population size
There are various population estimates available for the region. However, as is the case in most other cities, the estimates vary quite significantly. It is difficult to arrive at a reliable figure, and therefore one has to give a general overview of the most important available estimates.
According to the 1991 population census, there were a total of 7 214 000 people in the
"South African" part of the PWV-area (i.e. excluding Bophuthatswana but including KwaNdebele) after adjustment for undercount. Of these, 2 155 000 were whites, 265000 "coloureds", 149000 Asians and 4645000 Africans (CSS, 1991 :2). These figures, especially for Africans, are questionable, because in Section D where the townships are discussed in detail, the population figures given in the census are almost always far below other estimates.

The data were not yet available for this report, but will be ready in 1994. One example is Soweto and Diepmeadow, where the census figure is 838 000 while the estimate from air photographs by the HSRC and TPA (done in consultation with the Soweto Civic Association) was 2 million people. The problem of boundaries complicates population estimates. According to the Development Bank of Southern Africa the popu.lation for the whole of Region H (including the two districts from Bophuthatswana) is 8 620000 (DBSA, 1991), while Simkins' projected estimate for the same geographical area is approximately 8 826 000 (see Urban Foundation, 1990: 14, 24, 34 & 44).
These figures cannot be evaluated unless they are placed in an historical context. The change over time in respect of the study area is given in Table C1. These figures are derived from the 1991 census reports (CSS, 1991: 112) and Simkins' detailed analyses, estimates and projections (Urban Foundation, 1990).
C2.2 Age-gender structure
In Appendix C1 the detailed age-gender structure for the PWV area based on the 1991 census is given. A summarised version for 1989 for the whole of Region H is contained in Table C2. These latter figures were obtained from the Development Bank.
In Table C3 Simkins' estimated age structure of Region H (as a whole) for 1990 is given by population group (Urban Foundation, 1990).

The age structure for whites in Region H was more or less on par Nith the rest of the country, while the "coloured" and Asian population groups showed a slightly higher percentage of people in the economically active age group (15 - 64 years). The African population in this region 'shows a marked difference from the rest of South Africa in the proportion of the population aged between 15 and 64 years, namely 73 % in Region H as compared to 58 % in South Africa (Department of National Health and Population Development, 1987:1). All these findings in respect of the black groups may be indicative of a relatively high level of in-migration for these groups during the 1980s.
Another possible indicator of in-migration is the fact that the male-female ratio for Africans in the PWV-region is consistently higher than in the rest of South Africa (Department of National Health and Population Development, 1987:4).
