As part of the review of the ZMD IDP for 2008/2009, an in-depth backlog analysis was undertaken. This process was reviewed again as part of the 2009/2010 review and updated findings are contained in the main report.

There are a number of very interesting tourist options that should be pursued or require further investigation in the district. The Zululand Agricultural Sector Plan (prepared by PR Africa in 2006) provides the following summary of the agricultural potential in the District.

The Zululand District Water Services Plan provides a clear indication of where and when water infrastructure will be delivered in the district. The list of local communities to be served with water and sanitation over the next five years, per regional planning area, is mapped on the following pages.

Those who wish to be limited to FBW can also be supplied on a daily or monthly basis. The rural schemes are not measured as they are considered to consume less water than FBW. The responsibility between local and district municipalities and the Department of Transport (DOT) for road supply and maintenance still needs to be finalized and has been flagged as a key development issue.

Responsibility for roads (except municipal roads) in the district remains with the Ministry of Transport. Gradually provide cost-effective and reliable supply of good quality water to all consumers in the district. The Municipality of Zululand is in extensive talks with the management of the Emakhosini/Ophathe Heritage Park who are working on the development and potential assistance that can be provided to the park from and within the Municipality of Zululand. This part of the Doringkop will be shielded from Emakhosini/Ophathe Heritage Park and. The mission was historically used to train black ministers, and there is some debate over the transfer of the mission to the local community.

Funding from the Zululand District Municipality to allow the river crossing and possible further investigations into the costs associated with it can only benefit the development of the park. Ideal for development near Babanango, and one of the last natural habitats for Oribi in the district.

Economic development- The objective is to improve the economy of the district through the creation of jobs and additional economic activities. As a water services authority, ZDM spends a significant portion of the municipal infrastructure grant (MIG) on water and sanitation projects. Therefore, the district is heavily dependent on grant funding to implement its mandate in terms of the constitution of the Republic.

Finally, the implementation of water and sanitation projects and other assigned functions through the structural law constitute compliance with national, provincial and local development goals to eradicate the backlog of the past. This is assumed due to the high maintenance costs of the water tankers and the poor conditions for vehicles.

There are significant changes in accounting policies as a result of the implementation of GRAP standards. An annual report will be compiled and issued in terms of the Municipal Finance Management Act. The functioning of the Audit and Performance Management Committee across the district will be strengthened to ensure compliance with the provisions of the MFMA.

Objectives that the council must strive to achieve are set for each quarter of the financial year. All the above components make up the system, which is measurable every quarter of the financial year.
