and ie printed ae Annex I to the enclooed Proc~s Verbal. It will be seen from the minutes of the meetinc held on the afternoon of the bth April that

the Committee were of opinion that it was not within their tcrme of reference to coneider proposals of this character, and that their examination of tho draft Convention was therefore confined to matters of a

scientific character. When the subject was considered

by International Council for the Exploration of the

Sea it was decided that the Proc~s Verbal of the

meetings of the Whaling Committee should be circulated to the Governments concerned without comment.

5. Having regard, however, to the terms of the llote from the French Cho.rg~ d' Affo.ires of the 4th J\pril, 1927, it has been thought desirable to furnish the French Government with eome expresoion of the vie~a

of Hi~ liaJeety1s Jovern.nent in Great Brita~n on the question and I enclose a copy of a Note which was accordingly addressed to the French Ambaecador on the 19th of December last.

Proc~s Verbal of meetinas of the Whaling Committee of the Internatione.l Council for the Exploru.tion of the Sea, which were held in Paris in April last.

2. It will be seen from pages l2 to lo of the encloGed Proc~s VerLal that at the first meeting of the Committee a statement was made by the repreoentative of Great Britain regarding the wor~ of the "Discovery"

Expedition, and in this connection I would invit"

3. I enclose also a copy of a note from the
