The municipality of Prince Albert can benefit from the implementation of the agricultural policy and action plan. A number of projects have been identified to realize the municipality's LED vision and improve the local economy. The overall goal of the strategy is to unlock economic development opportunities in the municipal area through the involvement and collaboration of all public and private stakeholders.

This LED Strategy is informed by the prevailing natural, socio-economic conditions of the municipal area. The revised National Framework for Local Economic Development builds on the achievements and lessons learned since the implementation of the framework in 2006.

WHAT IS LOCAL ECONOMIC DEVELOPMENT (LED)?

The National LED Framework (NLEDF) provides a vision for the planning and implementation of LED in South Africa. It provides a guide to various sectors on the role they can play in driving innovation-led Local Economic Development. The National Framework for LED reveals how Science, Technology and Innovation (STI) and other forms of innovation will be used to achieve better development outcomes and identify systemic interventions that can improve the performance of LED.

PURPOSE OF LOCAL ECONOMIC DEVELOPMENT (LED)

The LED Framework outlines a comprehensive vision for LED that identifies with a high degree of certainty what needs to be done to move towards a more successful form of LED, supported by the need to improve our understanding of LED and its function in national, regional development and growth in South Africa.

The Sustainable Development Goals are the plan to achieve a better and more sustainable future for all. The Sustainable Development Goals build on the success of the Millennium Development Goals and aim to go further to end all forms of poverty. GOOD HEALTH AND WELL-BEING (GOAL:3) Ensuring healthy lives and promoting well-being for all at all ages is essential for sustainable development.

CLEAN WATER AND SANITATION (OBJECTIVE:6) Clean, accessible water for all is an essential part of the world we want to live in. optimal growth and development at all levels within the virtuous circle. The objectives of the plan are the elimination of poverty and the reduction of inequality.

NATIONAL DEVELOPMENT PLAN VISION 2030

In 2012, the National Cabinet adopted the National Development Plan (NDP) to act as a blueprint for the work still required to achieve the desired outcomes of socio-economic development and growth across South Africa by 2030. Focus on key capabilities for both people and the country (Competencies include skills, infrastructure, social security, strong institutions and partnerships both within the country and with key international partners. Strong leadership across society working together to solve our problems Through the NDP, South Africa has set out a number of goals and indicators which aim to achieve a decent standard of living for all by 2030.

The plan aims to improve the lives of all South Africans by focusing on the critical actions outlined below. These actions describe the elements of a good standard of living, which the NDP has identified as key to improving the socio-economic well-being of all South Africans. Prince Albert Local Municipality must also ensure that its LED efforts address some of these standards.

This study determined the growth potential and socio-economic needs of settlements in the Western Cape outside the Cape Town metropolitan area using quantitative data (e.g. factors related to socio-economic, economic and physical environmental, infrastructure and institutional aspects). The results of the quantitative analyzes were combined with qualitative information to identify potential interventions that could unlock latent potential within settlements and regions. The quantitative analysis of growth potential was based on two basic and related concepts: inherent prerequisites for growth and innovation potential.

Tackling poverty and its consequences by expanding access to employment, strengthening the social wage, improving public transport and raising incomes in rural areas.

WESTERN CAPE GROWTH POTENTIAL STUDY OF TOWNS 2014

New spatial norms and standards – densifying cities, improving transport, locating jobs where people live, modernizing informal settlements and closing gaps in the housing market. The results of the quantitative analysis were summarized by a cross-tabulation of settlements according to socio-economic needs and growth potential. Prince Albert is classified as having very low growth potential and very high socio-economic needs.

The Western Cape Government has identified the following strategic goals in its effort to contribute to the achievement of the goals and objectives of the National Development Plan (NDP) over a five-year period. Support municipalities in installing street and high-mast lighting and surveillance cameras. Conducted risk and vulnerability assessments to determine at-risk communities and develop risk mitigation strategies.

Support municipalities to reduce the underuse of infrastructure and implement medium to long-term infrastructure planning to ensure a portfolio of implementation-ready projects. Support municipalities with the identification and project development of catalytic economic infrastructure that is linked to the respective municipalities' growth and development strategies.

ALIGNMENT WITH MEDIUM TERM STRATEGIC FRAMEWORK

The MTSR therefore serves as the main guide for planning and allocating resources across all spheres of government. The MTSR is structured around 14 priority outcomes covering the focus areas identified in the NDP. The alignment with the Medium Term Strategic Framework (MTSR) must be understood within the context of the Department which is aligned with the Provincial Strategic Plan of the Western Cape Government as detailed in the table below.

Prince Albert Municipal Council recognizes its constitutional responsibility and understands the importance of strong political leadership, good governance and financial management to the effective operation of the municipality. To enable all stakeholders and sectors in the municipal space to add value to the community, whether intellectual, social, economic, etc., to ensure a high quality of living and the provision of services that promote citizen-centered ownership. Leverage social, technical, economic and environmental innovation for the benefit of the Prince Albert Municipal Area;.

To enable, promote and facilitate the education of our community to establish a high level of knowledge economy in the Prince Albert municipal area;. To establish partnerships with stakeholders in the municipal space, including community and congregation representatives, sector departments and the private sector; and. Ongoing upskilling of staff to maintain the level of service and ensure expert attention to municipal activities.

Commit to continuous improvement of human skills and resources to provide effective services.

The municipal area of ​​Prince Albert covers a total of 8,800 km² with much of it in rural areas where large acres are under agricultural production, mainly fruit and sheep. The City of Prince Albert is the economic center of the municipal area. Prince Albert currently has a population of 14,510, making it the second most populous municipal area in the Central Karoo District, after Beaufort West with 51,074 people. The data shows that there are slightly more females than males in the Prince Albert municipal area with a ratio of 52 percent (females) to 48 percent (males).

SR for Prince Albert increases slightly year-over-year towards 2024, which could be attributed to a wide range of factors such as an increase in the female mortality rate and a potential influx of working men into the municipal area. Between 2020 and 2026, the largest population growth was recorded in the 65+ cohort, growing at an average annual rate of 1.7%. The municipality of Prince Albert has the lowest GDPR per capita compared to other municipalities in the CKD. As a result of the measures to contain COVID-19, which were introduced in March 2020, it was predicted that the wholesale and retail trade, catering and accommodation sector in the Prince Albert area will decrease by 18.2 percent in 2020.

The purpose of the SWOT analysis is to identify and evaluate the key factors that will guide all stakeholders in the development of a strategic plan that will guide economic development in the municipality of Prince Albert in accordance with the environment in which it is to be implemented. Market Prince Albert as a safe retirement destination / attract residents who are economically able to pay for municipal services. It is important to note that these priorities are based on participants' knowledge and experience of the Prince Albert economy.

There is an urgent need to develop a single brand identity for Prince Albert to maximize the economic value of a single logo. Attention should be paid to the informal economy and an understanding of the constraints and potential of the informal economy in Prince Albert should be demonstrated. When implemented, these projects will have a fundamental impact on local economic development in Prince Albert.

The importance of tourism to the economy means that when tourism flourishes, Prince Albert flourishes. Part of the Klein Karoo Wine Route, Prince Albert has numerous game farms and conservation areas that collectively attract both national and international tourists to the region. Use the unique assets and competitive advantages of the local tourism factory to position Prince Albert as the most desirable destination for business tourism and investment in the Central Karoo and the Southern Cape.

Present and reposition Prince Albert and surrounds as ideal Karoo tourist destination (Taste and feel the heart of the Karoo). To revitalize the image and potential of tourism for Prince Albert in an effort to increase the GDP of the local tourism sector. Enhance the tourism website and official PA social media platforms (Facebook / Twitter etc.) as a single integrated platform to market Prince Albert.

To revitalize agricultural activity at Treintjiesrivier Farm for the benefit of new farmers, partners and the Prince Albert community. Research and analyze the specific needs of SMMEs to define internal barriers and external barriers. Research green energy projects relevant to Prince Albert and identify potential business opportunities and investors.

Legal conditions for new businesses should be revised to make it easier for companies to do business in Prince Albert.
