Africa's £15,000,000 Campaign Against Drought
JOSEPH HARDING
Until recently most of the irrigation work in the Union was done by the Irrigation Boards, especially in the Cape Province. The area covered by the water at full supply is 5 square miles, and the capacity of the dam was 63,272 feet, which is now reduced by embankment. The Brandvlei Conservation Dam on the Breede River is among the major irrigation facilities in the Union.
The area of water retained is 6 square miles, and the capacity of the dam at full supply is 38,062 acre-feet, irrigating 19,033 acres. The dam wall is of the concrete gravity type, the crest is 1,420 feet long and 120 feet above the river bed. He devised a spectacular plan to increase rainfall in the Union by filling the almost dried up lakes of the Kalahari region.
Added to these tales, Professor Schwarz found a number of natives living near the Kalahari Lakes. This statement pointed out that the soil in the Union valleys was partly composed of calcium clay.
MODERN UTILITY STYLING
IN NEW MEALIE CONTROL BOARD BUILDING
On the western part of the building there is a cellar, made possible without too much excavation due to the slope of the land. Access is either from the outside through a west-facing doorway at ground level or by means of a staircase connecting all floors on this side of the building. All joinery is teak and the doors must be of the planar laminated type.
All central heating pipes and radiators will be hidden in recesses in the walls; and an automatic stoker must be fitted to the heating plant. In addition, there is plenty of room for future extensions, which have been taken into account in the design of the building. Industry Control Board, was established in 1935, by the Mealie Control Amendment Act (Act 59 of 1935).
The purpose of this board is to promote the production of corn in this country. Firstly, a tax is imposed on all maize and maize products that a trader buys or acquires from a producer. No person shall export corn or corn products without the authority of the board.
The Board's funds are used to improve the marketing of corn and to assist in the development and improvement of the corn industry in general. The board publishes information on the production and marketing of maize from time to time. It also acts as an agent for receiving and selling corn and corn products.
A levy of 1/- per bag was imposed on all maize and maize products purchased from or otherwise obtained from a producer. The money generated from this levy is used to raise the price of corn for the producer above world values. This is done by providing a refund to persons who export corn and corn products of the amount of the duty they paid on corn purchased from a producer and the amount they were required to pay to the producer in addition to the export parity.
PRETORIA'S NEW DENTAL CLINIC
All plumbing pipes are concealed in the walls, and the water pipes and drain pipes in the floors are copper and, where they are visible inside the fittings, chrome plated. Work is now continuing on the layout of the grounds, boundary wall, etc. around the clinic. A point of interest regarding this clinic can be found in the list of costs that was handed over to the architect in June 1936.
After detailing the requirements for the building, particular reference was made to the children's waiting room with the following words:-. 34; The waiting room must be suitable for lecture purposes and must be able to accommodate e.g. 200 people for this purpose. All these articles are designed simply, of unusually heavy elements as a safety measure against the usual wear and tear to which they will be subjected by the children.
The children's waiting room is 15 meters long and 6 meters wide and is divided into two rooms by a sliding and folding wall. Upstairs, again on the north side of the building, are two operating rooms, separated by a rest and recovery area. Between the laboratory on the south side and this last surgical treatment room there is a large solarium that is enclosed on the open sides.
This is currently used as such, but is actually a provision for future expansion.

BENONI'S NEW
TOWN HALL
ART AND UTILITY rCOMBINED IN ORIGINAL ADAPTATION
This gallery, furnished with soft seats, extends along both sides of the hall, each of the side galleries seating 120 people. These are currently used as boxes at events such as dances, where a view of the stage is unnecessary. One of the main decorative features of the hall is the stage proscenium, which has gold and blue molded surrounds, with a gold and silver colored pelmet.
The proscenium rises to almost the full height of the ceiling, while the stage itself is 43 feet wide and 9 feet 6 inches deep. The walls of the main hall to within a few feet of the gallery balustrades are flush-panelled with modern kejaat wood paneling with straight surrounds. The rest of the walls are of cream-coloured plaster, the ceiling of off-white plaster.
Access to the floor is gained through glazed teak doors leading from the main entrance hall to the rear of the hall and the two side entrance halls. In the center of the square is a circular luminary main feature set in a circular cutout decorated with a molded representation of the Horn of Plenty. At each corner of the square is an opening in the ventilation ducts for exhausting polluted air.
The ceiling is of the same design as that of the main hall, except that the central light feature is simple and there is no continuous stretch lighting in the beams forming the square panel. This panel is also acoustically treated. The upper floor plan can best be described as consisting of two corridors each running along the side of the building behind the side galleries. Adjacent to the small hall on the ground floor roof on each side is a wide flat roof covered with asphalt with a high parapet all around.
Access to these open spaces is gained from the caretaker's apartment and from doors at the end of each of the corridors running past the side galleries in the main hall. The roof above the top floor in the. QN the first floor directly above the performers' dressing rooms on either side of the stages are two rooms 37 ft. 9 in. by 18 ft. 6 in. for air conditioning. An interesting fact regarding the air conditioning of the Benoni City Hall is that in both halls a pressurized effect is maintained while the plant is running to prevent dust from entering through the doors and windows.
Opened 1n
Undertaking June, 1939
Returning to the main building, immediately below the pit room in the basement is the pump room, 15 feet wide and separated from the pits by a 14~in. The pumps are electrically driven and those for the effluent are operated automatically by means of float switches in the respective pits. Another interesting feature of the building is the provision in the screen room of a sliding cover for the screens.
The settling tanks are of orthodox design and are conical in shape with the usual baffle suspended in the center immediately above the intake pipe. It should be mentioned that the sewage channel from the last two detritus channels to the drain pipe in the settling tanks has a fall of 1 in 600. A 6~ inch cast iron pipe leads up from the settling tanks, from which sludge is forced upwards through the pipe by the pressure from the sewer head in the tank.
The floor of the primary filters slopes towards the centre, from where the filtered waste water is directed by gravity to the humus tanks.
