Strategic importance
South Africa's comparative geographical advantage
The proximity of the Southern African subcontinent to the Antarctic makes it an advantageous place to study the seasonal distributions of sea basin migratory species such as the great baleen whale guild of the Southern Ocean. The geographical advantage of South Africa is therefore of great relevance as access to Antarctica and surrounding oceans is still one of the major challenges in the implementation of the scientific road map.
Beneficiaries
South Africa is a member of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR10), which consists of 26 members and 10 acceding states. An additional component of the SANAP Science budget is intended for the preservation of South Africa's Antarctic heritage.
Business justification
They illustrate the conceptual context taken into account in the design of the RI and its proposed components. This insight will be particularly impactful given the global significance of the region (highlighted in the introduction).
Education and Training
Digital Antarctic Facility - This facility is initially focused on SA Agulhas II and will be expanded to other platforms. The ALSA model will be expanded to include all polar science disciplines represented in South Africa.
Employment creation
A breakthrough in communication will come from the effects of digital twins of the ship, the bases, the Polar Lab and other platforms, which will enable learners and the wider public to immerse themselves in the science environment. Marine and Antarctic science has long been a key component of the SAEON Egagasini's node teaching program and has been integrated into efforts to support curriculum-based outreach and inform communities.
Commercialisation
External employment opportunities will be facilitated through SAPRI as a result of the increased contracting of small and medium-sized enterprises to support the growing needs of the innovative and highly technical nature of SAPRI-supported research, including the development and maintenance of instrumentation.
Outputs, outcomes and impacts
Increasing the use of cooperation and partnerships to develop mutually beneficial trade related to serving various national interests in the polar region. The map shows the location of research bases within the region subject to the ATS, major transects and mooring sites of oceanographic programs, and locations of long-term and experimental glider observation (LTEOS) sites.

South Africa in the polar scientific context
In this context, and in the activities presented in Figure 4, we focus on the observations collected within the framework of SANAP projects since 2003 and on the datasets that have been coordinated as part of international long-term initiatives. Top research on marine predators (seabirds and marine mammals) began in earnest in the late 1970s/early 1980s.
Scientific impacts of SAPRI on long-term observations
The Southern Ocean is a unique part of the global coupled ocean-climate system because it is. In order to identify the potential drivers of climate change in this region, we need to improve our understanding of the interactions between the Southern Ocean and the Great Agulhas Current systems adjacent to the South African coast.

It will be more efficient to support such research through a national infrastructure model approach through SAPRI rather than a historical single user model. One of the key strengths for SAPRI is regional and global visibility, which strengthens the case for South Africa to become a global destination for Southern Hemisphere polar research.

SAPRI activities (Table 5) will be overseen by the coordinating officers of the integrated facilities, in collaboration with the logistics coordinating officer and the SANAP Logistics teams. Data
The research design of SAPRI, and thus the use of the infrastructure, will be advised by the scientific steering group, which will be informed by the individual thematic user forums. Standard operating procedures for data collection and data requests will be prepared by the SAPRI Data Center.
Differentiated access to the SAPRI infrastructures
Access to the platforms and data up to level 2 will be available to the indicated members of the approved project for the agreed duration. Extended access or shared management will be arranged through MM or dedicated MM depending on the nature of the project and financial implications.
Data management
Access to infrastructure as part of the educational offer will be managed to ensure good research activities. SAPRI's data facility will need to develop a range of products and services that enable options - ranging from traditional access to a single portal to services that enable interaction with the data infrastructure from any system of your choice.
Safety, security, insurance and utilities
The infrastructure procured through SAPRI will be covered by appropriate insurance policies as proposed by the NRF through SAEON. This must be recorded in the Service Level Agreements and, if applicable, will be paid by SAPRI to the consortium member.
Quality assurance systems
All members will be required to comply with security practices established by the SAPRI if they host infrastructure acquired by the SAPRI. This equipment must be correctly insured by the consortium member on whose asset register the equipment is listed.
Readiness for roll-out and operation
Much of the science described in SAPRI consists of existing long-term monitoring projects. SAPRI should therefore prioritize the re-establishment of as many long-term monitoring projects as possible to demonstrate the initial progress of the research infrastructure.
Feasibility of the project plan
The management/logistics staff will be primarily deployed to work under the guidance of the SAPRI Advisory Committee to ensure that science-logistics connections are resolved and to provide logistics support to current SANAP projects. As host organization and consortium manager, SAEON will have fiduciary responsibilities for many critical aspects of the SAPRI organization.
Leadership
First, the shared cooperative understanding and political will of the two government departments that are the main investors in polar science, namely DSI and DEFF. The articulated management of the SAPRI detailed in the next chapter is designed to ensure smooth relations and proper measures for operational functioning and, when necessary, advise on the production of an evolving business model.

During the meta-design phase, the University of Cape Town indicated availability to host the Polar Lab on its premises, in recognition of the already existing capabilities for treating ice samples. A similar expression of interest has been expressed by Stellenbosch University, in order to house the outreach and Digital Antarctica components of the DPS integrated facility where the ALSA and the Sound and Vibration Unit operating the sensors on the SA Agulhas II, is located.

The NRF is a scientific council established under Law 23 of 1999 in the DSI domain. Instead, the Executive Director of the NRF will be responsible for exercising fiduciary control over SAEON and thus over SAPRI.

As with the other two RIs hosted by SAEON, there is no room in the NRF structure for control through a board dedicated to SAPRI. SAP will be responsible for offering good advice and SAEON Management will be responsible for implementing this advice within the constraints and context of the larger organization.
