One of the outstanding features of the uMlalazi area is the coastal area from north of Mtunzini to the mouth of the Matigulu River. In terms of the land capacity classification map (see attached at the end of this section 4), agricultural land with high potential is evident in the north-eastern part of the municipality (occupied by commercial agriculture and not part of the Ingonyama Trust Land) as well as parts of Council Wards 7 and 8 (some commercial agricultural areas as part of Council Division 7 and parts of the Kolweni and Shange Traditional Leadership Areas as part of Council Division 8).

DEVELOPMENT STRATEGIES

THE MUNICIPAL VISION AND ITS ELEMENTS

The vision is seen as the end goal in terms of the IDP process, with strategic focus areas, development strategies and objectives, and projects being the steps required to achieve the vision or goal. From a vision perspective, there are certain elements that provide guidance for decision-making. The vision recognizes the importance of natural resources not only for the present generation, but also for future generations.

The strategic core areas, development strategies and goals and projects prepared by the IDP must support the vision and its elements, while the spatial development framework must be a spatial reflection of the vision and must realize the elements of the vision by directing spatial developments in the area.

EXPLANATION OF TERMINOLOGY

ACCELERATED AND SHARED GROWTH INITIATIVE FOR SOUTH AFRICA (ASGISA) 152

A key area of success for local economic development is aimed at establishing economic growth and development in all economic sectors and promoting social development and community empowerment. ASGISA identified the need to monitor departmental budget expenditures as some departments overspend and others underspend. The purpose of the KwaZulu-Natal Provincial Growth and Development Strategy (PGDS) is to provide strategic direction for development and planning in the province.

PSEDS attempts to indicate where different types of investment should be directed in order to achieve development and/or economic growth.

UTHUNGULU DISTRICT GROWTH AND DEVELOPMENT SUMMIT ACTION PLAN156

Safety and Security Approach the community safety and liaison department to organize a safety and security workshop for Uthungulu (follow up by roadshows).

PRIMARY ADMINISTRATION CENTRE

SECONDARY CENTRES

It is a center that has developed due to its proximity to both Gingindlovu and Mtunzini where a higher level of service is available. On the other hand, the P230 is a gravel road, which is in poor condition in places. The proximity of this center to the junction between the P230 and the R66 has influenced its development.

Khomo This center is located on the border of uMlalazi/Nkandla Local Municipality and is closer to Nkandla than Eshowe.

TERTIARY CENTRES

Nkwaleni This center has a strategic location as it is located at the junction of the R34 from Empangeni and the R66 between Eshowe and Melmoth. Nteneshane It is located in the east of the council area on the D518, which links the R102 and the P230, both roads are tertiary. Oquqeni It is also a center located on the P230, which further underlines the importance of this transport route as a functional route.

It is also located at the junction between the D884 and the R66, the first road mentioned connecting the R102 and the R66.

PRIMARY CORRIDORS

Samungu This center is located on the D356 and shows a steady population growth rate over the past five (5) years. The growth rate can be expected to be slow, given the proximity to Eshowe and the proximity to Samungu, which shows a faster growth rate. The definition and (and even ranking) of the above Development Centers is strongly influenced by the transport routes they serve.

The Development Plan has identified a number of roads as part of their Development Corridor network based on the condition of the roads, the level of access provided by the roads and its.

SECONDARY CORRIDORS

The road is currently gravel and has been identified in the uMlalazi IDP for upgrading using tar. This corridor serves an agricultural area of considerable size and will become increasingly important. If improved to an acceptable standard, it will encourage traffic movement between the Greytown/Kranskop and Eshowe areas as it will significantly shorten the journey distance.

TERTIARY CORRIDORS

Creation of a single Land Use Management Scheme for urban and rural areas of the Municipality; Consolidate existing planning schemes and Land Use Management Guidelines into the format recommended by the Province, and. Provision of a system of zoning and appropriate land use categories, as well as management zones for different land uses in the Municipality to enable effective management of land use in the urban, peri-urban and rural areas of the Municipality.

Present LUMS and its benefits to a Combined Amakhosi meeting and obtain permission to undertake land use surveys in traditional leadership areas.
