Based on the vision and mission of the ELCT and particularly on the vision and mission statements of the independent units of the ELCT (20 dioceses), the ELCT defines development as a process of change that includes spiritual and material well-being (Mshana, 1986). The V1Elephant above suggests that the church put people at the center; after all, the strength of the church is the people.

SUSTAINABLE DEVELOPMENT

How it should be done remains a paradox as approaches and ecclesiastical models of proselytizing such a message of development vary from one church to another. It cannot be linear and predictable, it must move at the pace of individuals and groups in the community.

Needs of the self for wholeness or autonomy: These include the needs for identity, self-esteem, creativity, self-expression, and personal freedom. They include the need for health, that is, nutrition, clean air and sexuality; safety, protection and shelter; and sustainability, that is: peace, permanence and the continuity of generations.

ATTAINING COMMUNITY CONTROL

In doing so, the churches realized that poverty and hunger are not to blame for a lack of knowledge, but rather a lack of justice. However, since the poor are often unable to meet their own needs due to political, social and economic factors that hold them back, some northern churches have begun to talk about the concepts of solidarity and partnership with southern churches (Mensah, 1993).

According to the ELCT Development Report (1991, p.5), the diocese receives direct funding from the Lutheran World Federation in support of the program. Such commercial farms ranged from a one hectare (4,900 square meters) field to three acres (14,700 square meters) of the selected commercial crop.

Focusing on only a few members of any community will never combat poverty in the wider sense, nor will it distinguish the present church from the missionary church which created classes among the people of the states, the spirit of individualism, egoism as well as did not promote favoritism within. family members who later created capitalist African societies. Considering the nature of the problem and the type of data required, the study was a qualitative research. They seek insight rather than statistical analysis, while Merriam and Simpson (1995) and Bailey (1990) see qualitative research as an umbrella term covering a wide range of different forms of qualitative research.

RESEARCH DESIGN

What to sample, how many people to be involved in interviews, the answering of questionnaires must be decided. It is also decided whether questionnaires will be structured or semi-structured and how to handle non-responses or response errors.

SAMPLING CRITERIA USED

Purely theoretical thesis: This type of thesis is constructed by working on two key areas in terms of what types of sources are to be consulted and how such sources will be deployed. Informed decisions were made about which methods of measuring livelihoods to use and exactly who to interview.

THE POPULATION OF STUDY

These included fifteen households that received heifers from the project; sponsor; the church; members of the public, including ten people not involved in the project, and two village health officials (one medical assistant and one rural health worker). Both sponsor and healthcare facility participants were purposively selected to meet the requirements of the study (Merriam and Simpson, 1995, p.l. 09), while members of the general public and those of the direct beneficiaries were randomly sampled.

VALIDITY AND RELIABILITY

The two measurement determinants of qualitative research are analyzed from the perspective of the above definitions. The use of the focus group discussion can therefore be seen as a determination of reliability.

10% of the total respondents said: "Members were drawn from the main clans of Ipalamwa, Ukwega and Kimala villages." Based on the response of church representatives (implementing agencies) to the question 'Who are your main supporters?' findings showed that the implementing agency received funding from six different organizations.

The church focus group interview showed that the needs of the community were many and that the church as a faith organization did not have the capacity to meet such needs. Lack of qualified staff: Church focus group interviews indicated that the church lacked staff capable of organizing, planning and supervising community-based income-generating projects.

In most cases, the project failed in Ukwega village due to abuse of power. In such circumstances, people are afraid to join such projects, especially when they realize that the project is linked to the hidden agendas of the implementing agency.

RECOMMENDATIONS

For better performance, the diocese and the church in general must refrain from using cheap and unskilled personnel. Finally, there is a need for the Diocese and the church in general to adopt the Sustainable Living Approach in its planning process.

AREAS FOR FURTHER RESEARCH
