IV. CONDUCT OF BUSINESS

A.

Agenda.

19. The business at any meeting shall be transacted

in

the follow- ing order, and not otherwise, except by direction of the Senate:

(a) Reading, amendment, and conffrmation of

Minutes.

Business arising out of the Minutes.

(b) Election of Warden-and Clerk.

(c) Election of l\4embers of the Council.

(d) Questions.

(e) Business from the Council

(f)

Motions on the Notice-paper.

(g) Other business.

20. Bxcept by permission of two-thirds of the members present, no member shall make any motion initiating

for

discussion

a

subject which has not been duly inserted on the Notice-paper

for

that meet- ing.

21. Except subject

to

the preceding Order, no business shall be entered on

at

an adjourned meeting which rvas

not

on

the

Notice- paper for the rneeting of which

it

is an adjoulnment.

B. Rules of Debate.

22. Whenever the Warden rises duling a debate any member then speaking or offering to speak shall sit down and the Warden shall be heard without interruption.

the Warden desiles to take palt in a debate, he shall vacate the chair for the time.

28. A mernber may speak upon any quêstion before the Senate or upon any amendment proposed thereto, or upon a motion or. amend- rnent

to

be proposed

by

himself,

or

upon a point

of

order,

but

not upon the motion that the questrion be now put, or that a member be

30. No rnember may speak twice to a question before

a question may again be heard to explain himself in regard to some material part of his speech, but shall:.uot intloduce any new matter.

reply shall be allowed

to

any member who has moved an amend- ment.

33. No member may speak to any question after it has been put by the Warden and the show of hands has been taken thereon.

34. No membel shall reflect upon any vote of the Senate except for the purpose of moving that such vote be rescinded.

In

the absence of a rnember who has given notice of a rnotion any member present rnay move such motion

A notion

may be amended

by

the mover

with

leave

of

the

Senate.

Any

rnember: proposing

in writing to the Warden.

38. Any motion

amendment not seconded shall not be further discussed, and no entry thereof shall be made on tJle Minutes.

rnember who has made a motion or amendment may with- dlaw the same by leave of the Senate, glanted without any negative voice.

40. No motion or arnendment shall be proposed which is the same

in substance as any question which during the same meeting has been resolved in the afirmative or the negative.

42. \Uhen amendments have been made

When amendments have been proposed

made, the question shall be put as originally proposed.

44. A question may be suspended-

(u) By a rnotion " That the Senate proceed to the next business."

(b) By the motion :" That the Senate do now adjourn."

45. A debate may be closed by the motion " That the question be now put," being proposed, seconáed, and carried, and thä question shall be put forthwith without further amendment or debate. -

Divisions.

46. So soon as a debate uporì a question shall be concluded the Warden shall put the question to the Senate.

47. A question being put shall be decided in the fir'st instance by a show of hands.

48. The Warden shall state whether in his opinion the "Ayes

the " Noes " have it, but any member may call for a division.

in

which case any other member may be voted to the chair.

80. When the matters referred

to

the Committee have been dis- posed of the Senate resumes, and the report of the Committee

is

at once proposed to the Senate

for

adoption.

81. When the matters so referred have not been disposed

of,

the Senate having resumed and having received

a

report

of the

Com- mittee to the efiect that the matters have not been

fully

disposed of, may appoint a future day for the Committee to sit again.

member may speak more than once

to

each question.

&3. ,A. motion need not be seconded.

Select Committees.

84. Select Committees, unless

it

be otherwise ordered, shall con- sist

of

ffve members,

who

shall elect

their

own Chairman,

anil

of whom three shall be a quorum.

85. The Chairman shall have

both a

deliberative and

a

casting vote.

86.

At

the time of the appointment of the Committee the Senate shall instruct the Committee as to the matters to be reported on by them, and their report shall be confined

to

such matters.

87. The Chailman shall present the report

of

the Committee to the Senate, and

it

shall be forthwith discussed or postponed for future consideration.
