7. I Bachelors Degrees, Diplpmas and Other Academic
8.5 Method of Counting of Votes in
18 At each election, votes shall be counted by the method prescribed in Statute 8.5 Method of Counting of Votes in Elections of Members of Council.
19 As soon as possible after the counting of votes has been completed the Returning Officer shall declare the result of the election by placing on the Registry notice board a notice naming the candidate elected, and such notice shall be signed by the Returning Officer and the scrutineers. The Returning Officer shall also inform each candidate individually of the result of the election.
20 If for any election the number of valid nominations received is less than the number of positions to be filled, the Returning Officer shall inform the Council and the Council shall treat the unfilled position or positions as a vacancy or vacancies to be filled in accordance with Clause 3 of this statute.

8.5 Method of Counting of Votes in Elections of Members of Council
At each election in which only one member of Council is to be elected, votes shall be counted by a preferential method in accordance with.the following procedure:
(I) the valid votes shall first be counted to determine whether any candida\e has a majority of the valid votes cast;
(2) if any candidate has a majority the Returning Officer shall declare him to be elected;
(3) if no candidate has a majority, the candidate with the fewest votes shall be eliminated and the votes cast in his favour examined to determine the voters' preferences between the
remaining candidates in the count;
(4) a ballot paper which indicates no preference for any candidate remaining in the count shall be eliminated from the count;
(5) where a ballot paper indicates a preference for a candidate remaining in the count the vote shall be added to the total of the candidate for whom the preference is indicated;
(6) the procedures outlined in sub-clauses (3) to (5) above shall be conf1nued until one candidate remaining in the count has a majority of votes, whereupon the Returning Officer shall declare that candidate to be elected;
(7) if at any stage during the counting of votes two or more candidates are found to have an equal number of votes and it is thereby impossible to proceed further with the count, the Returning Officer shall choose by lot the name of one of the candidates who shall then be deemed to have a greater number of votes than the other candidate or candidates;
2 At each election in which more than one member of Council is to be elected, votes shall be counted by a proportional method in accordance with the following procedures:
(I) the valid votes shall be counted and an initial quota calculated by dividing the number of valid votes by a number equal to the number of positions to be filled plus one;
(2) the valid votes shall be allocated to candidates in accordance with the indicated first preferences. The votes so allocated to any candidate shall constitute that candidate's First Parcel of votes, each vote in the First Parcel shall have a vote value of one;
(3) if a candidate has in his First Parcel a number of votes in excess of the quota, the Returning Officer shall declare that candidate (or each such candidate if more than one) elected. If one or more vacancies then remain, the votes in the First Parcels of elected candidates shall be distributed, in the manner prescribed by sub-clause (I I) below, to other candidates who have not been elected;
(4) if no candidate has in his First Parcel a number of votes in excess of the quota, the Returning Officer shall eliminate from the count the candidate with the lowest number of votes in his First Parcel -and shall distribute the votes in that Parcel to other candidates remaining in the count in accordance with the next preference indicated on the ballot papers and in the manner prescribed in sub-clause ( 12) below;
(5) as each Parcel of votes Js distributed in the manner prescribed in sub-clauses ( 11) and ( 12) of this clause, new Parcels of votes shall be created in order' of receipt for the candidates to whom the votes are allocated. The Second Parcel of any candidate shall comprise his share of the Parcel first distributed from any other candidate, the Third Parcel shall comprise his share of the Parcel next distributed from any other candidate and so on;
(6) if in the course of the distribution of the votes in any Parcel any votes are .excluded in accordance with sub-clause ( 13), the weighted value of the votes so excluded (ie the number of votes excluded multiplied by the vote value of each vote in the Parcel) shall be deducted from the weighted values of the votes remaining in the count before the commencement of the distribution, and the quota shall then be recalculated by dividing the weighted value of the votes
remaining in the count by the divisor ascertained in accordance with sub- clause (I);
(7) each time the quota is recalculated in accordance with sub-clause (6) above, the Returning Officer shall ascertain the total vote standing to the credit of each candidate still remaining in the count in accordance with sub-clauses (4), ( 11) and (12);
(8) whenever, upon the total vote standing to the credit of each candidate being ascertained (whether on a recalculation of the quota or otherwise), a candidate is found to have a total vote in excess of the quota, the Returning Officer shall declare that candidate (or each such candidate if more than one) elected. If one or more vacancies then remain the votes of the candidate or candidate~ so elected shall be distributed in the manner prescribed in sub-clause (I I);
(9) if when the total vote standing to the credit of each candidate has been ascertained no candidate is found to have a total vote in excess of the quota, the candidate with the lowest total vote shall be eliminated from the count and his votes distributed to other candidates remaining in the count in accordance with the next preference indicated on the ballot papers and in the manner prescribed in sub-clause ( 12) below;
(I 0) when a candidate has been declared elected or has been eliminated from the count, no further preferences shall be distributed to that candidate and any preference which would otherwise have been received by that candidate shall be distributed to other candidates remaining in the count in accordance with the next highest preference indicated on the ballot papers;
(I I) the distribution of votes of an elected candidate shall proceed in the following way:
(a) where two or more candidates have total votes exceeding the quota, the votes of the candidate with the greatest total vote shall be distributed first;

(b) the returning officer shall deduct the quota from the total vote standing to the credit of the candidate whose votes are to be distributed;
(c) the remainder so ascertained shall be divided by the total number of votes in the Parcel last received by the candidate whose votes are to be distributed;
( d) votes in the last received Parcel shall be distributed to other candidates in accordance with the indicated preferences, with each vote so distributed having a vote value equal to the number ascertained in accordance with paragraph (c) of this sub-clause;
( 12) the distribution of votes of a candidate eliminated from the count shall proceed in the following way:
(a) votes in the First Parcel shall be distributed first, followed by votes in the Second Parcel, the Third Parcel and so on;
(b) the votes distributed from each Parcel shall retain their existing vote values;
( 13) where, during the distribution of any candidate's preferences to other candidates a vote is found not to indicate a preference such as would permit its distribution, that vote shall be excluded from further counting;
( 14) if at any stage during the counting of votes two or more candidates are found to have an equal total vote and it is thereby impossible to proceed further with the count, the Returning Officer shall choose by lot the name of one of the candidates who shall then be deemed to have a greater total vote than the other candidate or candidates;
( 15) the procedures outlined in sub-clauses (5) to ( 14) shall continue until all the positions are filled;
( 16) at the discretion of the Returning Officer, the counting of votes may be executed by computer operation in accordance with a computer program held by him which, to his satisfaction, implements the procedures set out in sub-clauses (I) to (15) above.

9.1 Alumni Association and Convocation
Definitions
In this statute, unless some other meaning is clearly intended:
Alumni Association means the Flinders University Alumni Associated established in accordance with this statute;

Convocation means the Convocation of the University as defined in the Flinders University Act, Clause 2 Interpretation and Clause 17 Convocation;
Council means the Council of The Flinders University of South Australia;
President means the President of the Alumni Association and Convocation.
Flinders University Alumni Association 2 The Flinders University Alumni Association
will be established in accordance with this statute, to be:
(a) the formal body of the Convocation of the University representing graduates of the University; and
(b) the body representing members of staff, former members of staff, students, former students and other persons who have had a significant involvement with . the University.
Objectives and Responsibilities
3 The Flinders University Alumni Association will have the following objectives and responsibilities:
(a) to provide a forum for the President and members of Convocation to exercise and discharge any powers and responsibilities conferred on the Convocation of the University by The Flinders University of South Australia Act;
(b) to promote and recognise the interests and achievements of the University and its graduates;
(c) to provide advice on policies and strategic directions of the University, and in particular on any matter which may affect graduates;
(d) to foster an environment in which members of the Alumni Association are able to contribute to the life of the University, and to facilitate interaction between members of the Alumni Association, the University and the community;
(e) to perform any functions consistent with the objectives and responsibilities of the Alumni Association conferred on it by the Council of the University.
Rules of the Alumni Association
4 The Council of the University will establish rules for the operation of the Alumni Association in accordance with this statute.
Membership
5 The Alumni Association will, at its discretion, admit members in accordance with the membership categories identified below.
(a) Honorary member: a member who has made a significant contribution to the University or the Alumni Association (b) Graduate member: a graduate of the
University
(c) General member: a member of staff of the University, or a former member of staff, or a student of the University, or a former student, or a person who has had a significant involvement with the University
6 The Alumni Association Committee may recommend to Council the adoption of rules on membership.
7 Members must comply with relevant rules and statutes of the University and the Association.
The Alumni Association Committee may, in accordance with the rules, review or terminate the membership of any person who has failed to comply in this respect.
President of the Alumni Association and Convocation
8 The President of Convocation will also be the President of the Alumni Association.
9 The President will be a graduate of the University, appointed in accordance with relevant provisions of The Flinders University of South Australia Act and the rules of the Alumni Association.
Alumni Association Committee
I 0 The Council of the University will appoint an Alumni Association Committee to be the governing body of The Flinders Alumni Association, comprised of:
(a) the President of the Alumni Association, ex offlcio;
(b) the Vice-Chancellor, ex officio (or nominee);
(c) twelve members of the Alumni
Association, the majority of whom will be graduates of the University, appointed in accordance with the rules of the Alumni Association;
( d) the Executive Officer of the Alumni Association, ex officio (non-voting).
I I The Alumni Association Committee will perform the following functions:
(a) formulate rules for the operation of the Alumni Association and recommend their adoption to the Council of the
University;
(b) ensure that the Alumni Association operates in accordance with the rules of the Alumni Association, The Flinders University of South Australia Act, , statutes and by-laws pursuant to the Act, and' the rules and policies ofthe University;
(c) provide opportunities for members of the Alumni Association to promote the interests of the University and the interests of graduates of the University through:
(i) the establishment of Alumni Chapters;
(ii) involvement in activities and events of the University and organisations affiliated or associated with the University;
(iii) liaison with graduates, employers and relevant professional bodies;
and
(iv) other activities or functions which are consistent with the objectives and responsibilities of the Alumni Association;
(d) provide opportunities for graduates of the University to contribute to the policy directions of the University.
12. Procedures for the operation of the Alumni Association committee and for the conduct of meetings will be specified in the rules of the Alumni Association.
Vice-Presidents and Office Holders 13 The Alumni Association committee may
appoint Vice-Presidents and officers from amongst the appointed members of the Alumni Association Committee to assist the President with the operation of the Alumni Association.

Chancellor as Patron
14 The Chancellor of the University will be the Patron of the Flinders University Alumni Association.
Amendment to Statute 9.1
15 This statute may only be amended with the agreement of the Alumni Association committee.

The academic dress for undergraduates shall be a plain black gown with open sleeves, slit vertically from the shoulders and caught together at the bottom of the slit.
2 The academic dress for graduates of the University shall be gown, hood and cap as set out in Clauses 3 to 6 below.
3 The gown shall be:
(I) for Undergraduate Diplomas (including Associate Diplomas): a plain black gown with open sleeves, slit vertically from the shoulders and caught together at the bottom of the slit;
(2) for Bachelors: a plain black gown with open sleeves, slit vertically from the shoulders and caught together at the bottom of the slit;
(3) for Graduate Certificates and Graduate Diplomas: a plain black gown with open sleeves, slit vertically from the shoulders and caught together at the bottom of the slit;
(4) for Masters: a plain black gown with glove sleeves, having horizontal slits to free the arms;
(5) for Doctors of Philosophy: a gown of dark blue with short wide sleeves, the gown and sleeves faced with scarlet to the width of three inches;
(6) for Doctors (other than Philosophy): a gown of scarlet with short wide sleeves, the gown and sleeves faced with the same colour as the piping of the hood to the width of three inches.
4 Other than for Doctors of the University, the hood shall be a rounded cape of dark blue without a liripipe:
(I) for Undergraduate Diplomas (including Associate Diplomas): lined with white;
(2) for Bachelors other than Bachelor of Medicine and Bachelor of Surgery: lined with white and having coloured piping to the width of half an inch;
(3) for Bachelor of Medicine and Bachelor of Surgery: lined with apple green;
(4) for Masters: lined with pale blue and having coloured piping to the width of half an inch;
(5) for Doctors of Philosophy: lined with scarlet;
(6) for Doctors (other than Doctors of Philosophy and Doctors of the University):
lined with scarlet and having coloured piping to the width of half an inch;
(7) for Doctors of the University: the hood shall be a rounded cape of scarlet without a liripipe, lined with sea blue and having a silver beige piping to the width of half' an inch;
(8) for Graduate Certificates and Graduate Diplomas: lined with pale blue.
5 The cap shall be:
(I) for Masters: a black trencher cap with black tassel:
(2) for Doctors of Philosophy: a black trencher cap with dark blue tassel;
