4.3 The Faculties
Interpretation
I Jn this statute, unless some other meaning is clearly intended -
'Board' means the Faculty Board of a faculty established in accordance with this statute;
'Deputy Head' means a Deputy Head of a faculty;
'faculty' means a faculty established by Council in accordance with this statute;
'Head' means the Head of a faculty;

Faculties
2 There shall be such faculties as the Council shall from time to time determine.
Faculty members
3 The members of a faculty shall be - (a) the Vice-Chancellor ex officio;
(b) all members of the academic and general staff who hold appointments within the faculty;
(c) persons who hold full academic status within the faculty;
(d) all students enrolled in courses of study within the faculty;
( e) such other persons or categories of persons as the Council may appoint as members of the faculty.
Faculty structure
4 The internal structure of a faculty shall be as determined by the Council on the
recommendation of the Board.
Head of Faculty
5 Whenever a vacancy in the office of Head occurs, the Council shall appoint a Head, on the recommendation of the Vice-Chancellor and in accordance with the provisions of this statute.
6 The Head shall be responsible to the Vice-Chancellor for providing academic and administrative leadership to the faculty, and for managing the faculty's resources in order to ensure that the faculty maintains and enhances its academic standards and programs of teaching, research and consultancy. The principal responsibilities of the Head shall be as determined by the Council from time to time.
7 In recommending the appointment of a Head to the Council, the Vice-Chancellor shall seek the nomination of the Board.
8 The Board shall propose to the Council for its approval, the means by which the Board V>'.ill identify and nominate a candidate for appointment as Head.
9 Where a Board decides to identify a candidate for appointment as Head by means of an election, the election shall be conducted in accordance with procedures determined by the Council and with the following provisions:
(a) a candidate for election shall be an employee of the University and a member of the academic staff of the relevant faculty;

(b) the electorate shall comprise - (i) all academic staff employed by the
University who are members of the faculty;
(ii) all persons holding full academic status within the faculty.
I 0 If a Board is unable to nominate a candidate, the Vice-Chancellor, in consultation with the Board, shall identify, after open ad~ertisement or otherwise, candidates who may be considered for selection to the position of Head. Council, on the recommendation of the Vice-Chancellor, shall appoint a selection committee to consider all such candidates.
The selection committee shall recommend a candidate for appointment. Notwithstanding the provisions of Clause 12, the Council may determine that a candidate appointed under the provisions of this clause may hold office for a period greater than three years.
11 Subject to the provisions of Clause I 0, to be eligible for nomination as Head, a person shall be an employee of the University and a member of the academic staff of the relevant faculty.
12 The Head shall be appointed for a term of three years, or as otherwise determined by the Council, and shall be eligible for
reappdintment for a further term.
13 The Head may resign his or her office by giving three months notice in writing to the Vice-Chancellor, who shall notify the Council.
Deputy Head of a Faculty
14 On the recommendation of the Board, the Vice-Chancellor may appoint a Deputy Head to assist the Head and to act for the Head if the Head is not available or is unable to act.
The Deputy Head shall be appointed in accordance with Clause 15 of this statute and on such other terms and conditions as the Vice-Chancellor determines, on the basis of advice from the Head. The Vice-Chancellor shall report to the Council the appointment o a Deputy Head.
15 A Deputy Head shall be appointed for a term of three years, or as otherwise determined by the Council, and shall be eligible for re-appointment for a further term.
Appointment of an Acting Head of Faculty 16 If the Head or Deputy are not available or are
unable to act, or if the office of Head is
temporarily vacant, the Vice-Chancellor may appoint an Acting Head.
The Board and its composition
17 In each faculty there shall be a Faculty Board which shall be established by the Council.
18 (I) The Board shall be constituted so as to include as members -
(a) the Vice-Chancellor ex officio;
(b) the Head ex officio, who shall chair the Board:
(c) the Deputy Head and the Faculty Registrar ex officio;
( d) representatives of the academic staff, general staff, undergraduate and postgraduate students elected or appointed in accordance with such procedures and on such terms as may be approved by the Council from time to time.
(2) The Board may co-opt such other members as the Council shall approve from time to time.
19 (I) Elected members of the Board shall hold office for -
(a) in the case of staff members, two years;
(b) in the case of student members, one year.
(2) Co-opted members of the Board shall hold office for two years.
20 The Board shall meet at least four times each year and at such other times as "the Head may determine.
21 The Head shall convene a special meeting of the Board at the written request of three members. Such a request shall state the reasons for a special meeting. The special meeting shall be held within fourteen days of the receipt of such a request.
22 Each Board shall regulate its own proceedings which shall include the determination of a quorum for meetings of the Board.
The Powers of the Board 23 The Board shall -
(a) contribute to the development of the academic policies of the University by providing advice to Council through the Academic Senate; ·
(b) determine policies in areas of authority devolved to a faculty;
(c) be responsible for the conduct of such academic programs and courses of study as may be determined by the Council from time to time;
(d) approve new courses and amendments to courses for which it is responsible and submit these for approval to the Academic Senate;
(e) determine the assessment methods and examination results for subjects or courses for which the faculty is responsible;
(f) select students for admission to courses offered by the faculty, within policy guidelines established from time to time by the Academic Senate;
(g) advise the Head on broad budgetary policies, faculty planning and matters of University policy generally;
(h) inform the Council on matters concerning the operation of the faculty, which the Board considers require action by the Council;
(i) exercise the powers and functions conferred on it by the statutes of the University;
(j) perform such other functions as the Council may 'from time to time determine.
Power of Delegation
24 The Board may establish such sub-committees as it deems necessary to carry out its duties and shall determine the membership and terms of reference of those sub-committees.
The Board may delegate to its officers or sub-committees such powers and functions as it deems fit, other than this power of delegation. No such delegation shall prevent the exercise by the Board of any of its powers and functions.
Administration of a Faculty
25 In each faculty there shall be a Faculty Registrar who shall be Secretary to the Board.
The Faculty Registrar shall be responsible to the Head and to the Di'rector of Administration and Registrar for the administration of the faculty.
