30. General. (1) Every candidate for examination for a certificate of competency or for a permit to engage as a learner shall forward to the Board an application in Form 7 or 8 respectively of the Second Schedule to these Regulations.

(2) The application shall be accompanied by- (a) the prescribed fees;

(b) details of the candidate's qualifications and experience required by the Rules under the Second Schedule to this Act;

(c) a medical certificate where required by the Second Schedule to this Act; and

(d) testimonials as to the candidate's general good character.

(3) A candidate may be examined by written or oral examination, or by a combination of these methods, and he may also be required to give a practical demonstration of the skills required for the performance of the duties under the authority of the certificate for which he applies.

( 4) If the applicant fails the examination he may be refunded that portion of the fee paid for the grant of the certificate and he shall not be eligible to apply again for a certificate of competency until three (3) months after the date of the examination.

31. Engineer's Certificate. A candidate for examination for an Engineer's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 8 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of machine design sufficient to understand the general principles upon which boilers, unfired pressure vessels and machinery are constructed;

(b) a knowledge of the methods of testing boilers, steam engines and internal combustion engines;

(c) a knowledge of the methods of staying boilers and of calculating the strength of any class of boiler joint;

(d) a knowledge of the various types of welded joints and their preparation;

(e) a knowledge of safety valve construction and operation;

(f) a knowledge of the testing of feed water and the methods of preventing and treating corrosion, galvanic action and caustic embrittlement in boilers;

(g) a knowledge of refrigeration and the operation of refrigeration and air-conditioning machinery;

(h) a knowledge of the principles and operations of internal combustion machinery;

(i) the ability to make a dimensioned drawing of any part of an engine, boiler or machine;

(D

a sound knowledge of modern practices in the fencing, safe guarding and operation of machinery; and

(k) a sound knowledge of oil firing, pulverised-coal firing and the automatic control of boilers.

32. Engineer's (Refrigeration) Certificate. A candidate for exam- ination for an Engineer's (Refrigeration) CeI1tificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 8 (3) of the Second Schedule to this Act, pas-s an examination satisfactorily to show that he possesses-

(a) a sound knowledge of refrigeration in all its applications;

(b) a sound knowledge of the design and construction of the various types of refrigeration compressors in general use;

REGULATIONS Reg. 33 95 (c) a sound knowledge of all types of evaporators, condensers and other ancillary equipment used with refrigeration compressors;

(d) a knowledge of the various refrigerants in general use (toxic and non-toxic) and the safety precautions necessary with their use;

(e) a knowledge of automatic control, and the various instruments used in the common types of refrigeration systems;

(f) the ability to make a dimensioned drawing of any part of a refrigeration system;

(g) a knowledge of the construction and operation of the various types of boilers in general use;

(h) the ability to calculate refrigeration capacity and efficiency;

and

(i) a knowledge of the various types of welded joints and their preparation.

33. First Class Engine Driver's Certificate. A candidate for exam- ination for a First Class Engine Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 9 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of arithmetic;

(b) the ability to calculate the strength of materials of various cross sections;

(c) a knowledge of the setting of boilers in brick-work and of the arrangement of fiues, and the class of material used;

(d) a knowledge of the principles of vacuum and condensation, and the uses of the various pumps and other machinery used with condensing engines;

(e) a knowledge of the operation of turbines and other steam plant;

(f) a knowledge of the methods of repairing defects and the carrying out of adjustments;

(g) a knowledge of the management of a battery of boilers, the regulation of feed water, and the procedure to be followed in the event of a sudden failure of feed water supply or an accident;

(h) a knowledge of the impurities likely to be found in feed water and the resulting effect on boiler plates;

(i) a knowledge of the principles of boiler feed pumps, injectors, equipment, and instruments used in boiler installations;

(j) a knowledge of the principles of oil firing, pulverised-coal firing and the automatic control of boilers; and

(k) the ability to make a good freehand sketch illustrating the principal parts of a steam engine.

34. Second Class Engineer's Certificate. A candidate for examination for a Second Class Engineer's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 8A of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a sound knowledge of mathematics;

(b) the ability to calculate the strength of materials of varieus cross sections;

(c) the ability to describe the various mountings ef a boiler, the materials ef construction, and how to' remedy defects;

(d) a knewledge ef the construction and eperation ef boilers and steam plant;

(e) a knowledge ef machine shop practices and ef the classes of machinery in general use;

(f) a knowledge ef welding;

(g) the ability to make freehand sketches ef machinery components; and

(h) a sound knowledge ef the testing of feed water, and the precautions necessary to' prevent damage from impurities.

35. Second Class Engine Driver's Certificate. A candidate for examination for a Second Class Engine Driver's Certificate shall, upon satisfying the Board that he has the qualificatio.ns prescribed by Rule 10 of the Secend Schedule to. this Act, pass an examination satisfacterily to show that he possesses-

(a) a knowledge ef arithmetic and the ability to make simple calculations relating to engines and boilers;

(b) the ability to describe the censtruction of various types of boilers in general use;

(c) a knowledge of the procedure of taking charge of a boiler which has not previeusly been under his charge beth befere and after the fires are lit;

(d) a knewledge of the precautions to be observed in raising steam;

(e) the ability to describe the various meuntings on a beiler, the materials of construction, and their purpose and operation;

(f) a knewledge of the procedure to be followed in the event of a gauge glass breaking, replacement of the glass and the precautions to be observed in heating up a new glass;

(g) the ability to describe the various parts of a steam engine or turbine, the uses thereof and the materials of censtruction;

(h) a knowledge of the attention required while an engine or turbine is running;

(i) a knowledge of the procedure to be followed to start and stop an engine and the precautions to be ebserved;

(D

the ability to carry out simple repairs to engines and boilers and a knowledge of boiler inspection openings;

(k) a knowledge of the principles of oil firing of boilers and requirements connected therewith; and

36. First Class Boiler Attendant's Certificate. A candidate for examination for a First Class Boiler Attendanfs Certificate shall, upon satisfying the Board th3!t he has the qualifications prescribed by Rule

12A (1) of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of arithmetic;

(b) a knowledge of the setting of boilers in brickwork and of the arrangement of flues and the class of material used;

(c) a knowledge of the principles of vacuum and condensation and the uses of the various pumps and other machinery used with condensing engines;

Cd) a knowledge of the management of a battery of boilers, the regulation of feed· water, and the procedure to be followed in the event of a sudden failure of feed water supply or an accident;

(e) a knowledge of the impurities likely to be found in feed water and the resulting effect on boiler plates;

(a) a knowledge of arithmetic and the ability to make simple calculations relating to boilers;

(b) the ability to describe the construction of various types of boilers in general use;

(c) a knowledge of the procedure for taking charge of a boiler which has not previously been under his charge, both before and after the fires are lit;

(d) a knowledge of the precautions to be observed in raising steam;

(e) the ability to describe the various mountings on a boiler, the materials of construction, and their purpose and operation;

(f) a knowledge of the procedures to be followed in the event of a gauge glass breaking, replacement of the glass and the precautions to be observed in heating up a new glass;

(g) a knowledge of rejointing boiler inspection openings;

(h) a knowledge of the principles of oil firing of boilers and the safety precautions connected therewith; and

(i) a knowledge of the construction and operation of the various feed pumps, injectors and auxiliary equipment used with boiler installations.

38. Third Class Boiler Attendant's Certificate. A candidate for examination for a Third Class Boiler Attendant's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 12A (3) of the Second Schedule to this Act, pass an examination satis- factorily to show that he possesses-

(a) a knowledge of the various operations connected with the working of boilers, the procedure to be followed before heat is applied to a boiler and the precautions to be observed in raising steam;

(b) the ability to describe boiler fittings and a knowledge of their use and operation;

(c) a knowledge of how a water gauge functions, the procedures to ascertain the correct level of water in the boiler and how to fit a new gauge glass; and

(d) a knowledge of oil burning equipment and the safety precautions necessary therewith.

39. Steam Locomotive Driver's Certificate. A candidate for exam- ination for a Steam Locomotive Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 11 (1) of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of the procedure when taking charge of a boiler which has not previously been under his charge, both before and after the fires are lit, and the precautions to be observed when raising steam;

(b) a knowledge of the usual fittings on a boiler, their use and operation;

(c) a knowledge of the procedures to be followed if a gauge glass breaks, including replacement of the glass and the precautions to be observed in heating up a new glass;

( d) a knowledge of the methods of construction of steam locomo- tive boilers and engines and methods of emergency repairs under operating conditions;

(e) a knowledge of the testing of feed water and the precautions necessary to prevent damage from impurities; and

REGULATIONS Regs. 40-42 99 (f) a knowledge of all safety rules and precautions applicable to locomotive driving and the conditions under which locomo- tives operate on narrow gauge and main line tracks.

40. Oil Locomotive Driver's Certificate. A candidate for exam- ination for an Oil Locomotive Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 11 (2) of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of all safety rules and precautions applicable to locomotive driving and the conditions under which locomo- tives operate on narrow gauge and main line tracks;

(b) a knowledge of the construction and operation of internal combustion engines; and

(c) a knowledge of locomotive service procedure and the ability to carry out minor repairs in emergencies.

41. First Class Crane Driver's Certificate. A candidate for exam- ination for a First Class Crane Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 13 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-.

(a) a knowledge of the construction of all types of cranes;

(b) a sound knowledge of the safety precautions for the operation of cranes, particularly jib cranes used in close proximity to electric lines and the standard visual and sound signals;

(c) a knowledge of the maintenance, storage and handling of lifting tackle and slings and the defects likely to arise therein; and

(d) a knowledge of the servicing of all crane mechanisms.

42. Second Class Crane Dliver's Certificate. A candidate for examination for a Second Class Crane Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 14 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of the construction and operation of all types of overhead travelling cranes;

(b) a sound knowledge of the safety precautions necessary in the operating of such cranes and the standard visual and sound signals;

(c) the ability to service all types of overhead travelling cranes;

and

(d) a knowledge of defects likely to arise in lifting tackle and slings.

43. Internal Combustion Engine Driver's Certificate. A candidate for examination for an Internal Combustion Engine Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 15 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a sound knowledge of the various types of internal combustion engines, methods of ignition and timing;

(b) the ability to make any adjustments necessary for the efficient running of an internal combustion engine;

(c) a sound knowledge of the periodical maintenance of internal combustion engines, and the various classes of fuels, lubri- cating oils and greases in general use;

Cd) a knowledge of the principles and operation of internal combustion engines; and

(e) a sound knowledge of carburetion and fuel injection equipment.

44. Refrigeration Engine Driver's Certificate. A 'Candidate for examination for a Refrigeration Engine Driver's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 16 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

C a) a knowledge of the systems of refrigeration in general use;

(b) the ability to describe the various parts of refrigeration machinery, the mountings used and their operation;

C c) a knowledge of the materials used in the manufacture of refrigeration machinery and the reasons why such materials are used;

(d) the ability to remake joints and adjust the working parts of refrigeration machinery;

(e) a sound knowledge of the refrigerants in general use (both toxic and non-toxic) and the safety precautions to be observed with each, and the functions of the various instru- ments used in refrigeration; and

(f) a knowledge of mathematics sufficient to make simple calculations of refrigeration capacity.

45. Air-Conditioning Operator's Certificate. A candidate for examination for an Air-Conditioning Operator's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 16A of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) the ability to describe the various air-conditioning systems in general use;

(b) a sound knowledge of the purpose and operation of the various instruments used in air-conditioning systems;

and non-toxic;

(d) the ability to desoribe the various parts of air-conditioning systems and to make sketches of such parts; and

(e) a knowledge of the automatic controls of air-conditioning systems.

46. "A" Grade Motor Mechanic's Certificate. A candidate for examination for an "A" Grade Motor Mechanic's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 17 of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses-

(a) a knowledge of the principles of the operation of internal combustion engines;

(b) a knowledge of the maintenance of internal combustion engines;

( c ) a knowledge of engine reconditioning, tolerances, and testing;

(d) a knowledge of fuels and fuel systems used in internal combustion engines and the overhaul and testing of carburettors, fuel pumps and injectors;

(e) a knowledge of ignition systems, testing and overhaul of electrical systems, including generators, alternators, starters and lighting;

(f) a knowledge of all types of transmission systems, including automatic transmissions and differentials;

(g) a knowledge of the overhaul and testing of all types of braking systems used in motor vehicles;

(h) a knowledge of the testing and overhaul of steering and suspension assemblies;

(i) a knowledge of chassis construction and alignment;

(j) a knowledge of the fundamentals of oxy-acetylene and electric arc welding; and

(k) a knowledge of the precautions to be taken against fire, explosion and toxic fumes.

47. "B" Grade Motor Mechanic's Certificate. A candidate for examination for a "B" Grade Motor Mechanic's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 17 (3) of the Second Schedule to this Act, pass an examination satis- factorily to show that he possesses-

(a) a knowledge of the principles of internal combustion engines;

(b) a knowledge of engine maintenance, fault detection, adjust- ment and repair;

(c) a knowledge of the principles involved in the testing, adjust- ment, maintenance and repair of all types of transmissions used in motor vehicles;

( d) a knowledge of engine and chassis lubrication;

(e) a knowledge of carburetion and fuel systems;

(f) a knowledge of ignition systems including testing and adjusting;

(g) a knowledge of lighting systems, battery testing and charging;

(h) a knowledge of maintenance and adjustment of steering assemblies;

(i) a knowledge of brake testing, servicing and adjusting; and (j) a knowledge of the maintenance of wheel and tyre equipment.

48. Plant Operator's Certificate. A candidate for examination for a Plant Operator's Certificate shall, upon satisfying the Board that he has the qualifications prescribed by Rule 16B of the Second Schedule to this Act, pass an examination satisfactorily to show that he possesses, with respect to the class of plant for which he applies for a certificate-

(a) a knowledge of the construction, operation and maintenance of the plant;

(b) a knowledge of carburetion and fuel injection systems; and (c) the ability to drive and operate the plant.

49. Welding Certificate. An applicant for a Welding Certificate shall, upon satisfying the Chief Inspector that he has the qualifications prescribed by Rule 21 of the Second Schedule to this Act in respect of the type of certificate for which he applies, pass an examination satis- factorily in accordance with Australian Standard Welding Certification Code 1796-1975.

50. Rules for the conduct of examinations. The following rules shall apply in connection with every written examination for the grant of a Certificate of Competency-

(a) The hours of examination shall be between the hours of 9 a.m. and 4 p.m. of each day;

(b) Candidates shall be punctual in their attendance;

(c) All work shall be handed in to the Supervisor before the candidate leaves the room;

(d) A candidate shall not bring into the examination room any book or written or printed material except a book or other material specified on the examination paper as authorised for use by candidates during the examination;

(i) Slide rules;

(ii) Non-programmable calculators;

(0 A supervisor may inspect any book or other material in the possession of a candidate in the examination room;

(e) Candidates may use:-

(g) All papers necessary for the purpose of the examination shall be provided by the Chief Inspector;
