1. To satisfy general entrance requirements for admission to the course for the Higher Diploma of Teaching (Secondary) a candidate must:
(a) satisfy the University Entrance requirements of the Victorian Universities and Schools Examination Board. Applicants who have failed to satisfy the university entrance requirements of the Victorian Universities and Schools Examination Board but who have applied for special consideration may be admitted if the appropriate selection committee deems such selection to be warranted after taking the case for special consideration into account;
OR
(b) possess other formal qualifications approved by the Board of Studies;
OR
(c) be able to demonstrate to the satisfaction of the Board of Studies that he has the motivation and capacity for tertiary studies.
2. To be awarded the Higher Diploma of Teaching (Secondary) a candidate shall have pursued his studies for at least four years.
3. The subjects of the course and the conditions on which such subjects may be taken shall be prescribed from time to time by the Board of Studies.
4. The regulations for the course together with the details of subjects and the prerequisite and special entry conditions shall be published in the Handbook of the Melbourne State College or supplement thereto.
5. No candidate may pursue a course of study or receive credit for subjects taken unless his proposed selection of subjects and the years of his course in which they are to be taken have been approved by the Board of Studies. It is the responsibility of each candidate to obtain this approval before embarking on subjects.
6. (i) A candidate's progress in his course of study shall be expressed in terms of Years.
Such Years shall be defined by a cumulative total of points to be scored as a credit for subjects passed. The points to be scored for each subject shall be as prescribed from time to time by the Board of Studies and published together with the details of subjects.
(ii) A candidate shall be:
(a) in the first Year of his course until such time as his cumulative points score shall equal or exceed twenty-seven points;
(b) in the second Year of his course until such time as his cumulative points score shall equal or exceed fifty-seven points;
(c) in the third Year of his course until such time as his cumulative points score shall equal or exceed ninety-three points;
(d) in the fourth Year of his course until such time as his cumulative points score shall equal or exceed one hundred and thirty-eight points.
7. Except where special permission is granted by the Board of Studies for this to be exceeded, the maximum total number of points that may be attempted in one year is as follows:
A candidate in the first Year of his course 36 points A candidate in the second Year of his course 45 points A candidate in the third Year of his course 40 points 53
except that a candidate in the third Year of his course who has scored at least 57 points in a maximum of two years of full-time study may enrol in studies of a maximum value of 45 points.
A candidate in the fourth Year of his course 45 points.
8. A candidate who, having completed part or all of another course of study at the tertiary level, enrols in the course may, with the approval of the Board of Studies, be given credit for subjects the equivalent of which have been passed in the other course, provided that the entry requirements for the other course satisfy the general entrance requirements for admission to the course for the Higher Diploma of Teaching (Secondary). Where there is no equivalent subject or subjects he may be credited with an appropriate points score to be determined by the Board of Studies. Such points shall be allocated to appropriate Groups when credited.
9. The Board of Studies may allow a candidate to include in his course subjects offered in another course of this institution or of another institution where such subjects are, in the Board's opinion, of an appropriate standard and relevant to the candidate's course of study. The points to be scored for passing in any such subject shall be as prescribed by the Board of Studies. Such points shall be allocated to appropriate Groups when credited.
10. The total number of points which may be credited to a candidate under Regulations 8 and 9 shall not exceed 84. including a maximum of 75 points in Groups 1, 2 and 3 and a maximum of 18 points in Group 4.
11. Subjects with common content shall be as determined from time to time by the Board of Studies. No candidate may receive credit for more than one subject of a group of subjects so determined.
12. A candidate who does not pass in a subject may be credited by the Board of Studies with the points to be scored for that subject, having regard to his performance in all subjects taken by him (whether taken in one year or more), in accordance with principles determined by the Board of Studies.
13. The Higher Diploma of Teaching (Secondary) may be granted to a candidate who has complied with the prescribed conditions and
(a) has gained a cumulative score that equals or exceeds 138 points;
(b) has in Groups 1, 2 and 3 gained a cumulative score that equals or exceeds 102 points including:
(i) at least 57 points in Groups 2 and 3 of which at least 12 points are in Group 3 OR
(ii) at least 48 points in Groups 2 and 3 of which at least 24 points are in Group 3;
(c) has in Group 4 gained at least 36 points, including a pass in Practice Teaching.
Group 1 comprises first Year studies in Arts, Business Studies, Drama, Environmental Science, Film and Television, Librarianship, Music and Science.
Group 2 comprises studies for which the prerequisite conditions have been met as a result of studies in Group 1.
Group 3 comprises studies for which the prerequisite conditions have been met as a result of studies in Group 2, or other studies in Group 3.
Group 4 comprises studies in Education.
14. The allocation of points scores is as follows: (see pages 55-57 for Table of Subjects).
15. In a given subject area a candidate may be credited with no more than the number of points in each Group as specified by the Board of Studies.
These regulations should be read and interpreted in conjunction with all documents relating to procedures of the Board of Studies.

HIGHER DIPLOMA OF TEACHING (SECONDARY)
There are eight programs offered to students in the course leading to the award of the Higher Diploma of Teaching (Secondary).
Students are enrolled in one of these course programs and are advised to pursue specialized studies within the relevant program. However, subject choice is not restricted to subjects offered only within that program, but prerequisite and timetable limitations will restrict the choice of subjects from other areas.
Subject to approval, students may undertake the study of a subject at the University of Melbourne.
The various course programs are: Arts, Business Studies, Drama, Environmental Science, Film and Television, Librarianship, Music, and Science.
