20 The Hills Shire Council Quarter Two Review as at December 2020 WHERE ARE WE NOW?

Hills Future is Council’s long term Community Strategic Plan that directs the four year Delivery Program and annual budgets. Council is committed to delivering the outcomes of Hills Future, with a strong financial position that has continued over many years.

Achievements to date

HAVE YOUR SAY ON THE FUTURE OF THE BELLA VISTA AND KELLYVILLE STATION PRECINCTS

Quarter Two: The draft Section 7.11 Contributions Plan for the Bella Vista and Kellyville Station Precincts was placed on exhibition for public comment.

The draft Plan will enable Council to levy monetary contributions from future development to fund the local infrastructure required to support the growing populations within these Precincts.

The plan identifies about $143M worth of community assets, including playing fields, local parks, traffic facilities and pedestrian bridge connections for delivery in and around the Station Precincts.

NEW VILLAGE GREEN AT RUTHERFORD AVENUE RESERVE

Quarter One: $2.7M multi-purpose Reserve, in Kellyville, was officially opened by the Mayor on Wednesday 5 August with a plaque unveil. The Village Green Incorporates cycleway and pathways, as well as a large grassed area, which can be used for informal ball games, activities and picnics.

A dog park Includes natural play items, shelter and seating while the playground features all-age play equipment, shade sails, park shelter, seating, circular cycle track and drink station.

Works also included native planting, waterways stabilisation and the construction of a pedestrian bridge.

LOCAL ENVIRONMENT PLAN

Quarter Two: The LEP was submitted to the Department of Planning, Industry and Environment for finalisation in August 2020. Additional

information requested by the Department was provided in November 2020 and Council is now awaiting finalisation of the LEP.

Quarter One: The Hills Shire Council’s two-year review of its Local Environment Plan (LEP) was approved during an Ordinary Meeting of Council.

The LEP is a blueprint that determines appropriate land use and development controls within The Hills Shire, while also following State Government guidelines.

The LEP was updated in response to priorities established in Council’s Local Strategic Planning Statement (LSPS), which focuses on how Council manages growth and change.

The LEP seeks to better protect single lot housing, The Shire’s predominant housing supply. Density and intensity is to be located within centres and not in low density neighbourhoods.

The approval process followed an extensive public consultation and exhibition period, with a number of local submissions being made and considered by Council before the LEP was determined.

The review examined local issues, including the suitability of land uses for rural zones, protecting the character of residential areas and changes to planning controls in strategic centres.

The LEP will now progress to the Department of Planning, Industry and Environment for finalisation.

CASTLE HILL SHOWGROUND

Quarter One: Castle Hill Showground Draft Concept Master Plan was adopted by Council in August. The Draft Master Plan proposes six key areas, including:

The Promenade: forming an active transition between the Hills Showground station, the future neighbourhood centre and the Showground itself;

The Arena: being a large open space that supports daily uses and has the capacity to accommodate larger recreational and community events;

The Village: creating a wide variety of new spaces along the existing access road where the community can gather and participate in a wide variety of recreational, wellness and social activities;

The Icon: is to be an element of outstanding architecture that would be visible from Showground Road and a marker for the Showground;

The Terraces: are to form a regional parkland area that utilise the topography of the northern end of the Showground for a variety of recreational uses;

and

The Paddocks: are an area adjacent to Cattai Creek and The Terraces that provide linkages for bicycles and pedestrians from Fred Caterson Reserve to Carrington Road and beyond.

With the Draft Concept Master Plan being adopted, Council will now focus on advocating for external funding opportunities.

The implementation of the Master Plan is proposed to be carried out in stages over a 30 year period.

There are no anticipated changes to current uses and access to facilities in the short term.

ACTION PROGRESS PERFORMANCE

Revisit Master Plan and then the town planning controls re Baulkham Hills Town Centre.

RMS/TfNSW advice on their current Road Network Plan and measures to address existing demand and future growth has not been forthcoming. The Local Strategic Planning Statement and adopted Productivity and Centres Strategy confirms that uplift in the town centre will be discouraged until transport and traffic issues are resolved.

Develop car parking policy for Council Centres (Castle Hill, Rouse Hill, Baulkham Hills).

Council’s Local Strategic Planning Statement and Integrated Transport and Land Use Strategy include an action to review carparking rates for centres.

Prepare options for the redevelopment and seek management models for the management of the Aquatic Centre along with financial impact of each option.

This matter was reported to Council on 8 September 2020. Council resolved as follows:

1. Council to manage this facility in-house with the option of using contracts for various aspects of the operation such as, but not limited to, the cafe, allied health services and other suppliers.

2. Council approve a new staff position to manage the Aquatic facility with funds provided in a future budget review.

Prepare a report on signage gateway to The Shire, including financial impacts.

Preliminary investigations underway.

Review current cycleway strategy.

Review of the Bike Plan document is complete.

The mapping on the Geographical Information System has commenced and is expected to be completed in preparation for a report to Council and exhibition in March 2021.

Prepare a Masterplan for the future direction of the Hills Showground - a unique cultural, recreational and leisure precinct, addressing the needs of both current and future population.

Master Plan adopted by Council at meeting on

25 August 2020. Initiative completed.

Undertake review of current utilisation of Community Halls.

Property valuers have completed a detailed assessment of the current charges vs a commercial assessment. The results have indicated that a new pricing model would be very disruptive to current users. Changes have been made in the fees and charges to provide for affordable hire in a limited number of venues to make them affordable and accessible for community groups. No further action at this time.

Council is preparing new strategic planning documents including a Local Strategic Planning Statement. This document updates Council’s Local Strategy and will set out the 20 year vision for land use in The Hills Shire and establish the planning priorities for the area and how they will be met. It will include a new Housing Strategy that sets a vision for housing delivery and determines Council’s 6-10 year and 20 year housing targets. Together the strategic work will inform any changes required to Local Environmental Plan 2012.
