Administering Phase 1 common internal assessment in 2021

Purpose

To advise senior secondary schools of the processes and procedures that support administering Phase 1 common internal assessment for Essential English and Essential Mathematics.

Background

In the new QCE system, a student’s result in an Applied subject is based on their achievement across four internal assessments. For Essential English and Essential Mathematics, schools develop three of these assessments. The fourth is a common internal assessment (CIA) developed by the QCAA and marked by schools.

The CIAs will be delivered in four phases between Term 1 and the end of Term 2, 2021. Four different versions of the CIA will be used across the phases. Schools select which phase they will deliver the CIA in the Student Management application on the QCAA Portal.

Teacher judgments about student responses to assessment in Essential English and Essential Mathematics will be reviewed at annual quality assurance meetings in Term 3.

The QCAA previously provided other contextual information to schools about CIA in memo 045/20.

Information

Assessment materials

Phase 1 runs from Friday 12 March to Thursday 1 April.

Schools that nominated to implement Phase 1 CIAs will receive the assessment materials on Monday 8 March. These secure materials will be delivered by courier to a school’s administration office/reception only and comprise:

a teacher pack including question and response books, stimulus, and marking guides. The number of teacher packs distributed to each school is based on enrolment numbers. Schools can reproduce additional packs if necessary. Marking guides must not be provided to students before they sit the assessment

• an assessment pack for Essential English - assessment materials (to be kept secure)

- seen stimulus (to be distributed to students at the start of the three-week implementation phase)

• an assessment pack for Essential Mathematics — assessment materials (to be kept secure).

On the day materials arrive, schools must check they have received the required quantity of materials for each subject. Schools must then complete an online form to confirm receipt of the materials and notify the QCAA if more are required. The QCAA will send an email to principal’s delegates with a link to the form on Monday 8 March.

Alternative formats

Schools will receive individually named assessment packs for students who require an alternative print format.

Electronic versions of assessment materials for students who need assistive technology will be available on Monday 8 March. These versions will be available to schools with students with approved access arrangements and reasonable adjustments. The QCAA will email principal’s delegates the instructions on how to access these papers on Monday 8 March.

Schools of distance education should notify the QCAA if they require electronic versions by Wednesday 3 March. These versions will be available to schools of distance education who have requested electronic versions of the materials on Monday 8 March.

Schools will be provided with instructions about how to use the fileShare application to download the files. These instructions will be sent to the relevant Principal’s delegate on Monday 8 March.

Administration and security

The Common internal assessment: Guidelines for administration (GFA) will be the key reference document for schools implementing a CIA. An electronic version of the GFA will be available on the Noticeboard application in the QCAA Portal.

Schools must follow the instructions in the GFA to ensure they meet their security and other compliance obligations.

What you need to do

Prepare staff at your school to implement Phase 1 CIAs for Essential English and/or Essential Mathematics with Year 12 students between Friday 12 March and Thursday 1 April.

Make sure that relevant staff are registered to use the fileShare application and are familiar with its use.

Quickstep help guides are available to registered fileShare users in the application. Step-by-step instructions are also included in the GFA.
