Minutes of the Board meeting held at the Buckingham Bowls Club on Monday 18 March 2019 commencing at 4.25pm Present: Peter Kirby (President), Pat Zapotocky (Vice President), Ross Bannister, Ken Coppleman, Tony Fulton,

Matters Arising:
Sponsorship 2017-18 and beyond
At the meeting in June 2018 it was agreed that this matter should remain on the agendas for future Board meetings. No further action was taken in regard to this matter at this meeting.
Review of BTS Strategic Plan
The Secretary has previously sent out a copy of the existing BTS Strategic Plan to Board members. A copy of the latest BT Strategic Plan has now been received. It was agreed to start work on reviewing the BTS Strategic Plan at the next meeting by identifying what BT strategies from its Strategic Plan should be built into the BTS Strategic Plan.
Lee Schraner and Lyn Triffitt clashes with BT Calendar
At the August 2018 Board meeting, it was agreed to refer Lee Schraner’s clashes with SWC Round 1 and the BTS Fours to BT for advice. Lyn Triffitt had a similar issue with a clash with the Australian Singles Championships and the BTS Pairs. Going on precedent, BT has never altered its calendar when individual players have been competing on national duties. Despite previous advice received to the contrary, BT has now advised that this matter has never been on the agenda of its previous meetings but was to be discussed at its February 2019 meeting. No response has yet been received from BT after its February 2019 meeting.
Venue for Juniors SWC
At the November 2018 Board meeting BTS received advice from BT that the venue for all Junior SWC games would be at Longford. This was not as discussed at a previous RCC meeting. President Peter Kirby advised that BT advised at the December 2018 RCC meeting that it had undertaken a survey of the parents of juniors and based on those outcomes BT made the decision to hold all Junior SWC games at Longford. At the January 2019 Board meeting it was agreed to re-list this matter for discussion again at the next RCC meeting. This matter was discussed at the RCC meeting held on 18 March 2019 but no change was made to the BT decision to hold all Junior SWC at Longford.

Bowls Tasmania has appointed Howrah’s Bill Butler as Bowls Tasmania’s Men’s Southern Seniors Selector.

Royal Hobart discussion paper on why we are losing bowlers
At its January 2019 meeting, the BTS Board considered a submission from Royal Hobart on why we are losing membership numbers. It was agreed to circulate the discussion paper to Clubs and to discuss this matter at the next Delegates Meeting. Clubs have been invited to make their own submissions to the BTS Board before the Delegates Meeting with submissions received from Brighton and North Hobart.
Bowls Tasmania and Club’s Accounting Systems
Bowls Tasmania is seeking information on what accounting systems are currently being used by Clubs.
The Secretary advised that he has collected information from all Clubs and has sent it on to Bowls Tasmania. The BTS Treasurer asked for a copy of this information as well.
Mediation with Beltana
At the last meeting the BTS Board considered a request from BT that BTS mediate with Beltana regarding the restrictions imposed on Beltana by BTS as a result of its penalties imposed on Ken Coppleman by Beltana. The BTS Secretary met with the Beltana Executive on 5 March 2019 in an attempt to mediate these issues and tabled a report and recommendations on the outcome of his meeting to the BTS Board.
Moved: Tony Fulton Seconded Ross Bannister “ that the BTS Board reverse its decision not to hold BTS events at Beltana in the future and that Ken Coppleman will not attend any such BTS events held at
Beltana whilst he is a BTS Board member.” Carried
Moved: Ross Bannister Seconded: Malcolm Salier “that BTS get written confirmation that Ken Coppleman has been banned from the Beltana grounds and not just the Beltana Clubhouse. If this is the case, the BTS agreed tha it should seek advice from Bowls Tasmania that Beltana is able to do

Ken Coppleman left the meeting whilst this item was being discussed.
Roles and Responsibilities of Match Managers
At the last Board meeting, it was agreed that the BTS Match Committee will develop an information sheet outlining the roles and responsibilities of Match Managers and Host Clubs for BTS Championships.
This has not yet been done.
Roles and Responsibilities of Umpires
At the last Board meeting, the Officiating Panel undertook to develop a memorandum to go out to Clubs reminding them of the roles and responsibilities of umpires. This has been done and will be circulated to umpires in the near future. It was agreed that the Secretary should also send it to Clubs.
Policy for action if a player dies or is injured whilst playing pennant
At the last Board meeting, it was agreed that the BTS Board would develop a policy which would cover possible actions available to players if another player is injured or passes away whilst playing pennant.
This has not yet been done.

Royal Hobart – Protest against results re Glenorchy City versus Royal Hobart – Saturday Division 2 2 March 2019 – Upheld by BTS Match Committee which determined that the game should have been discontinued and the points should have been shared. The results of the game were changed to reflect this decision.

Review of Conditions of Play re Extreme Heat Policy:
It was agreed that Conditions of Play for 2019-20 need to be tightened up to remove uncertainty and contradictions with the adverse weather conditions clauses. These matters are to be referred to the 2019- 20 Conditions of Play Committee.
Regional Consultative Committee Meeting:
President Peter Kirby provided an outline of matters discussed at the RCC online meeting held on 18 March 2019. Minutes of the meeting will be circulated to Board Members when received.
Date of next meeting: The next Board meeting will be held on Monday 15 April 2019 at 4.30pm at the Buckingham Bowls Club.
