Minutes of the Board meeting held at the Buckingham Bowls Club on Monday 15 April 2019 commencing at 4.30pm Present: Peter Kirby (President), Ross Bannister, Ken Coppleman, Tony Fulton, Paula Hadley, Ailsa Milburn,

Leonie Price and Rob McGuire.

Matters Arising:

Sponsorship 2017-18 and beyond

At the meeting in June 2018 it was agreed that this matter should remain on the agendas for future Board meetings. Ross Bannister advised that he had spoken to Oasis Fertilizers regarding the possible sponsorship of BTS score cards for next season. If that does not happen, the Secretary undertook to advertise for a potential score card sponsor on Facebook.

Review of BTS Strategic Plan

The Secretary has previously sent out a copy of the existing BTS Strategic Plan to Board members. A copy of the latest BT Strategic Plan and Operational Plan has now been received. Work has started on reviewing the BTS Strategic Plan. It was agreed that the President and Secretary should identify what BT strategies from its Strategic Plan and Operational Plan should be built into the BTS Strategic Plan. It was further agreed that the President and Secretary would then prepare and present a draft BTS Strategic Plan to a future Board meeting for further discussion and ratification.

Lee Schraner and Lyn Triffitt clashes with BT Calendar

At the August 2018 Board meeting, it was agreed to refer Lee Schraner’s clashes with SWC Round 1 and the BTS Fours to BT for advice. Lyn Triffitt had a similar issue with a clash with the Australian Singles Championships and the BTS Pairs. BT has advised that its calendar cannot be changed for such clashes and State and Regional events should continue without having to change the dates to accommodate calendar clashes for elite players.

Royal Hobart discussion paper on why we are losing bowlers

At its January 2019 meeting, the BTS Board considered a submission from Royal Hobart on why we are losing membership numbers. It was agreed to circulate the discussion paper to Clubs and to discuss this matter at the March 2019 Delegates Meeting. Clubs were also invited to make their own submissions to the BTS Board before the Delegates Meeting with submissions received from Brighton, Geeveston and North Hobart. Alex Stanelos also submitted a Roy Morgan article detailing the decline in sports participation in Australia.

Robust discussion took place at the Delegates Meeting on this matter with a number of suggestions put forward on how to address the issue. President Peter Kirby has developed a discussion paper based on these suggestions which are now being considered by the BTS Board who will advise Clubs of the proposed outcomes in due course.

Beltana and Ken Coppleman

At the last meeting the BTS Board agreed to get written confirmation that Ken Coppleman has been banned from the Beltana grounds and not just the Beltana Clubhouse. If this is the case, the BTS Board further agreed that it would seek advice from Bowls Tasmania that Beltana is able to do this. No advice has yet been received from Beltana.

Roles and Responsibilities of Match Managers

At the February 2019 Board meeting, it was agreed that the BTS Match Committee will develop an information sheet outlining the roles and responsibilities of Match Managers and Host Clubs for BTS Championships. This has not yet been done.

Policy for action if a player dies or is injured whilst playing pennant

At the February 2019 Board meeting, it was agreed that the BTS Board would develop a policy which would cover possible actions available to players if another player is injured or passes away whilst playing pennant. This has not yet been done.

Inwards:

Howrah – Agreed to host BTS Winter Coaching Program – Noted with thanks. A clash with another event will mean that the May 2019 coaching session will have to be abandoned.

Lyn Triffitt – Timing of BTS Champion of Champion Championships – Agreed to schedule the BTS Champion of Champion Championships a week earlier in future.

Glenorchy City – Seeking clarification that Betty Paradisis is eligible to play in Women’s Division 5 finals – BTS Match Committee determined that Betty Paradisis was eligible to play in Glenorchy’s Women’s Division 5 team in the preliminary and grand finals.

Brighton – Querying eligibility of Taroona’s Gavin O’Neill to play Women’s Division 2 finals – BTS Match Committee determined that Gavin O’Neill was eligible to play in Taroona’s Women’s Division 2 team in the finals provided that no eligible Taroona women were available to play and had been omitted from its team despite the fact that Gavin had played at least three of the last six games in Taroona’s Saturday Division 2 team. If was further agreed to refer this matter to the Conditions of Play Committee for 2019-20 to determine if Conditions of Play need to be tightened to address this situation in the future.

Bowls Tasmania – Nominations for Board members and motions for Annual General Meeting on 24 May 2019 - Noted.

Sorell – Query re rule regarding incorrect scores – Leonie Price raised this matter with Bowls Australia and was advised that when scores do not agree in a pennant game the matter must be resolved at that stage before play continues. There is no provision in the Laws that allows the game to go back to where the scores last agreed and to recommence the game from that point on. It was agreed that Clubs be reminded that BTS will not answer queries such as this via social media.

Bowls Tasmania – Operational Plan – Refer Matters Arising above.

Bowls Tasmania – State Selector Vacancies - Noted.

Community, Sport & Recreation – Member Protection Information Officer Workshops 2019 - Noted.

Peter Kirby – Proposal for restructure of Saturday Pennant – Refer Matters Arising above.

Bowls Tasmania – Simon Morrison increasing work to four days per week over all three regions-- Noted Bowls Tasmania – Policy re clashes with BTS calendar – Refer Matters Arising above.

Bowls Tasmania – Confirmation that Nick Lee is eligible for re-election to the BT board - Noted.

Equal Opportunity Tasmania – Complaint from Chris Martin claiming that he does not have the same participation rights as female bowlers in that he can only play in Huonville’s Women’s Division 5 team and is unable to fill in in its Women’s Division 2 team. BTS is required to respond to the complaint within 21 days. Moved: Tony Fulton Seconded: Ken Coppleman “that the President and Secretary attend the EOT conciliation meeting on 21 May 2019 and that they be given authority to take whatever actions

are necessary to settle the complaint”. Carried

North Hobart – Suggestions re pennant restructure sent to all Clubs.

Sandy Bay – Granted dispensation to play Chris Dowl in Saturday Pennant Division 2 finals without playing six pennant games.

Finance:

Treasurer Tony Fulton forwarded his report to Board Members prior to the meeting. Moved: Tony Fulton Seconded: Ken Coppleman “that the Treasurer’s Report be accepted and that accounts paid be

approved”. Carried

The Treasurer outlined details of honorariums to be paid in 2018-19 which are in line with the approved budget. Moved: Tony Fulton Seconded: Ailsa Milburn “that approval be given to pay honorariums, BTS Championships green fees and BTS Championships prize money”. Carried The Treasurer also advised that he will be organising a meeting of the BTS Finance Committee in early May 2019 to draw up a budget for 2019-20 and propose a registration fee for 2019-20.

Ross Bannister reported that the Barefoot Bowls Champion of Champion Championship held at the Kingborough Indoor Centre on 10 April 2019 went off well with eight Clubs represented with the winning team coming from Claremont.

General Business:

Matters Arising from Delegates Meeting

The only matter arising from the Delegates Meeting was the discussion concerning the Royal Hobart discussion paper on why we are losing members which is being dealt with in Matters Arising above.

Nomination Forms:

Nomination forms for Board positions, Match Committee, Selection Committees, Statistician and Publicity Officer have been sent to Clubs and the information has been posted on the BTS Facebook page. Nominations close on Sunday 12 May 2019.

Bowls Tasmania Officiating Panel

It was agreed that it is essential that BT has a State Officiating Panel. It was further agreed to raise this matter as an agenda item for the forthcoming BT Annual General Meeting.

Date of next meeting: The next Board meeting will be held on Monday 20 May 2019 at 4.30pm at the Buckingham Bowls Club. Leonie Price advised that she will be an apology for that meeting and all future Board meetings until she returns from interstate in September 2019.
