BSB Business Services Training Package (Release 1.0)
Purpose
To advise school RTOs of the release of the BSB Business Services Training Package, which replaces the BSB07 Business Services Training Package, and to explain the transition
arrangements for RTOs with the latest BSB07 qualifications on their scope of registration.
Background
From 1 July 2014, training.gov.au (TGA) will automatically update an RTO’s scope of registration when a training package is updated and any updated qualifications are deemed equivalent to its superseded qualification. The superseded qualification must already be on the RTO’s current scope of registration for the automatic updating to take place on TGA.
The updating of an RTO’s scope on TGA does not automatically update the QCAA’s database.
This means that the Student Data Capture System (SDCS) used by school RTOs does not provide immediate enrolment and outcome access to updated qualifications.
There is a time delay between the updated school RTO scope as displayed on TGA and being able to access any automatic updates through SDCS.
The QCAA VET Branch advises school RTO managers via email when the QCAA database has been updated with equivalent training products. The new units and qualifications will then be available after the next SDCS version download.
Information
The BSB Business Services Training Package (Release 1.0) was published on the national register, training.gov.au, on 25 March 2015 and replaces the BSB07 Business Services Training Package. It was followed by Release 1.1 on 9 April 2015.
Please note that errors in Release 1.0 of the Training Package resulted in RTOs who had earlier versions of qualifications from the BSB07 Training Package also being registered on TGA for the latest Business qualifications. Release 1.1 of the Training Package has rectified the errors and the Australian Skills Quality Authority (ASQA) is working to rectify scopes of registration on TGA.

School RTOs currently registered for the latest qualifications from the BSB07 Training Package will be registered by QCAA for the equivalent qualification/s. This will include all the core and elective units of competency listed in the packaging rules of the equivalent qualification. In addition, common electives from the BSB Training Package will also be added.
School RTOs are advised that any subsequent renewal, compliance or complaint audit will draw on the units of competency listed in the current training and assessment strategy for that
qualification.
RTOs must transition to the new qualifications as per the transition information in Clause 1.26 of the Standards for Registered Training Organisations (RTOs) 2015 as well as the ASQA General direction: Learner transition, which came into effect 1 April 2015.

What you need to do
If your school RTO is currently registered for the latest versions of qualifications from the BSB07 Training Package, the following actions must be taken.
Student enrolment
• For continuing students who were enrolled in the BSB07 qualifications prior to 1 April 2015, the RTO may continue to deliver training and assessment services and issue certification to these students (enrolled superseded BSB07 qualifications from Release 9.0) up until 24 September 2016.
• Current students who are not able to complete and be awarded with certification for qualifications from the BSB07 Training Package (Release 9.0) by 24 September 2016 must be transitioned to the new qualification from the BSB Training Package (Release 1) by 24 March 2016.
• For new students who want to enrol in Business qualifications from 1 April 2015, the RTO must commence new enrolments in qualifications from the BSB Training Package
(Release 1.1).
• Delivery of the equivalent qualification/s is permissible after the school RTO’s scope has been updated on TGA with no Application to change scope form required.

RTO administration
• After QCAA VET Branch has notified schools that it has updated its database with
equivalent training products and after SDCS reflects this, school RTOs will be able to enter SDCS student enrolments in the required qualifications and units of competency.
• Check the units of competency your RTO has been registered for, both in SDCS and on the RTO scope available via the Services Online, School administration & reports, Interactive Data Portal on the QCAA secure website. • Apply for any additional non-listed elective units of competency in the equivalent qualification, using the relevant form available at: www.qcaa.qld.edu.au/12264.html.
• Remove automatically added qualification/s from your school RTOs scope of registration and TGA if you do not intend to offer the qualification/s using the relevant form available at:
www.qcaa.qld.edu.au/12264.html.
Certification (i.e. Certificates, Records of results and Statements of Attainment) from BSB07 must be awarded prior to 24 September 2016.
Note that no student may receive VET certification in 2015 without a verified USI (Unique Student Identifier) that has been provided to the QCAA (memo regarding this process will be released in the near future).
