6.1 CONSIDERATION OF THE 2014/15 APPLICATIONS TO COMMUNITY GRANTS AND COMMUNITY CONSULTATION FUND REPORT

1 Summary
1.1 To present to the Subcommittee the applications for the 2014/2015 annual Community Grants, the Sport and Recreation Facilities Fund and the Community Consultation Fund.
1.2 Community Grants are made to organisations whose services and projects provide wide community benefit and wellbeing. There are seven categories for grants.
1.3 A budget of $184,000 is available for Community Grants in this funding round. A total of 128 applications were received, requesting a total of $281,099.06.
1.4 Sport and Recreation Facilities Fund grants are to support club and/or group led sport and recreation facility development.
1.5 A budget of $35,000 is available for Sport and Recreation Facility in this funding round. A total of 29 applications were received, requesting a total of $113,935.21.
1.6 Criteria for assessing the grants are outlined in the body of this report. The Subcommittee is asked to assess the applications and allocate funding as it considers appropriate.
1.7 Community Consultation Funding of $22,550 is also available for assisting ratepayer and community associations with community consultation. Recommendations are outlined in the body of the report for how this funding should be allocated.

That the Community Grants Subcommittee:
1 Receives the Consideration of the 2014/15 Applications to Community Grants and Community Consultation Fund Report RCS13-09-09; and
2 Approves the funding allocations in the table below from the Community Grants fund for 2014/2015; and

3 Process for consideration of Grants 3.1 The process for consideration of Grants:
(a) The Tasman District Council Community Grants Subcommittee will consider all applications received prior to the closing date.
(b) A database summary of all applications and a copy of each application form will be sent out to each Subcommittee member. Full applications and supporting documents for all applications are available to Subcommittee members on request.
(c) Staff have provided the Subcommittee with comments and guidance on the applications based on fit with criteria and recommendations (Attachment 1).
(d) A roughly equitable selection of the full applications will be allocated to each Subcommittee member. Each application will be considered and any further information sought to enable a recommendation to support or decline.
(e) Subcommittee members should consider:
If they support the application, the amount of support suggested and any conditions on granting support.
If the application is declined, the reasons for declining must be given. This will be used to inform the letter to the applicants.

3.4 Attachment 3 contains a list of organisations that have not returned their accountability forms. These organisations are not eligible for further funding until a completed
accountability form has been received. Each organisation has been followed up on two occasions. If any forms are received before the meeting on 23 September 2014, staff will advise the Committee.

4 Community Grants from Rates
4.1 Grants are made to organisations whose services and projects provide wide community benefit and wellbeing in activities that are related to the objectives of Tasman District Council. Applications are made under the following categories.
Community and Economic Development
Arts/Culture/Heritage/Museums
Festivals and Events
Youth/Children
Social Services
Environment
Emergency Services
4.2 The funding round has a total of $184,000 available.
4.3 The current round closed on 31 August 2014 with 128 applications received requesting a total of $281,099.06
4.4 Applications will be considered on the following terms:
Demonstrates the contribution the project will make to Council’s Community Outcomes and Long Term Plan priorities.
Takes place within Tasman and/or demonstrates benefit to Tasman residents (services delivered regionally will have funding eligibility relative to the benefit derived by Tasman residents).
Applications must be for a specific service and identify benefit to the community that will result from the funding.
Be aligned with the purpose of local government as contained in the Local Government Act.
5 Sport and Recreation Facility Fund
5.1 The Sport and Recreation Facilities Fund grants are to support club and/or group led sport and recreation facility development.
5.2 The funding round has a total of $35,000 available.
5.3 The current round closed on 31 August 2014 with 29 applications received requesting a total of $113,935.21.
5.4 Applications will be considered on the following terms:
Applications must be for a specific service and identify benefit to the community that will result from the funding.
The application must be for capital works or improvements to recreation facilities and must be in the Tasman District.
The application must identify the community benefit that will result and demonstrate community support.

6 Community Consultation Funding
6.1 The Community Consultation grants are distributed for the purpose of providing funding assistance to ratepayer and community associations to assist consultation within their respective communities. There is a total of $22,500 available.
