Variable school speed limits - changes to the Speed Limits Bylaw

The council may by resolution fix and vary speed limits for any road under the control or management of the council. Motueka High Schools need council approval to be included in the Speed ​​Limits Regulations 2016, Schedule 1.

Appointment of Adviser to the Tasman Regional Transport Committee

The New Zealand Transport Agency representative is a full voting member of the committee. Council therefore has the ability to review the composition of the Tasman Regional Transport Committee every three years.

Small Scale Management Plan for Mediterranean Fanworm

The service/asset relates to the service capability that has been reduced as a result of the event. Surveillance in the southern tip area (TOS) from 2013 onwards has found small numbers of Sabella. This declaration would then allow powers under the Biosecurity Act to be used to exclude or control Sabella in the southern tip.

The estimated cost to Tasman District Council to implement this operational plan over the three-year life of the small-scale management plan is $110,000. This small scale management program for Sabella was prepared and written by Peter Russell, Director of Better Biosecurity Solutions Ltd for three Top of the South Councils. By public notice dated XX/XX/2017 (see Appendix 1), Tasman District Council (Council) announced a Small Scale Management Program (SSMP) under section 100V of the Act.

Monitoring in the Top of the South (TOS)2 area from 2013 onwards has found Sabella on commercial and recreational vessels and marine structures. The responses have been led by the TOS councils, the Top of the South Marine Biosecurity Partnership (TOSMBP) and the Ministry for Primary Industries (MPI). 3 Both a regional control plan for pests and a regional control plan have been developed in accordance with the provisions of Chapter 5 of the Biosecurity Act.

The level of Sabella invasiveness (distribution and density) and associated impacts is noted by Fletcher (2014) to vary considerably between sites (due to the underlying substrate) and at different times of the year. Māori in the top of the South Island are strongly connected to the marine environment9.

The PCRA will still have a lead in making the consent applications, but the Council will be asked to accept ownership of the asset. If the resource consent is granted on the other hand, the Council can say that the costs it has borne will be capitalized and recovered from the beneficiaries as part of the proposed target rate. The Council has an obligation to manage the coast in accordance with the New Zealand Coastal Policy Statement 2010, which guides local authorities in relation to the management of the coastal environment.

Firstly, the planning framework of the Local Government Act 2002 and the Resource Management Act 1991 (RMA) requires this. Councils must 'give effect' to the NZCPS in planning documents such as district or regional plans, and also 'take into account' its relevant provisions when assessing consent applications. The annual cost will likely be several times the cost of the alternative (sand pushing), but we are told they are willing to pay for it.

Mayor's Report to Full Council

I gave a speech on leadership to young people involved in the Whenuaiti Outdoors program in our district. I had a quarterly meeting with representatives from the Greypower groups in Tasman and Nelson to discuss some of the key issues affecting retirees in our communities. Jane and I attended the Gold Star Awards for Blair Hall for his outstanding contribution and service to the New Zealand Fire Service.

I chaired a meeting of the Local Government New Zealand (LGNZ) Policy Advisory Group in Wellington, the purpose of which is to identify LGNZ's National Council and provide guidance on key policy items for Local Government in New Zealand. This was one of many very well attended Anzac Day services throughout the district and I pass on my appreciation to the Councilors who attended these services with me. I also met with Lieutenant Colonel Martin Dransfield and members of the NZ Army to discuss Exercise Southern Katipo 2017.

Nineteen people became citizens of New Zealand at the Tasman District ceremony on May 3. The Minister would like to see if there are any steps or measures that need to be taken to improve our current civil protection resilience in New Zealand and ensure that each region has a functional civil protection group that will serve us very well performs. Partly this is because Tasman and Nelson are two unitary authorities and our proximity and nature of events lends itself to the joint management we currently employ.

It is likely that JV Working Group council members will bring the matter back to the Council for a discussion before seeking a mandate to finalize more detailed agreements regarding security and the like. Remember that this fund is part of the package of government measures for clean water. Work on some of the JV documentation has been postponed while the 'financial' work stream is advanced.

A one (or two) day workshop is planned for May 17 by the JV Working Group for this purpose. The procurement evaluation team for the short listing consists of two members each from Waimea Irrigators Ltd and Council. Notices of intent for the other land to be acquired were to be signed at the time this report was published.

We are also meeting with Tasman Pine Forests as the Crown Forest licensee to brief senior officials on the project and to align our needs and interests at an operational level. It is likely that the minister's decision will be delayed until after the High Court has released its Ruataniwha decision. The advice must be correct in law to reduce the chances of a successful legal challenge.

Commercial Property Portfolio Returns

Land and Buildings - includes the management of 13 Fittal Street worth $0.2 million and redeveloped land in Mapua worth $2.7 million, however these assets are registered. Interest and principal costs will be reduced and financing coverage will be improved, following the sale of the Fittal Road properties. Remedial works and reinvestment are now required to maximize the life of these assets, protect the value of the Council's existing investment and follow prudent asset management principles.

These derive from tenant rights and ratepayer expectations for the Council to manage these assets carefully. There is no commercial reason to relax the Council's current market approach to managing these assets or relax the rental leases. This will ensure coverage of maintenance costs on many of these assets and avoid placing additional financial burdens on future district rates.

Neither may the chairman/president speak publicly on behalf of the council or represent it on any matter. We do not propose to make any changes to the chairman's/chair's motor vehicle rating at this stage. The Authority seeks the views of local government (eg territorial authorities, unitary councils and county councils) on the proposals set out below in this part of the paper.

Instead, it has applied increases to the basic compensation payable to councilors, ranging from 1.5% to 3% depending on the size of the council. Depending on the size of the council, an additional fee will be charged. Should there be a “basic” level of remuneration for all mayors/presidents, with additional compensation added based on the size of the council?

We are also aware of inconsistencies between councils in the current relationship between councilors' remuneration and that of the chairman/chairman.
